May 14, 1945 Regular
At a regular meeting of the Mayor and Town Council 'of the
Town of Leesburg in Virginia, held in the Council chamber on Monday,
May 14, 1945 at 8:00 o 'clock P.M. , there were present: E.N.Bradfield,
Mayor, George E. Ward, Recorder,C.W.Fiske, John T. Hourihane, Joseph
L. Oliver; J. H. Turley and James L. McIntosh, Councilmen.
The minutes of the last meeting were read and upon motion of
Councilman J.H.Turley, seconded by Councilman C .W.Fiske, they were
unanimously approved as read.
The Auditor-Treasurer read his montftly statement forthe month
of April, 1945 and presented the current bills and upon motion of
Councilman A. L. Oliver, seconded by Councilman C.W.Fiske and unani-
mously carried, the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, ig
Virginia, that theoAuditor-Treasurer be, and he is hereby authorized
and directed to pay the following bills:

The Auditor-Treasurer presented a list of uncollectable
licenses, and upon motion of Councilman Turley, seconded by Council-
man Fiske and' unanimously carried the following resolution was
adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in
Virginia, that the Auditor-Treasurer be and he is hereby authorized
and instructed to charge off the following Licenses:
The Furniture Shop Merchant $15.00
H&H Chevrolet Sales (Triangle) Merchant 25.15
M.C.Johnson Hot Dog Stand • 5.00
George M. Martin Attroney-at-Law 10.00
William H. Martin, Jr. Attorney-at-Law 10.00
The Variety Store Merchant 15.73
The Finance Committee presented the proposed budget for the
fiscal year beginning July 1, 1945 , and ending June 29, 1946, and •
upon motion of Councilman C .W.Fiske , seconded by Councilman J.H.
Turley , and unanimously carried", the following resolution was adopted:
WHEREAS, the Auditor-Treasurer has this day presented to the

Council a budget showing the annual receipts and disbursements for
the year 1944 and the estimated receipts and disbursements for the
fiscal year beginning July 1, 1945; and ending June .29, 1946,
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town
of Leesburg, in Virginia, that the Auditor-Treasurer be, and he is
hereby instructed and and authorized to have the aforesaid budget
published once in a newspaper published in the said town.
BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg
in Virginia,. that there will be a meeting of the said Council, in the
Council Chamber of the Town Hall Building, in the Town of Leesburg,
Virginia, at. 8:00 P.M. , on Monday, May 21, 1945, for the purpose of
. giving any citizen of the Town the right to appear before the Council
and state his- views on the aforesaid proposed budget.
BE IT FURTHER RESOLVED, that, due notice be published once in
a newspaper published in the Town of Leesburg, of said meeting.
There, being no-fthrther business , on motion duly made, seconded

May 21, 1945 Special
At a Special meeting of the Mayor and Town Council of the Town
of Leesburg, in Virginia, held in the Council Chamber on Monday, May
21, 1945' at. 8:00 o!clock P.M. , there present: E.N.Bradfield, Mayor,
George E. .Ward, Recorder, C.W.Fiske, Josepl.L:oOrivereand J.H.Turley,
Councilmen.
Mayor Bradfield stated that. the pmrpose of the meeting was to
IIgive any citizen or taxpayer in the Town of Leesburg, an opportunity
to express his views on theoproposed budget , which was presented to
the Council by the Finance Committee on May 14, 1945, pursuant to a
resolution passed on that date. .
H. I. Tiffany, Vice-President and Cashier of the Loudoun Nat-
ional Bank appeared before the Council and .asked several questions
concerning the proposed budget. His questions being satisfactorily
answered, Mr.. Tiffany complimented the Mayor and Councilmen for the
efficient way in which its finances were being handled, and pointed
out further that one of the best indicators of how any business,
priv• te or civic , was being run was. the manner. in which its financial
recofs were kept.
There being no further business , on motion dug made, seconded
and carried, the Council adjourned.

12, 1945 at 8:00 P.M. , there were present: E.N.Bradfield, Mayor, Georg
E. Ward, Recorder, C.W.Fiske, Janes L. McIntosh, Joseph L. Oliver, and
J. H. Turley, Councilmen.
The minutes of the last meeting were read and upon motion of
