ORDINANCE NO. 06 -913
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY AMENDING THE TEMPLE CITY ZONING CODE RELATIVE TO
PROHIBITING "MASSAGE" SIGNAGE IN COMMERCIAL ZONES.
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY HEREBY ORDAINS AS FOLLOWS:
SECTION 1. Based upon information presented in the City Council staff reports dated
September 19, October 3, and October 17, 2006; as well as information discussed at the Public Hearings
on September 19, October 3, and October 17, 2006 to consider certain amendments to the Zoning Code,
the City Council hereby amends the Zoning Code of the City of Temple City as described in Section 4
below based upon the findings set forth in Section 2 below and based upon the Environmental
Assessment which is discussed in Section 3 below.
SECTION 2. The need for a Zoning Code amendment is based upon the following findings:
1. While massage as an incidental use is now permitted in the commercial zones
throughout the City, massage is not permitted as a primary use and must be done as
part of a permitted salon or medical use; and
2. It is not necessary to advertise massage with exterior signage because the use is
intended to be secondary and the patrons that frequent the salon or medical office
will become aware of the massage component by other means; and
3. At this time, the City Council of the City of Temple City approves a Zoning Code
Amendment to prohibit signage with the word "massage" in commercial zones
Citywide.
SECTION 3. This project (amendments to the Temple City Zoning Code and the City's Downtown
Specific Plan relative to prohibiting signage with the word "massage ") shall result in no significant effects
upon the environment and further environmental review is not necessary because a Negative Declaration
has been approved for related massage regulations (and this project is related to the aforementioned
Negative Declaration) on September 19, 2006, in accordance with the State CEQA Guidelines. The initial
study indicated that there is no potential for adverse impact to the environment as it relates to all wild
animals, birds, plants, fish, amphibians and related ecological communities, including the habitat upon
which the wildlife depends for its continued viability.
SECTION 4. The following sections shall be added to the Temple City Zoning Code:

CHAPTER 1 — ZONING CODE
ARTICLE L. — SIGNS
SECTION 9326 COMMERCIAL AND INDUSTRIAL SIGNS:
H. There shall be no wall sign, projecting sign, monument sign, freestanding sign, window sign, or
temporary sign visible from the exterior of any shop or place of business, which indicates that a
business provides massage. Exterior signage shall not include the following words or any part of
the following words: massage, massaging, masseur or masseuse.

SECTION 5. The City Clerk shall certify to the passage and adoption of this ordinance and to its
approval by the Mayor and shall cause the same to be published according to law.

the 17th day of October, 2006 and was duly passed, approved and adopted by said Council at their
regular meeting held on the 7th day of November, 2006 by the following vote:
