At a regular meeting of the Liayor and Town Council of
the town of Leesburg , in Virginia held in- the Council Chamber on
Monday , May 11 , 1942 qt 8 : P. M. there were present ; Lucas D. Phillips ,
Mayor , Louis T . Titus , Recorder and C. W. Fiske , J. T . Hourihanp ,
J. L. Oliver , L. C. Rollins and J. H.Turley , Councilmen;
The minutes of the last regular meeting and those of a special
meetingbl?eld on May 1 , 1942 were read and tpon motion duly made
seconded and carried were approved as read. •
Councilman Johnson of the City Council of Charlestown , W. Va .
appeared before the Council to demonttrate a parking meter. The
demonttration was given and questions were answered by Mr , Johnson
regarding the various phases work in connection with the meter , costs
etc . Mayor Phillips thanked Mr. Johnson for the demonstration and
the information given the Council in regard to the parking meter .
The Auditor-Treasurer read his statement for the Month of
April 1942 and ,resented the current bills and upon motion of
Councilman Fiske . seconded by Councilman Oliver and unanimously carried
the following Resolution was adopted ;
BE IT RESOLVED , by the Council of the Town of Leesburg ,
in Virginia that the Auditor-Treasurer be and he is hebeby
authorized and directed to pay the following bills ;

Upon Motion of Councilman Oliver , seconded by Councilman ,
nourihane and a -z
rm ;a-Pr=y carried the following Resolution was adopted ;
(Councilman Fiske not voting )
BE IT RESOLVED, by the Council of the town of Leesburg ,
in Virginia that the uncollectable licenses presented to the
Council by the Auditor-Treasurer totaling $130.00 for the years
1939-1940 ; 1940-1941 and 1941-1942 be charged off and that the
Auditor-Treasurer be and he is hereby authorized and directed
to charge off said licenses .
On motion of Councilman Oliver , seconded by Councilman
Fiske and unanimously carried the following resolution was adopted ;
WHEREAS , the following proposed budget was presented to the
Council on the 13th day of April 1942 and same was published in
a newspaper published in the Town of Leesburg and a Special

" meeting of the Council was held on the 1st day of May 1942
and no objection was made thereto by any citizen of the town;
NOW THEREFORE, BE IT RESOLVED, by the Council of the Town
of Leesburg in Virginia that the following budget be and the
same is hereby approved and adopted;

On motion of Councilman Hourihane , seconded by Councilman
Fiske and unanimously carried the following Resolution was adopted ;
WHEREAS , it appears that Howard T . Rollison was erroneously
assessed for the Years 1939 , 1940 and 1941 and that the real
estate taxes and penalties for said years amount to $15.27 ; and
•
WHEREAS, it appears that said assessments were erroneous_;.'
because of the fact that the property against which same was IIassessed is situate outside of the corporate limits :
NOW, THEREFORE , BE IT RESOLVED, by the Council of the town
of Leesburg , in Virginia , that the Auditor-Treasurer be , and
he is hereby authorized and directed to release and cancel said
' assessments aggregating $15.27 taxes and penalties.
/—� On motion of Councilman Fiske , seconded by Councilman
Hourihane and unanimously carried an Ordinance was passed
regarding the use of septic tanks within the corporate limits.

'— On motion of Councilman Oliver , seconded by Councilman
Turley and unanmmously carried , there was an Ordinance passed -
19a",r regarding the pro-rata payment of License taxes. A copy of this

//� On motion of Councilman Fiske , seconded by Councilman
_IceOliver and unanimously carried there was an Ordinance passed
56 regarding the use of bicycles in the Town of Leesburg. A copy
of this Ordinance may be found in the current Ordinance Book.
—`_ On motion of Councilman Oliver, . seconded by Councilman
Turley and,unanimously carried the following Resolution was II. passed ;
BE IT RESOLVED; by the Council of the. town of Leesburg, in
Virginia that the salary of H. B. Gill be raised to $150.00
per month in leiu of the use of his automobile.
BE IT FURTHER RESOLVED , by the said Council that Roscoe B.
Rhoads , Auditor-Treasurer , E. L. Hough , pumping station and
sewer plant operattr and Robert Atwell , ?dight Watchman be given
an increase of( 5%) five per cent ,of their present salary , per
month.
• , The salary changes hereby made shall become effective as
of June 1 , 1942.
There being no further business , . on motion duly made ,
seconded and carried , the Council adjourned at 9.42 P. M.
