HomeMy Public PortalAbout19901011CCMeetingTybee Island, Georgia October 11, 1990 The Tybee Island City Council held its regularly monthly meeting Thursday, October 11, 1990 at the Tybee Island City Hall beginning at 7:30 P.M. Mayor Charles J. Hosti presided, with the following members of council present: Pat Locklear, Jack Youmans, Bill Walsh, Jimmy Brown, Jeff Dukes and Paul Jackson. City Attorney was absent because of the bad weather. The meeting was opened by the Invocation given by Councilman Locklear. Mayor Hosti led the audience in reciting the Pledge of Allegiance. Mr. David deBorde spoke as a visitor. He questioned the news article in the Savannah Morning News about the expenditures from 40% Hotel /Motel taxes to pay for the 103 Tybee Celebration. He stated he is not against the celebration but feels the taxpayers should not foot the bill for the party. Mayor Hosti and Jack Youmans explained that the city has to give 40% of the Hotel /Motel taxes collected by the city to a non profit organization for the promotion of tourism as per state law. As there were no others visitors who wished to speak to council, Mayor Hosti opened the meeting for business legally presented. Councilman Brown moved to accept the minutes of September 13, October 2, and July 11th, 1990. Councilman Walsh seconded. The council vote was unanimous. Bill for the month of September are as follows; General Government 11,179.65 15,638.26 (Chamber - 10,683.48) Police 7,866.14 Fire 2,143.70 First Responder 78.54 Public Works 10,848.21 Sanitation 17,879.66 Parking Services 2,225.66 Recreation 3,657.27 Lifeguard 103.52 Water /Sewer 15,985.25 Councilman Jackson so moved to pay the bills for September. Councilman Locklear seconded. Mayor Hosti called for a vote which was unanimous. Councilman Jackson said that an emergency in the Waste Treatment in the amount of $3,386.00 for a gear box for the areator was purchased and he moves that the council approve this purchase. Councilman Walsh seconded. The vote was unanimous. Mayor Hosti then asked if there were any committee reports. Councilman Dukes gave a report on the luncheon that he and Mayor Hosti attended with Ann Crowder and Andy Way from the school board, concerning the Tybee School house. Mr. Way told Councilman Dukes that the item would be placed on the executive agenda before the end of the week. 1 1 1 Page 2 October 11, 1990 Councilman Brown then gave a report on the October 8, 1990 Beach Rules and Regulations meeting. He announced that the meeting was a combination of Police /Recreation committee members, merchants and citizens. Another meeting will be held in November and he invited any interested party to attend. The date of the meeting will be published in the Tybee News. Councilman Walsh said that the DPW had held a meeting to discuss two ordinances, but they were not ready for the meeting tonight but will be presented at the November meeting. The Fire Chairman, Jack Youmans, stated that there were plans to hold an open house at the Fire Station in conjunction with Fire Safety Week but because of the nasty weather it has been postponed. Councilman Youmans then presented two bids for fire equipment for the new pumper. The lowest bid was from Harold's Sales and Service in the amount of $5773.70 and he motioned council to accept this bid. Councilman Jackson seconded. Mayor Hosti questioned if the forms from the ISO are here and will this purchase help lower the fire rating. Councilman Youmans said the information is here from the ISO and that this equipment will finish the requirements for the new pumper. The vote was unanimous. Mr. Jimmy Robertson will come down and help with the forms as soon as the department is ready. Councilman Youmans also stated that weather permitting the fire department will shoot off the fire works at 10:30 P.M. Saturday night. Councilman Locklear reported that the Lifeguard season is over and all equipment is secured. He also wants council to read over the end of the season report that head lifeguard, Linda Mundy, presented to Rowena Fripp. The next item he spoke on was the football program stating that the season started off with enough children for four teams and we are now down to two teams. Are there not enough children or are they just not coming out to play ball? Councilman Youmans questioned if the children don't have the fee can they still play in the activity. Councilman Locklear said that the Optimist this year alone have donated over $1,000.00 to sponsor the children in all programs. He also announced that soccer will be sponsored by the city and that sign ups will begin within the next two weeks. Councilman Walsh said that a committee meeting was held to discuss the proposal concerning the Public Dock from Rusty Fleetwood. Mayor Hosti stated that a letter from City Attorney, Thomas Mahoney had arrived at City Hall concerning his opinion on the proposal. All council will please read this letter. 1 1 1 Page 3 October 11, 1990 The next item to be presented to council is the revised budget. Councilman Dukes stated that the committee had worked every day for over a week to get this ready for tonight and he would like the council to vote on each of the four recommendations separately. Councilman Dukes moved for council to adopt the revised budget. Councilman Youmans seconded. The vote was unanimous. Councilman Dukes made a motion to adopt a policy for a freeze on hiring and on all overtime except in the case of an emergency. Councilman Jackson seconded. Councilman Youmans asked if Jackie Brown quit her job as Clerk of Council and we had no city clerk could we hire a replacement. Councilman Dukes stated that it would come before council if something like that ever happened. Mayor Hosti called for a vote which was unanimous. Council- man Dukes so moved that ameeting be held once a month with council and all department heads to study the financial management in general. This was seconded by Councilman Jackson who also stated that this is the first time since he has been on council that he has served on the Finance Committee and he has learned a lot in the past week or so about the budget process. Mayor Hosti stated that it would be educational for both council and the taxpayers. Councilman Youmans said that a chairman of a committee has to approve a requisition, then the Purchase Order and approve all purchase a_ again Jaefore the council each month. Councilman Walsh said he was being "meeting" to death, but maybe once a quarter would be acceptable. Councilman Youmans stated that he would vote in favor of once a quarter. Mayor Hosti asked council to try it for a couple of months to see if it works. The vote was four in favor and two opposed (Jack Youmans, Bill Walsh). The last recommendation that Council- man Dukes made a motion to accept was for tracking and staying abreast of the balances in each line item. Councilman Jackson seconded the motion. Councilman Brown when this would go into effect. Councilman Dukes said immediately. Councilman Walsh stated that he doesn't want to see anybody overburdened with work. Councilman Dukes said that Amorette Zittrauer, the accounts payable clerk, told him most department heads know how much money is left in the line items on a daily basis. The vote was five in favor and one opposed (Jack Youmans). The council approved payment for a survey done on McDaniels Street from the passed administration. The First Reading on Ordinance 8 -2 -19 was read by Mrs. Fripp. Council- man Jackson moved for its adoption with Councilman Locklear seconding. 1 1 Page 4 October 11, 1990 After some discussion by council and an explanation by Councilman Locklear, the council voted unanimously to accept the ordinance for the first reading.
