At a regular meeting of the Mayor and Town Council
of the town of Leesburg , in Virginia held in the Council Chamber
on Monday , September 14th 1942 at 8 :00 P. M. there were present ;
E. N. Bradfield , Mayor ; Louis T. Titus Recorder and C. W. Fiske ,
J. L. Oliver , L. C. Rollins and J. H. Turle,y , Councilmen;
The::.minutes of the last meeting were read and upon
motion duly made , seconded and carried were apnroVed as read.
The Auditor-Treasurer read his monthly report for the
month of August 1942 and presented the current bills and upon
motion of Councilman Fiske , seconded by Councilman J . L. Oliver
and unanimously carried , the following Resolution was adopted ;
BE . IT RESOLVED , by the Coulicil of the -town of Leesburg ,
in Virginia that the Auditor-Treasurer be and he is •hereby
authorized and directed to pay the• folloa•ing bills ;

On motion of Councilman Oliver , seconded by Councilman
Fiske and unanimously carried the following Resolution was adopted ;
BE IT RESOLVED, by the Cthuncil of the Town of Leesburg ,
in Virginia that the sum of .35.00 be and it is hereby
• appropriated to defray the expenses of the delegation
of the Town of Leesburg to the Convention of the League
of Virginia Municipalities to be held at Richmond , Virginia
• ' on October 11th, 12 & 13th , 1942 .
On motion of Councilman Oliver , seconded by Councilman
Fiske and unanimously carried the following Resolution was
' adopted ;
WHEREAS , the.-Mayoreandrthe Auditor-Treasurer will
• be absent from Leesburg on Monday October 12th attending
• the Convention Of the League of Virginia Municipalities ;
NOW THEREFORE, BE IT RESOLVED , by the Council of the
town of Leesburg , in Virginia that the regular meeting
sched'uiedto be held , by the Council on October 12 , 1942
be dispensed with and that Tuesday October 20th be set
,, as the date for the next regular meeting of the Mayor and
Tovn Council.
On motion of Councilman Oliver , seconded by Councilman
Turley and unanimously carried the following Resolution was
adopted ;
BE IT RESOLVED, by the Coulicil of the Town of Leesburg
in Virginia that the occupants of the Town Hall be and. they
' are hereby permitted to use the stage of the Town Hall and
to remove the scenery from same and store said scenery above
said stage.
On motion of Councilman Fiske , seconded by Councilman
Rollins and unanimously carried , the following Resolution was
adopted ;
BE IT RESOLVED, by the Council of the Town of Leesburg.

authorized and directed to purchase one (1) pair of winwter
trousers for Special Policeman , George Hardy ;
On motion of Councilman Fiske , seconded by Councilman
Oliver- and unanimously carried the following Resolution was
adopted ;
•' BE IT RESOLVED , by the Council tof the Town of Leesburg:;
in Virginia that twenty per cent (20%) of the purchase price
of the four (4 ) feet of land which the Town has .agreed to
sell to Benjamin T. Pitts for five hundred dollars ($500.00 ) ,
be paid to the Town of Leesburg to bind the agreement for
the purchase of said land by Benjamin T. Pitts.
BE IT FURTHER RESOLVED, that Stilson H. Hall , Town
Attorney , be and he is hereby requested to draw an agree-
• ment between the Town of Leesburg , in Virginia and Benjamin
T. Pitts for the purchase of the aforesaid four ( 4) feet of
• land by the said Benjamin T .Pitts in accordance with this
• ;resolution and a resolution adopted by the Council of the
Town of Leesburg , in Virginia on Au ust 10th 1942 and also
in accordance with a letter from Wilbur C. Hall , Attorney

for Benjamin T. Pitts , dated August 20 , 1942 , addressed
to E. N. Bradfield , Mayor , accepting the offer of the
Town of Leesburg to sell four (4) feet of land to
Benjamin T. Pitts for Five Hundred Dollars (0500.00) .
. BE IT FURTHER RESOLVED, by the said Council of the
Town of Leesburg , in Virginia that. the Mayor be and he
is hereby authorized to sign said agreemeit for and on
behalf of the town .
A letter from Wilbur C. Hall was read to the Council
offering to pay the Town Five Hundred Dollars (0500.00)
for a right of way over an additional four (4) feet of
land adjacent to the four ( 4 ) feet of land the Town has
agreed to sell to Benjamin T. Pitts . This letter was •
written by Mr. . Hall as Attorney for Benjamin T . Pitts .
No action was taken on this matter.
On motion of Councilman Turley , seconded by Councilman
Fiske and unanimously carried the Auditor-Treasurer was
authorized to reimburse himself for a chair seat purchased
for use in the Town Office, at a cost 'of $3.30.
There being no further business , on motion duly mader,,
seconded and carried , the Council adjourned at 9 :13 P. M.

At a Special meeting of the Mayor and Town Council of the
Town of Leesburg , in Virginia held in the Council Chamber on Tuesday
October 20, 1942 at & :30 P. M. there were present ; E. N. Bradfield , .
Mayor ; Louis T . Titus , Recorder and C. W. Fiske , R. M. Flipeb , J.T.
Hourihane , J. L. Oliver , L. C. Rollins and J. H.Turley Councilmen .
The minutes of the last meeting were read and upon motion
duly made , seconded and carried were approved . as peed.
The Auditor-Treasurer read his monthly statement -for the a n
month of September , and also the quarterly statement for the quarter
enuing September 30 , 1942 and upon motion of Councilman Oliver ,
seconded py Councilman Turley and unanimously carried the following
Resolution was adopted ;
WHEREAS , the Auditor-Treasurer has this day presented to
the Council of the Town of Leesburg , in Virginia , a quarterly
s$atement of all receipts and an analysis of all disbursements
for the months of July , August and September 1942 ,
NOW, THEREFORE , BE IT RESOLVED , by the Council of the 11.
Town of Leesburg , in Virginia , that the said quarterly report
of the Auditor-Treasurer be and the same is hereby unanimously
approved and accepted by the said Council.
BE IT FURTHER. RESOLVED , by the said Council that the
Auditor-Treasurer be and he is hereby authorized and directed
to have a copy of the said quarterly report publisjed once in
a newspaper published in said town and also post a copy of said
report in front of the Court house in the said -town.
