Leesburg , in Virginia , that according' to the terms and tenot
of the Town of Leesburg two and three-fourths per cent General
Obligation^Bonds issued E6r the purpose of providing funds to
construct 'a sewerage system and treatment disposal plant dor the
said. Town , said outstanding and unpaid bonds be called for pay-
ment as December 1 , 1943 , with interest accrued as of said date ,
and E. N. Beadfield , Mayor , be and he Is hereby is authorized ,
. ins.tructed,;l directed and empowered to take all necessary
steps and procedure for the calling and payment of the bonds as
hereinbefore set out in compliance with this resolution.
BE IT FURTHER RESOLVED that E. N. Bradfield ,• Mayor ; be and
he is hereby authorized to publish in a newspaper of general
circulation published in Loudoun County , Virginia , an advertise-
ment calling for the payment on December 1 , 1943, of the said
• outstanding bonds in the amount of Seventy-Three Thousand
Dollars ($73 ,000.00) dated December 1 , 1938, with interest to
accrue thereon to December 1 , 1943.
There being no further business , on motiond:;ly made ,
seconded and. carriedthe Council adjourned at 7 :17 P. M.

Monday , November 8 , 1943 at 7 :30 P M. , there were present , E.- N.

The minutes of the last regular meeting held on nctober
11 , 1943 ins those of Special meetings held on October 25th. and
October 26 , 1943 were read and upon motion duly made , seconded and
carried , were approved as read. '
The Auditor-Treasurer read his monthly statement for the
Month of October 1943 and presented the current bills and upon motion
of Councilman Turley , seconded by Councilman Fiske- and unanimously
carried the following Resolution was adopted ;
BE IT RESOLVED, by the Council of the Town of Leesburg,
in Virginia that the Auditor-Treasurer be and he is hereby
authorized and directed to pay the following bills ; •

" Mr. George E. Hughes of the C. & P. Telephone Co. appeared
to ask permission and approval of a plan of the Telephone Co. to
expend an underground telephone line from the local telephone office
at the corner of Loudoun and :x3NGt• streets , South on King street
to a" point South of the Washington & Old Dominion Ry. Tracks.
On:.motion of Councilman Oliver , seconded by Councilman
Fiske and unanimously carried the following Resolution was adopted ;
BE IT RESOLVED , by the Council of the Town of Leesburg , in
Virginia that the C. & P. Telephone Co. of Virginia be and it
is hereby given permission and approval to extend an underground
telephone line from its office at the corner of Loudoun and King
'streets , South to a pimnt south of the Washington & Old Dominion
Railway Tracks , as shown on a drawing this day presented to the
Council and now in cusdody of the Auditor-Treasurer. provided
said plan is approved and permission is granted by the Virginia
Department of Highways .

On motion of Councilman McIntosh , seconded by Councilman
Oliver- and unanimously carried , the following Resolution was adopted ;
•WHEREAS , the Town of Leesburg , in Virginia , has accepted the
bid of Seventy-Three Thousand Seven Hundred Thirty-Seven Dollars
and Thirty Cents ( $73 , 737 .30) made by Alexander Brown & Sons ,
Baltimore , Maryland , for Seventy-three Thousand Dollars ,
($73 ,000.00) General Obligation Refunding Bonds of the Town of
Leesburg , in Virginia maturing serially to 1961; and ,
WHEREAS , Alex. Brown & Sons , Baltimore , Maryland , deposited
with their bid the sum of Fourteen Hundred Sixty Dollars ,
( $1 ,460.00 ) leaving a balance of Seventy-two Thousand Two
Hundred Seventy-Seven Dollars and Thirty Cents ($72 ,277.30) due
when said bonds with proper coupons shall be delivered ; and
WHEREAS, it is proposed to collect said sum of Seventy- Two
Thousand Two Hundred Seventy-seven Dollars and Thirty Cents
( $72 ,277 .30 ) by delivereing said bonds with proper coupons
• attached to- the Peoples National Bank of Leesburg , - Leesburg ,
- Virginia , -with the request that said bank shall forward said
bonds and coupons to the first National Bank of Baltimore ,
Baltimore , Maryland , together with draft drawn by said Town of
Leesburg , in Virginia , on Alex. Brown & Sond , Baltimore , Maryland ;
and.

WHEREAS , thecpreeesda fro@ sa .dodrafeshpu}debe usad for the
• purpose of retiring outstanding General Obligation Bonds for
• Sewerage System and Treatment• Disposal Plant issued in 1938, with
interest due thereon as December 1 . 1943; and
WHEREAS , to carry outbthis purpose the proceeds from said
IIdfaft should be deposited in the Peoples National Bank of Leesburg .
Leesburg , Virginia , in the account "Town of Leesburg , in Virginia , .
General Obligation Refunding Bond Account" .
NOW, THEREFORE , BE IT RESOLVED that said signed bonds and •
coupons shall be delivered to the Peoples National Bank of
Leesburg , Leesburg , Virginia , with draft in the sum of Seventy-
two Thousand Two Hundred Seventy-Seven Dollars and Thirty Cents
. ($72 ,277 .30 ) drawn by the Town of Leesburg , in Virginia , by E. N.
Bradfield, its Mayor , on Alex. Brown & Sons , Baltimore , Maryland ,
with the request that said bank shall forward said bonds and
coupons with draft for collecticn to the First National Bank of
Baltimore , Baltimore , Maryland .

BE IT FURTHR. RESOLVED that on payment of said draft said
bonds with proper coupons attached shall be delivered to Alex.
Brown & Sons , Baltimore, Maryland.
BE IT ALSO RESOLVED , that Roscoe B.Rhoads , Auditor-
Treasurer , of the Ttwb if Leesburg , in Virginia , shall deposit
the proceeds from said draft in the account "Town of Leebburg ,
in Virginia , General Obligation Refunding Bond Account" , which
fund shall be used in payment' of the General Obligation. Bonds
for Sewerage System and Treatment Dtsposal Plea with interest
thereon as December 1 , 1943 , and the balance thereof shall be
transferred to the general account of the Town of Leesburg , in
Virginia .
On motion of Councilman Oliver , seconded by Councilman
Fiske and unanimously carried the following Resolution was adopted ;
BE IT RESOLVED, by the Council of the Town of Leesburg, in
Virginia that the salary of Roscoe B. Rhoads be increased from
$2 ,010.00 per year to $2 .150.00 per year ; that the salary of
Howard B. Gill be increased from $1 ,860.00 per year to 92 ,000.00
per year and that the salary of Raymond L. Bough be increased
from $1 , 506.00 per year to 91 ,600.00, per year , all of said
salaries shall be retroactive to November 1 , 1943.
BE IT FURTHER RESOLVED , that the Labor Committee be and
it is hereby requested to consider increases in pay for the
day labor employed by the said town .
THERE BEING no further businees , on motion duly made ,
seconded and carried , the Counci . adjourned at 8 :30 P. M.

At a regular meeting of the Mayor and Town Council of the-

December 13 , 1943 at 7 :30 F. M. there were present ; E. N.' Bradfield ,
Mayor ; Louie ' T. Titus , Recorder and C. W.Fiske , J. L. McIntosh , J.L.
Oliver and J . H. Turley , Councilmen.

The minutes of the last meeting were read and upon motion
• duly made , seconded and carried ' were approved as read .
Councilman Fiske made a few remarks regarding a bonus payment
to B. B. Gill , Sgt. , for the services rendeded in acting as night
watchman during the time the town has been without a night watchman .
After some discussion of the matter ,tupoficmotion of Councilman Turley ,
seconded by Councilman McIntosh and unanimously carried the following
resolution was adopted ; -
BE IT RESOLVED , by the Council of the Town of Leesburg , in
• Virginia that the Town Sargeant , H. B.Gill be paid at the rate
ci of $40.00 per month for additional police services for the month
of November 1943.
On motion of Councilman Oliver , seconded by. Councilman
Fiske and unanimously carried the following Resolution was adopted ;
