- BE IT EESOLVED, by the council of the Town. of Leesburg ,
to Virginia that Hobert Atwell be employed as night Watchman
for the said town at a monthly basis at $115.00 per month and
Raymond L. Hough be .emnloyed as pumping statiion and disposalapiant
operator on a monthly basis at $125. 50 per month.
A call for bids to refund the present Sewer Bonds outstanding ,
was read and upon motion of Councilman Turley , seconded by
Councilman Fiske and unanimously carried the Resolution was laid
on the table until September 2D, 1943 at which time there will be
a Special meeting to take final action on said resolution.

On motion of Councilman Fiske , seconded by councilman
Rollins and unanimously carried the following Resolution .was
adopted ;

BE IT EESOLVED , by the council of the Town of Leesburg ,
in Virginia that the Auditor-Treasurer be and he is hereby
authorized and directed to call and pay the last two $1 ,000.00
water bonds outstanding , and the interest thereon, upon receipt
- of the Town' s python of the A. H. C. profits distributed by
the Commonwealth of Virginia.
On motion duly made , seconded and carried the meeting
adjourned at 9 :16 P. M.

' September 20 , 1943 SPECIAL
At .a Special meeting of the Mayor and Town Council of
the Town of Leesburg, in Virginia held in the Council Chamber
on Monday 'September 20 , 1943 at 8 : P.M. there were present ;
E. N. .Bradfield , Mayor; Louis T. Titus ; Recorder and C. W.
Fiske ,, J. T . Hourihane , J . L. McIntosh , J.L.Oliver , L. C.
Rollins and J.H. Turley , Councilmen.
The -Maporstated that the purposf the meeting was to
consider a resolution regarding the 11 of the present X
sewer bonds , wkich was laid on the table at the meeting 'of •
the Council held on the 13th day of September 1943.

The Recorder read the proposed resolution.
•
On motion of Councilman Fiske , seconded by Councilman
Rollins and unanimously carried , the following Resolution wad
adopted : . _ .
•
WHEREAS , the. Town of Leesburg , in Virginia , on the let
day of December 1938, issued its general obligation bonds in
• the sum of Eighty-two Thousand Five Hundred Dollars ( $82 ,500.00)
for the purpose of constructing a sewage system and erecting
a disposal plant ; and WHEREAS , said bonds bear an interest rate of 2 3/4% per
annum, payable semi-annually and the Council is of the opinion
that a lower interest rate can be obtained ; and
WHEREAS , ten of said bonds amounting to Ninety-Five Hundred
• Dollafs ( $9500.00) have been paid at their maturity date , leav-
ing an unpaid balance of Seventy-Three Thousand Dollars
( 73,000.00 of said bonds ; and
WHEREAS , by the terms and tenot of said bonds the same are
callable for payment on December 1 , 1943; and

WHEREAS , the Council the of the opinion that the out-
standing bonded indebtedness amounting to Seventy-Three •
•
Thousand Sollars ( $73,000.00) and bearing interest at the
- rate of 2 3/4% should be called on December 1 , 1943, and
refunding bonds issued providthd the issue can be sold at
a lower rate of interest.
NOW, THEREFORE, BE IT UNANIMOUSLY RESOLVED by the
Council of the Town of Leesburg, in, Virginia , that the
said Town of Leesburg , in Virginia , shall issue refunding
general obligation bonds for the sum of Seventy-Three
Thousand Dollars ($73 ,000.00) , and there are to be seventy--
three bonds Off the denomination of One Thousand Dollars
$1 ,000.00) each and all of said bonds shall bear interest
at a rate not to exceed 2 3/4% per annum, the interest pay-
able on the 1st day of June , 1944 , and semi-annually there-
after on the 1st day of December and June in each year until
maturity , and shall be serial coupon bonds maturing over a .
period of Eighteen ( 18) years on December 1st of each pfathe
years as follows :
1944 - 03000.00 1953 - 34000.00-
1945 - $3000.00 1954 - $4000 .00
1946 - $3000.00 1955 - $5000.00
1947 - $3000.00 1956 - $5000.00
1948 - $3000.00 1957 - $5000.00
1949 - $3000:00 1958 - $5000.00
1950 - $4000.00 1959 - $5000:00
1951 - $4000.00 1960 - $5000.00
1952 - 04000.00 1961 - $5000.00
The said bonds shall contain a clause permitting the
same to be called at par and paid at any interest payment
date after Ten ( 10) years from the date of their issuance ;
the said bonds and the interest thereon shall be payable at
the office of the Auditor-Treasurer of the Town of Leesburg,
in Virginia ; the holder shall have the Iption of registering
said bonds as to principal only; all of -said bonds shall be •
exempt from taxation by the 'Town of Leesburg , in Virginia ,
and shall be signed by, the mayor and Countersigned by the.
• Auditor-Treasurer, of the Town of Leesburg , in Virginia,. and
the funds derived from the sale thereof shall be used for the
purpose of refunding the present sewage indebtedness of said
town, the present bond indebtednedd being evidenced by existing
bonds in the amount of Seventy-Three Thousand Dollars
( $73 ,000.00) as follows.: •

1945 - $2000.00 1954 - $5000.00
1946 - $3000.00 1955 -. 35000. 30

BE IT FURTHER UNANIMOUSLY RESOLVED by the Council of
the Town of Leesburg, in Virginia , that the: Auditor-Treasurer
of said Town shall cause to be published immediately the
following notice of bond sale in the two Leesburg Newspapers
for two successive issues and shall cause the same notice or
• an abbreviated form thereof to be published in the Bond Buyer
for two issues :

NOTICE OF BOND SALE
Sealed bids will be received by Louis T . Titus ,
Recorder of the Town of Leesburg, in Virginia , on forms
prescribed by said Town until 7 :00 o' clock P. M. October
25, 1943 , (at which time they will be publicly opened by
the said Louts T . Titus , in the presence of the Council
at a special meeting then to be assembled in the Council
Chambers , Leesburg , Virginia ) for the purchase of the whole ,
but not any part thereof, of the following Town of Leesburg,
in Virginia , coupon bonds :
Seventy-Three Thousand Dollars ( $73 ,000.00) •
Refunding Bonds , series of 1943 , dated
December 1 , 1943, and payable as follows :
1944 - $3000.00 1953 - $4000.00
1945 - $3000.00 1954 - $4000.00
1946 - $3000.00 1955 - $5000.00
• 1947 - $3000.00 1956 - $5000.00
1948 - $3000.00 1957 - $5000.00
1949 - $3000.00 1958 - $5000.00

Bonds are to be in the demoniations of One Thousand
Dollars ($1 ,000.00) each, principal and interest to be
payable at the office of the Auditor-Trrasurer , Town of
Leesburg , in Virginia. Interest to 'be payable semi=
annually on the let day of December and the 1st day of
JUne .
'' Bidders are invited to name the rate of interest which
the bonds are to bear which must be the same ffor all of the
maturities. In no case shall the rate exceed 2 3/4%.
The Town Attorney , Stilson H. Hall , will furnish an
opinion as to the validity of- the bonded indebtedness here-
in set forth.

The Town of Leesburg, in Virginia reserves the right'
•
to call by lot at par after Ten ( 10) years from the date
of said bond any or all bonds outstanding.
The Town of Leesburg , in Virginia is legally obligated
to annually-levy a tax on all taxable property in the town
sufficient to provide for payment of the principal and the
interest of the said bonds as the same shall become due
and payable.
Bonds dated December 1 , 1943 , in coupon form which may
be registered at the option of the holder as to principal
only , will be delivered to the purchaser on December 1., 1943,
or as soon thereafter as is possible. The Town of Leesburg,
in Virginia , will pay the cost of selling and preparing said
bonds.
IIAll proposals must be unconditional and be accompanied
by a certified check payable to the Auditor-Treasurer of the
Town of Leesburg , in Virginia , in the amount of two percent
(2%) namely : $1460.00 of the face amount of the bonds , said
check to be returned immediately to the bidder if this bid
is not accepted , otherwise to be deposited by the Auditor-
Treasurer , and , when the bonds are delivered and paid for
under the terms of this bid , to• be considered as part pay-
ment therefor , or to be retained as and for liquidated
damages in case the bidder fails to take up .and pay for the
bonds.

The Town of Leesburg, in Virginia , .reserves the right to
reject any or all bids.
Louis T. Titus , Recorder , and the Town Council for the Town
of Leesburg , in Virginia , wish to state that there is no
obligation pending or threatened against these bonds.
A report of the Auditing Department of the Commonwealth
of Virginia of an audit recently made of the financial con-
dition of the Town of Leesburg, in Virginia , is on file in the
office of the Auditor-Treasurer of the said town, and is open
to public inspection.
There being no further business , on mbdlion duly made , sec-
onded and carried , the Council adjourned at 8 :13 P. M. . •

October 11 , 1943 'Regular
At a regular meeting of the Mayor and Town Council of the
Town of Leesburg , in Virginia held in the Council ,Chamber on Monday
October 11 , 1943 at 7 :30 P. M. there were present; E. N. Bradfield ;
Mayor; Louis T. Titus , Recorder; C. W. Fiske , John T. ' Hourihane ,
J . L. McIntosh, J. L. Oliver , L. C. Rollins and J. H. Turley,
Councilmen;
On motion of Councilman Turley; seconded. by Councilman
Oliver and unanimously carried the minutes of the last regular
meeting and the minutes of the Special meeting held' on September
20, 1943 were read and approved.
The Auditor-Treasurer read his monthlyreport for the
Month of September 1943 and his Quarterly statement for the quarter
ending September 30, 1943 and upon motion of Councilman Fiske ,
seconded by Councilman Oliver and unanimously carried the following
Resolution was adopted ;
WHEREAS , the Auditor-Treasurer has this day presented to
the Council of the Town of Leesburg , in Virginia a quarterly
statement df all receipts and an ananysis of all disbursements •
for the months of July , August and September 1943;
NOW, THEREFORE , BE IT RESOLVED, by the Council Of the
Town of Leesburg , in Virhia , that the said quarterly report
of the Auditor-Treasurer be and it is hereby approved and
accepted by the said Council.

BE IT FURTHER RESOLVED , by the said Council that the
Auditor-Treasurer be and he is hereby authorized and directed
to have ' a copy of the said quarterly report published once in
a newspaper published in said Town and also post a copy of the
said report in front of the Court 'Reuse in the said town.
Upon motion of Councilman Hourihane , seconded by Councilman
" Fiske and unanimously carried , the following Resolution was
adopted ;
BE IT RESOLVED , by the Councilof the. Tov+n' of Leesburg ,
in Virginia that the Auditor-Treasurer be and he is hereby .
authorized and directed to pay the following bills ;
