On motion of Councilman Oliver , seconded by Councilman
Fiske and unanimously carried the following Resolution was
adopted;
BE IT RESOLVED, by the Council of the Town of Leesburg,
in Virginia that Bbscoe B. Rhoads , Auditor-Treasurer , Howard
B. Gill, Police Sgt. and Robert Atwell , Night Policeman and
Raymond L. Hough be given the choice of taking a vacation or
pay at the regular rate in leiu thereof.
On motion of Councilman Oliver, seconded .by Councilman
Rollins and unanimously carried the following Resolution was •
adopted ;
BE IT RESOLVED, by the Council of the Town of Leesburg ,
in Virginia that the Loudoun Counity Chapter of the American
Red Cross be permitted to use the Town Hall Auditorium provided
that permission is granted to the said Loudoun County Chapter
of the American Red Cross by Mr. B. T. Pitts , tenant and further
provided that none other than the present facilities for the
use of stoves• is used.
On motion of Councilman Oliver, seconded by Councilman
Fiske and unanimously carried the following Resolution was
adopted :
BE IT RESOLVED, by the Council of the Town of Leesburg,
in Virginia that the piano , property of the Town , now in the
Town Hall Auditorium, be loaned to the Nazarine Church in
Leesburg , to be returned at the request of the Town Council.
The Auditor-Treasurer reported that the water situation
in the Toon of Leesburg was excellent in spite of the continued
IIdrought.
Mayor Bradfield and Councilman Turley each made appropriate
remarks praising the untiring efforts of Councilman Roy M. Flippo ,
retiring Councilman.
There being nothing further ,bh motion duly made , seconded
and carried the council adjourned at- 8: 50 P. .M.

At a regular meeting of the Mayor and Town Council of the
Town of Leesburg, in Virginia held in the Council Chamber on
Monday , September 13 , 1943 at 8 : P. M. there were present ;
E. N. Bradfield , Mayor; Louis T . Titus , Recorder and C. W. ,
1 Fiske , John T. Hourihane , J. L. McIntosh , J. L. Oliver , L. C.Rollins and J . H.Turley, Councilmen . •
The minutes of the last meeting were read' and upon motion
duly made , seconded and carried , were approved as read .
The Mayor made a few welcoming remarks to the new Council-
man James L. McIntosh.
The Auditor-Treasurer presented the current bills and upon
motion of Councilman Hourihane , seconded by Councilman Oliver
and unanimously carried , the following hesolution was adopted ;

Virginia that the Auditor-Treasurer be and he is hereby authorized
and directed to pay the following bills :

On motion of Councilman Turley , seconded by Councilman
Fiske and unanimously carried the following Fesolution was adopted ;
BE IT RESOLVED, by the Uouncil of the Town of Leesburg,
in Virginia , that the Auditor-Treasurer be and he is hereby
authorized and directed to turn the 1938 personal property taxes
which remain uncollected , over to the Town Attorney, for collect-
ion with instructions not to take legan steps to collect same
until after a letter of request has been written to each tax
payer concerned.
On motion of Councilman Oliver , seconded by Councilman
McIntosh and unanimously carried the following F.estlution was
adopted;
BE IT RESOLVED, by the Council of the Town of Leesburg ,
in Virginia thattthe Auditor-Treasurer be and he is hereby
authorized and directed to pay to each Officer and each Council-
_ man attending the Convention of the League of Virginia Municipal-
ities , the sum of $25.00.
On motion of Councilman Oliver , seconded by Councilman
Fiske and unanimously carried the following. Eesolution was
adopted : •
BE IT RESOLVED, by the Council ofthe T oivn of Leesburg,
in Virginia that Roscoe E. Rhoads be. appointed to the office
of Auditor-Treasurer at the annual salary of ? 2,010; and'
Howard B. Gill be appointed to the office of Town Sargeant
at the annual salary of ;1 ,860.0o and Stilson H. Hall be
appointed,at the annual salary of *100.00 , as TbwnoAttorney.
On motion of Councilman Fiske , seconded by Councilman
Turley and unanimously carried the following Eesolution was
adopted : •

- BE IT t:ESO!,VED, by the Council of the Town. of Leesburg ,
to Virginia that F:obert Atwell be employed as night Watchman
for the said town et a monthly basis at $115.00 per month and
Raymond L. Hough be .employed as pumping statiion and disposalaptant
operator on a monthly basis at $125.50 per month.
A call for bids to refund the present Sewer Bonds outstanding ,
was read and upon motion of Councilman Turley , seconded by
Councilman Fiske and unanimously carried the iesolution was laid
on the table until September 2D, 1943 at which time there will be
a Special meeting to take final action on said resolution.
On motion of Councilman Fiske , seconded by Councilman •
Rollins and unanimously carried the following t;esolution .was
adopted ;

BE IT k SOLVED , by the Council of the 'town of Leesburg ,
in Virginia that the Auditor-Treasurer be and he is hereby
authorized and directed to call and pay the last two $1 ,000.00
water bonds outstanding , and the interest thereon, upon receipt
-- of the 'town' s portion of the A. B. C. profits distributed by
the Commonwealth of Virginia.
On motion duly made , seconded and carried the meeting
adjourned at 9 :16 P. M.

At .a Special' meeting of the Mayor and Town Council of
the Town of Leesburg, in Virginia held in the Council Chamber
on Monday 'September 20 , 1943 at 8 : P.M. there were present ;
E. N. Bradfield , Mayor; Louis T. Titus ; Recorder and C. W.
Fiske ,, J. T. Hourihane , J . L. McIntosh , J.L.Oliver , L. C.
Rollins and J.H. Turley, Councilmen.
The -Maporstated that the purposf the meeting was to
consider a reao ution regarding the M*9of the present X

sewer bonds , wWich was laid on the table at the meeting 'of
the Council held on the 13th day of September 1943.
The Recorder reed the proposed resolution.

On motion of Councilman Fiske , seconded by Councilman
Rollins and unanimously carried , the following Resolution wad
adopted :
WHEREAS , the Town of Leesburg , in Virginia , on the 1st
day of December 1938, issued its general obligation bonds in
the sum of Eighty-two Thousand Five Hundred Dollars ( $82 ,500.00)
for the purpose of constructing a sewage system and erecting
a disposal plant ; and
WHEREAS , said bonds bear an interest rate of 2 3/4% per
annum, payable semi-annually and the Council is of the opinion
that a lower interest rate can be obtained ; and
WHEREAS , ten of said bonds amounting to Ninety-Five Hundred
• Dollafs ( $9500.00 ) have been paid at their maturity date , leav-
ing an unpaid balance of Seventy-Three Thousand Dollars
( 73,000.00 of said bonds ; and
WHEREAS , by the terms and tenot of said bonds the same are
callable for payment on December 1 , 1943; and
