HomeMy Public PortalAbout1944_09_30SPEC 3 74 September 30, 1944 Special Ataa Special meeting of the Mayor and Town Council of the Town of Leesburg in Virginia, held in the Council Chamber on Saturday, September 30, 1944, at 7: 30 P. M. , there were present: E. N. Bradfielg Mayor, George E. Ward, Recorder and C. W . Fiske, John T. Hourihane, James L. McIntosh, Joseph L. Oliver and L. C. Rollins, Councilmen. The Mayor advised the Council that the meeting had been called • . to consider a letter from the Washington and Old Dominion Railroad and a resolution pertaining thereto, whereupon the Recorder read to the Council said letter from the Washington and Old Dominion Railroad. After a discussion of the letter andnon motion of Councilman C. W. Fiske, seconded by Councilman James L. McIntosh ad unanimously carried, the following resolution was adopted: "WHEREAS, the Washington and Old Dominion Railroad has addressed the following letter to the Mayor of Leesburg: September 14, 1944 kck File A Hon. E. N. Bradfield, Mayor, Town of Leesburg, Leesburg, Va. Dear Mr. Bradfield : Our purchase of the Alexandria-Purcellville line of railroad from the Southern Railway Company will shortly come up before the Interstate Commeece Commission for approval. When the railroad was re-organized in Apri1,1936, and the present management took over the line, we had an outmoded electric trolley system with its high costs and unstable operations. We invested $112, 500 in new Diesel-electric freight locomotives to best serve our growing freight business . We have also restored passenger service and have provided the very best equipment avail- able. • - We believe we have demonstrated our ability to serve the public efficiently and economically and we are • now seeking the support of those most directly concerned in our future operations. A resolution of the Town Council of Leesburg addressed to the Interstate Commerce Commission, Wash- ington, D. C. , referring to Finance Docket No. 14447, approving a sale of the line of railroad from Alexandria to Purcellville by the Southern Railway Company to the Washington and Old Dominion Railroad, with a copy to me , would be of great benefit to us and would also be greatly appreciated by our management . BAGGETT Vice-President and General Manager. said WHEREAS, theArailroad and its predecessor companies operating said railroad have not heretofore at all times provided satisfactory freight and passenger service over its lines for the residents of 11 said Town of Leesburg and Loudoun County, and WHEREAS, the Town of Leesburg believes that efficient and sat- isfactory freight and passenger transportation. over said railroad is necessary for -the convenience and welfare of the residents of said Town of Leesburg and Loudoun County and is an inherent and fun- damental obligation of the corporate owner of said line of railroad under its charters and of the operator thereof as common carriers, THEREFORE BE IT RESOLVED, by the Mayor and Council of the Town of Leesburg that the Interstate Commerce Commission be requested to approve the sale of the line of railroad from Alexandria and Rosslyn to Purcellville by the Southern Railway Company to the Wash- ington and Old Dominion Railroad such approval, however, to be upon the express condition and not otherwise, that the Washington and Old Dominion Railroad hereafter continue at all times to maintain 37.E a minimum freight and passenger service over said lines of said railroad at least equal to that at present being provided thereon. • There being no further business , on motion duly made, sec- onded and carried, the Council adjourned. Recorder II Approved: 6 n May r October 9, 1944 Regular At a regular meeting of the Mayor and Town Council of the Town of. Leesburg, in Virginia , held in the Council Chamber on Mon- day, October 9, 1944 at 7: 30 P.M. there were present: E. N. Brad- field, Mayor, George E. Ward, Recorder, C . W. Fiske, J. L. McIntosh, J. L. Oliver , L. C. Rollins and J. H. Turley , councilmen. . The minutes of the last regular meeting and of the Special meeting on September 30, 1944 , were read and upon motion duly made, seconded and carried were approved as-read. The Auditor-Treasurer read his .Monthly report for the month of September, 1944, his Quarterly report for the quarter ending September 30, 1944, and upon motion of Councilman J. L. Oliver and seconded by Councilman C . W. Fiske and unanimously carried the fol- _ (owing resolution was adopted: I WHETtEAS, the Auditor-Treasurer has this day presented to the Council of the Town of Leesburg, in Virginia, a quarterly statement of .all receipts and an analysis of all disbursements for the months of July, August and September, 1944; NOW, THEREFORE, BE IT RESOLVED, by the said Council that the Auditor-Treasurer be and he is hereby authorized and directed to have a copy of the said quarterly report published once in a news- paper in said town and also post a copy of tht said report in front of the Court House in the said town . The Auditor-Treasurer presented the current bills and upon motion of Councilman J. H. Turley,raseconded by Councilman C . W. Fiske and unanimously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills: Virginia Electric & Power Company: Mayor' s Office and Fire House $ 5.40 Fire Siren 4.00 General Pumping 157.95 Harrison Pumping 11.16 .
