LARCH 21. 1960
The meeting was called to order by the temporary chairman, Ella
Christensen at 8:15 P.M. Planning Commission Members in attendance were
Alex Schumacher, Herb Gaspar, Ella Christensen and Anne Theis, Sectetary.
Council Members in attendance were Lloyd Hatcher, Robert Roehl, Herb Arens,
and Leonard Schlosser.
Civil Defense.
Robert G. Smith Assistant Director of Civil Defense Hennepin County
spoke to the group and asked the Council to approve a Federal Approved
Ordinance which would make it possible to appoint a Civil Defense Director
for the Village Of Medina. He explained the primary interest is to have
a Civil Defense orginization on a local level to augment various existing
Safety Services such as Police, Fire etc. Another important part would be
to provide a Welfare Agency to render assistance to persons needing aid in
case of a disaster of any kind, Flood, Fire, Tornado etc. In times of need 323
such as these the Civil Defense personell could ack as reserve safety service
personell.
Mr. Smith assured the persons in attendance that the State Law
requires a local orginization for all Villages with more than 500 residents
and also a Civil Defense Director to be appointed by the Mayor with the
approval of the Council. This orginization would be responsible for running
Civil Defense in the area and also outside of the area when the law
requires them to as in the case of a major catastrophy in a neighboring
area.
Mr. Smith explained that many things are available to a Municipality
through the Federal Government at reduced prices but only if the
Mtanicipality has a Civil Defense Director and an orginization. The most
necessary parts of the Civil Defense orginization area Director and a
Deputy Director, a Communications System, a Fire and Police Service,
a Welfare Service, a Transportation Service, and the Deputy Director would
act as PublicInformation Officer. As a matter of record Mr. Smith gave
the members the following information --Robert G. Smith 600 Oak Grove

Water Patrol
Carl Williams addressed the members and furnished the following facts
about the Hennepin County Water Patrol; there are 51+ volunteers, among them
are 3D on Lake Minnetonka, 5 on Medicine Lake and 5 on Lake Independance. Mr.
Williams is the only paid member and he is paid from funds from the Henn.
County Sheriff Office not the Water Patrol funds. The volunteer Patrol men
furnish their own boat, motor, gas, uniform and what ever else is necessary.
On the request of Sheriff Ryan the Water Patrol was put on a county wide
system and Ryan asked to have the men adopt a uniform. The Water Patrol is now
part of the Hennepin County Security Devision. Total cost of the uniform is
about $60.00 per man.
This year the State will fthrnish money to the Water Patrol from the
sale of licenses for boats. Hennepin County will receive about 12,000 to
be used forthe purchase of a completely outfitted boat to be used on Lake
Minnetonka. Eventually there will be a County owned boat on Independance
and Medicine and various other boats on Minnetonka. It was Mr. Williams opinio
that the Water Patrol will eventually be self supporting. The money from boat
licenses is divided as follows; 50% to the State, 50% to the Countyand 75%
of the County portion is allocated to the Water Patrol Association. Mr.
Williams requested that the Village of Medina contribute $100.00 to the
Water Patrol Association to be used to help the Medina Lame Independance
ui.

volunteer patrol men defray the cost of their uniforms and boat expense.
He stated that the Village of Independance had been contacted and indicated
a willingness to contribute $100.00 also. This money will be spent on the
men on Lake Independance only and no part of it will be used for any other.
Lake.
Subdivision
Mr. T. Rettinger and Mr. 11. Maxwell appeared before the Planning
Commission with Mr. Bruce Kelly to present the first work on a proposed
subdivision of an EX area of 65 acres on Medina 87 north of #6. It is
their wish to subdivide for residential developement. The area would
contain lots of about 15,000 square feet or more per lotand accommodate about
135 homes. It contains about 12miles of road. The Planning Cpmmission
decided to meet again on this matter on March 28, 1960 at 8 P M.
Hamel Parking
Mr. Dean Swanson appeared to act as a representative of the Chamber
of Commerce and inform the members that the question of placeinga limit on
parking on the Hamel Main Street had been discussed. The result of the raxxxx
discussion was that the Business People of Hamel do not want limited parking
on the Main Street. The Business People would rather attempt a solution
to this problem on their own and if they can not solve the problem they
will ask for help on it. He suggested a system of temporary signs to
be used to keep the street clear for the purpose of snow removal.
There being no further business a motion was made by Herb Gaspar
and seconded by Alex Schumacher to adjourn the meeting. The meeting
adjourned at 10:00 P.M.
