' i - August 10 , 1942 • At a. regular meeting of the Mayor and Town Council of the town of Leesburgin , Virginia held in the Council Chamber on Monday , August 10 , 1942 at 8 P. M. there were present ; Lucas D. Phillips , Mayor , ; Louis T. Titus'; Recorder and , C. W. Fiske , R. M. Flippo , J. L. Oliver , J. T. Hourihane , • L. C. Rollins ans J . R.Turley , .Councilmen. The Minutes of the last meeting were read and upon motion duly made , seconded and carried were approved as read. Dr. Clifford Waller , Town Health Officer appeared and recomended that the Council adopt the standard food Ordinance. After some discussion of the matter of the standard food Ordinance it was argeed that the matter be taken up after further study at a meeting in the near future. Anderson the sum of 84.00-_`-or overpayment of ' - rrt. P, \e . On motion of Councilman Rollins , seconded by Councilman • ' Oliver and unanimously carried the following Resolution was adoptee : BE IT RESOLVED , by the Council of the Town of Leesburg in Virginia that the Auditor-Treasurer be and he is hereby author- ized to advertise for- sale for the sum of 88.00 the bath tub acquired from the Estate of Ward Loveless in the purchase of lot of land at the corner of Market & Wirt Streets. • 'The Auditor-Treasurer presented the bill of H. P. Coleman for A3.00 to Mrs . Elsie Hogeland for refilling sewer connection ditch where connection was not made. No action was taken on this matter . On motion of Councilman Oliver , seconded by Councilman Hourihane and unanimously carried. the following -.esolution was adopted ; • BE IT RESOLVED , by the Council of the Town of Leesburg in , Virginia that the Auditor-Treasurer be and he is hereby author- ized to accept $25.00 as full payment for the 1941-1942 Non- Resident Cleaners license of the Loudoun Cleaners . The bid of Thomas S. Alexander to haul the slop from the 11 Town of Leesurg for the sum of $42 .00 per month was read - and upon motion of Councilman Flippo , seconded by Councilman Oliver and unanimously carried the following Resolution was adopted ; BE IT RESOLVED, by the Council of the town of Leesburg , in Virginia , that the Contract for the removing slop from the Town of Leesburg for the year beginning July 1 , 1942 , be and the same is hereby awarded to Thomas Alexander upon the same terms as the contract between him and the town provides for the year beginning , July 1 , 1941 , except he is to be paid the sum of forty-two dollars per month for the year beginning July. 1 , 1942 ; and Stilson H. Hall ," � Town Attorney , is authorized and instructed to prepare the necessary contrctt to carry this resolution into effect and the Mayor is authorized to sign the same for and in behalf of the town. 4 • 319 • • On motion of Councilman Turley , seconded by Councilman Fi .Fiske and unanimously carried thereo*aew9ngOrdindnCecpassed far rtgatding awnings hanging over the sidewalks of the Town. BE : 17 L SCL Fi' , h,, e Council , On motion of Councilman Fiske , seconded by Councilman Flippo and unanimously carried there was an Ordinance passed regarding the use of the sidewalks in the Town for the display it of merchandise for sale. FI copy of this Ordinance may be found in the current Ordinance Book. • On motion of Councilman Fiske , seconded by Councilman Flipco and unanimously carried there was an Ordinance passed n"y` regarding disturbances caused by dogs in the Town. A copy of • said Ordinance may be found in the current Ordinance .Book. The resignation of Mayor Lucas D. Phillips was read and upon motion of Councilman Oliver , seconded by Councilman • Hourihane and unanimously carried the following Resolution was adopted ; WHEREAS , Lucas D. Phillips , Mayor , has submitted his ' resignation as, Mayor of Leesburg , in Virginia , and requested that same be accepted as of August 20 , 1942 ; and WHEREAS , the said Lucas D. Phillips , Mayor , expects to be called for military service by the Selective Service Draft Board and ordered to report for active duty by September 5 , 1942 , which will necessitate his absence form the Town for an in- definite period of time : NOW, THEREFORE , BE IT RESOLVED, by the Council of the Town of Leesburg , . in Virginia , that the said resignation of Lucas D. Phillips , Mayor , be and the same is . hereby accepted as of:August 20 , 1942 . • On motion of Councilman Oliver , seconded by Councilman • Hourihane and unanimously carried the folllwing Resolution was adopted ; WHEREAS , Lucas D. Phillips , Mayor , has submitted his • resignation and the same has been accepted by the Council : NOW, THEREFORE, BE IT RESOLVED , by the Council of the Town of Leesburg , in Virginia , that E. Neville Bradfield , be and he is hereby elected and appointed Mayor for the Town of Leesburg , in Virginia , for the unexpired term of the said Lucas D. Phillils , from August 20 , 1942 . to September 1 , 1943. On motion of Councilman Oliver , seconded by Councilman Hourihane and carried ( Councilman Turley voting No) the following Resolution was adopted ; BE IT .RESOLVED , by the Council of the Town Of Leesburg , in Virginia that the following described parcel of land be sold to Benjamin T. Pitts for the sum of S'500.00; Eopareel ooelano. font (4) feet wide extending from the North houndry of a lot purchased by the Town of Leesburg , in Virginia from the Estate of Ward Loveless , to a point eight ( 8) feet Sauthtbi' thetsouth end of the Fitts Tally Ho Theater ; said parCeln of land being a portion of said lot • purchased by the Town of Leesburg , in Virginia from the sada Estate of Ward Loveless. * ( see omitted paragraph on next page ) Be IT FURTHER RESOLVED , by the said Council of the Town of Leesburg in Virginia that Stilson H.
