October 26 , 1943
At a special meeting of the Mayor and Town Council of the
Town of Leesburg , .in Virginia held, in the Council Chamber on Tuesday,
October 26., 1943 at 7 : P. M. there were present , E. N. Bradfield ,
Mayor ; Louis T. Titus , Recorder; C. W. Fiske , J. T. Hourihane , J. L.
McIntosh, J . L. Oliver , L. C. Rollins and J. H. Turley Councilmen.
The Recorder read the following proposed Resolution and
Iupon motion of. Councilman C. W. Fiske , seconded by Councilman Oliver
and unanimoufly carried by the following recorded vote ; FCR -
C. W. Fiske , J. T.Hourihane , J. L. McIntosh , J.L. .Oliver , L. C.
Rollins and J. H. Turley ; AGAINST - NONE; the Resolution was passed ;
WHEREAS , by Resolution passed on September 20 , 1943, the
. Council unanimously voted to issue Refunding General Obligation
Bonds for the sum of Seventy-Three Thousand Dollars ($73,000.00)
for the purpose of refunding the present sewerage bond issue
indebtedness of said town; and
WHEREAS , the Town after first having advertised for bids
. as required by law , in session on the 25th day of October , 1943,
received and opened bids on the Refunding General Obligation •
Bonds for the sum of Seventy-three Thousand Dollars ($73 ,000.00)
• and accepted the bid of Alex. Brown & Sons , Baltimore ; Maryland ,
for Seventy-three Thousand Seven Hundred Thirty-seven Dollard
and Thirty Cents ( $73,737 .30 ) with a coupon rate of one and one-
half per cent ; and
WHEREAS , said advertisement for sale of the said bonds
• recites , among other things , that "Bonds are to be. in the
denomination of One Thousand Dollars ( 61 ,000.00) each, principal
and- interest to be payable ,at the office of the Auditor-Treasurer ,

Town of. Leebburg , in Virginia. Interest to be payable semi-
annually on the 1st day of June and the let day of December. "
NOW, 'THEREFORE, BE IT EESOLVED, by the Council of the
Town of Leesburg , in Virginia , that the following be and the
same is hereby approved as the proper form of bonds to be issued -
seventy-three bonds which shall be in the sum of One Thousand
Dollars each and all of which shall be made payable and mature
as set out in a schedule in . said Resolution passed by the Council
on the 20th day of September 1943 :

KNOW ALL MEN BY THESE PRESENTS: That the Town of Leesburg ,
in Loudoun County . Virginia , acknowledges itself to owe , and for
.value received hereby promises to pay to bearer on the first day
of December , 1944 (printer to insert here consecutive maturity
IIdates to and including 1961 ) , the sum of--
ONE THOUSAND ( 61 ,000.00) DOLLARS . .

at- the rate of one and one-half per cent per annum payable semi-
annually on the lst' day of June and on the 1st day of December
of each year , upon presentation and surrender of interest coupons
hereto attached as they severally become due. Any or all of the
said 73 bonds which shall not become due and payable within 10
years from the date hereof may be called at par and paid at any
interest payment date after 10 years from the date of their
issuance.

BOTH PRINCIPAL AND INTEREST of this bond are hereby made
payable at the office of the Auditor-Treasurer of the said Town
of Leesburg , in Virginia, for the prompt payment of this bond ,
both principal and interest , the full faith, ,credit and re-
- sources of said town are hereby irrevocably pledged... .
THIS BOND MAY BE REGISTERED as to principal only. and is
one of 73 bonds issued by the Town of Leesburg, in Virginia, for
the purpose of fefunding valid - outstanding General Obligation
Bonds issued December 1 , 1938 , to provide funds to construct a
Sewerage System and Treatment Disposal Plant for •the said Town
of. Leesburg , in Virginia. • -
THIS IS A GENERAL OBLIGATION REFUNDING BOND and is issued
by the Town of Leesburg , in Virginia , pursuant to authority
vested in -the Town by its Charter, the provisions of Chapter
122 of the 1942 Code of Virginia , and also pursuant to the pro-
visions of all necessary and proper ordinances and resolutions
regularly passed by the Council of said town.
AND IT IS HEREBY CERTIFIED , recited and warranted that all
acts , conditions and things required to be done , precedent to
and in the issuance of this bond have been properly done,
happened and been performed in the regular and due time and form
as required by the laws and constitution of the State of Virginia;
that the total indebedness of said town , including this bond , . •
does not exceed any statutory or constitutional limitation and
that provision has been made for the levy of a tax upon all the
taxable property in said town for the purpose of paying the int-
erest hereon and the principal hereof at maturity.

BE IT FURTHER RESOLVED,. by the said Council of the Town of
Leesburg , in Virginia , that E. N. Bradfield , Mayor , and Roscoe
• B. Rhoads , Auditor-Treasurer , be and they are hereby authorized ,
instructed and directed to sign and countersign each of the said
73, bonds and Louis T. .Titus , Recorder , is Authorized , instructed
and directed to attest and place the seal of the town on each of
the said 73 bonds and each of the coupons on said bonds shall be
authenticated by the facsimile signatures of F... , N. Bradfield ,
Mayor , and Louis T. Titus , Recorder .
BE IT FURTHER RESOLVED, by the said Council of the Town of
Leesburg,. in Virginia , Shat all of said bonds shall comply with
the stipulations , terms and conditions set out in a resolution
passed by the Council on the 20th day of September , 1943 , and the
coupons thereon shall conform to the one and one-half percent
interest rate in accordance with the bid submitted by Alex. Brown
& Sons , and accepted, by the Town.
On motion of Councilman Hourihane , seconded by Councilman
Turley and. unanimously carried the following Resolution was adopted ;
WHEREAS :Sthe Town has received bids for printing the proposed
General Obligation Refunding Bonds in the amount of Seventy-three
Thousand Dollars ($73 ,000.00) and finds the price of Sixty-seven
Dollars and Fifty Cents ( $67.50) submitted by the Columbian Bank
Note Company , New York, to be the lowest offer for this work:
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town
of Lee::burg , in Virginia, that Stilson H Hall , Town Attorney , be
and he is hereby authorized , instructed aad directed to employ
the Columbian Bank Note Company , New York, for the sum of Sixty-
Seven Dollars and Fifty Cents ($67.50) to print 73 General
Obligation Refunding Bonds in the demoniation of One Thousand
Dollars •($1000.00) each, with the necessary coupons on said bonds
to provide for the payment of the principal and interest as the
same shall mature in accordance with the plan heretofore approved
by ordinances and resolutions heretofore passed by the Council.

On motion of Councilman Rollins , seconded by Councilman
Hourihane and unanimously carried the following Resolution was adopted ;
WHEREAS, the Town of Leesburg , in Vi.rsinia ,has unanimously
passed a resolution authorizing Seventy-three Thoudand Dollars
($73 ,000.00) in General Obligation Refunding Bonds to be issued
for the purpose of Tafunding outstanding General Obligation Bonds
issued December 1 , 1938; and -
WHEREAS, the Town has passed resolutions accepting the bid
of Alex. Brown & Sons , Baltimore , Maryland , for the issue of .
Seventy-three Thousand Dollars ($73 ,000.00) General Obligation
Refunding Bonds , which bid is in the amount of Seventy-three
Thousand Seven Hundred Thirty-Seven Dollars and Thirty Cents
($73,737 .30 ) to bear interest at the rate of One and one-half
per cent per annum payable semi-annually in accdrdance with the
schedule of maturity adopted in a resolution passed by said
Council on the 20th day of September , 1943; and
WHEREAS , the outstanding two and three-fourths per cent
General. Obligatinn . Bonds issued December 1 , 1938 , for the purpose
of providing funds to construct a sewerage system and treatment
disposal plant for the said Town, of which issue Seventy-three
Thousand Dollars ($73 ,000.00) in bonds remains unpaid and which
are callable and payable as of December 1 , 1943 ; and ,
WHEREAS , the fund from the sale of the one and one-half per
cent General Obligation Refunding Bonds will be available on
Deceriber 1 , 1943; and ,
WHEREAS , the Council deems it advisable and for the best
interest of the said Town to call and pay off on December 1 , 1943 ,
the unpaid bonds issued as of December 1 , 1948.

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town

Leesburg , in Virginia , that according' to the terms and tenot
of the Town of Leesburg two and three-fourths per cent General
• Obligation^Bonds issued far the purpose of providing funds to
construct a sewerage system and treatment disposal plant dor the
said. Town , said outstanding and unpaid bonds be called for pay-
ment as December 1 , 1943, with interest accrued as of said date ,
and E. N. Beadfield , Mayor, be and he to hereby is authorized ,
instructed.;aaE directed and empowered to take all necessary
steps -and procedure for the calling and payment of the bonds as
hereinbefore set out in compliance with this resolution.
BE IT FURTHER RESOLVED that E. N. Bradfield ,. Mayor ; be and
he is hereby authorized to publish in a newspaper of general
circulation published in Loudoun County , Virginia , an advertise-
ment calling for the payment on December 1 , 1943, of the said
- outstanding bonds in the amount of Seventy-Three Thousand
Dollars ($73 ;000.00, dated December 1 , 1938, with interest to
accrue thereon to December 1 , 1943.
There being no further business , on motion duly made ,
seconded and. carriedthe Council adjourned at 7 :17 P. M.

Monday , November 6 , 1943 at 7 :30 P M. , there were present , E.• N.

The minutes of the last regular meeting held on October
11 , 1943 Ens those of Special meetings held on October 25th. and
October 26 , 1943 were read and upon motion duly made , seconded and
carried , were approved es read. •
The Auditor-Treasurer read his monthly statement for the
Month of October 1943 and presented the current bills and upon motion
of Councilman Turley , seconded by Councilman Fiske and unanimously
carried the following Resolution was adopted ;
BE IT RESOLVED, by the Council of the Town of Leesburg,
in Virginia that the Auditor-Treasurer be and he is hereby
authorized and directed to pay the following bills ;
