VIA HAND DELIVERY
Dear Mr. ________:
The City of Tybee Island has reason to believe that you intend to hold a Special Event, as defined
by our local laws, at the City of Tybee Island. Specifically, we understand that you are promoting,
organizing, or intending to attend a -special event in the City of Tybee Island. You are required, by City
Ordinance 2016-06; Sec. 54-70, Code of the City of Tybee Island, Georgia to seek and receive a permit
to hold such an event. You need to contact me immediately regarding your permit needs.
Under the City's ordinance, if you do not seek and receive a permit, and a special event occurs
on the beach or within the city limits, you may be in violation of the ordinance.
You may also be responsible for taking actions to reduce the activities, so that it would not be
considered a special event, and could be subject to criminal and civil liability.
Under the ordinance, the City is entitled to seek reimbursement for expenses it incurs in
providing municipal services. Based on prior experience, and depending on your actions, these
expenses could be as much as $50,000.00 or greater. Again, this would depend on the size of the event
and the expense imposed on the City. As provided by the Ordinance, enclosed is a copy of the
Ordinance and an event application.
Further, if you do not cease and desist promotions via social media as of the date of receipt of this
letter until such time as you acquire a special event permit, then the City will have no choice but to seek
from you the costs incurred by the City of Tybee Island to ensure the safety of those who attend due to your
continued promotions. Any damages that are incurred to City property will also be your responsibili ty.
Our City works very hard to make sure that all who visit our Island are safe. Our special event
permit application process is designed to keep people who attend special events safe and secure. Your
continued promotions of an unpermitted event make it very difficult for the City to achieve this goal. Rest
assured that we will hold you financially accountable for your action.
Enclosed you will find a Special Event Application and a copy of the City's Ordinance. Please
contact me immediately to begin the process.
Sincerely,
Shawn Gillen
City Manager
