BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg in Virginia,, that there will be a meeting of the said Council, in the Council Chamber of the Town Hall Building, in the Town of Leesburg, Virginia, at, 8:00 P.M. , on Monday, May 21, 1945, for the purpose of giving any citizen of the Town the right to appear before the Council and state his. views on the aforesaid proposed budget. At a Special meeting of the Mayor and Town Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Monday, May 21, 1945' at 8:00 o!clock P.M. , there present: E.N.Bradfield, Mayor, George E. Ward, Recorder, C.W.Fiske, Joseph.LVoOMver•eand J.H.Turley, Councilmen. Mayor Bradfield stated that. the ptrpose of the meeting was to IIgive any citizen or taxpayer in the Town of Leesburg, an opportunity to express his views on theoproposed budget , which was presented to the Council by the Finance Committee on May 14, 1945, pursuant to a resolution passed on that date. . H. I. Tiffany, Vice-President and Cashier of the Loudoun Nat- ional . Bank. appeared before the Council and .asked several questions concerning the proposed budget. His questions being satisfactorily answered, Mr. Tiffany complimented the Mayor and Councilmen for the efficient way in which its finances were being handled, and pointed out further that one of the best indicators of how any business, priv4e or civic , was being run was. the manner. in which its financial • recoi% were kept. , There being no further business , on motion dug made, seconded and carried, the Council adjourned. d • Recorder Mayor • Monday, dune ' 12, 1945 Regular At a regular meeting of the Mayor and Town Council of the Town of Leesburg, in Virginia, held in the Council chamber on Monday, June 12, 1945 at 8:00 P.M. , there were present: E.N.Bradfield, Mayor, Georg E. Ward, Recorder, C.W.Fiske, James L. McIntosh) Joseph L. Oliver, and J. Fi: Turley, Councilmen. The minutes of the last meeting were read and upon motion of Councilman J.H.Turley, seconded by Councilman J.L.Oliver, they were unanimously approved as read. Carr 19.80 Dept. of Highways - - - - - # 200.00• $856.95 A bid of Old Dominion Appliance Company, Leesburg, Va. , in the amount of $83.00, for installing 2-4 tube 48 inch fluorescent light fixtures, egmipped with high power factors and tubes , re- wiring the ceiling of the council chamber with No. 12-2 wire, en- cased in metal wire mold and to run said No. 12-2 wire in back room to north wall connecting to existing wire on same wall, was read to the council and upon motion of Cpuncilman C.W.Fiske, seconded by Councilman J.L.Mclntosh and unanimously carried, same was accepted. On motion of Councilman C .W.Fiske, seconded by Councilman J.L.Oliver and unanimously carried, the following resolution was adopted; - BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to purchase a uniform for S.C.Bell, Night Watchman,said uniform consisting of one coat and two pair of trousers. On motion of Councilman J.L.Oliver , seconded by Councilman C .W.Fiske and unanimously carried, the following resolution was, adopted: - BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer- be, and he is hereby authorized and directed to have removed from the Town Hall building, the Fire Escape now attached to the King street side of said building. Mayor Brafield stated that Mrs. R.S.Pickens, Chairman of the County Zoning and Planning Commission had asked for a joint meeting of the Town Council and her Commission for Thursday evening, June 14 at 8:00 in the Council Chamber, at which time the subject of "Zoning as it affects the Town" would be discussed. Mayor Bradfield asked that as many of the Council as possible be present. Oa motion of Councilman C .W.Fiske, seconded by Councilman J. L.Oliver and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in • Virginia, that the Auditor-Treasurer is hereby authorized and direct- ed to erect curbing in front of properties `of Wm. H. and Agustus Val entine and estate of Fannie Fox on East Market street. On motion of Councilman J.L.Oliver , seconded by Councilman ' . Ward, Recorder, is authorized and requested to execute copy of this resolution to be mailed to the Auditing Department of the Commonwealth of Virginia. On motion of Councilman Joseph L. Oliver, seconded by Coun- • oilman James L. McIntosh and unanimously carried, the following reso- lution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer be, and he is hereby authorized and instructed to- install a one inch water line, with sufficient number of Tees, approximately 325. feet, on East Cornwall street from Cornwall and Church streets towards Slack 's Lane. 388 There being no further business, on motion duly made, seconded and unanimously carried, the Council adjourned. • t 9_64 Recorder Mayor • • July 9, 1945 Regular At, a regular meeting of the Mayor and Town Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Mon- day, July 9, 1945 at 8:00 o'clock P.M. there were present: E. N. Bradfield, Mayor, George E. Ward, Recorder, C.W.Fiske, James L. Mos Intosh, Joseph L. Oliver, L.C .Rollins and J.H.Turley, Councilmen. The minutes of the last meeting were read and upon motion . of Councilman C.W.Fiske, seconded by Councilman J:L.Oliver and unan- imously carried they were approved as read. • The Rev. C.W.Caulkins and the Rev. T. Robert Fulton, -repre- senting the Leesburg Ministerial Union, appeared before the council and protested the existence of an objectionable condition in the • town, which they stated constituted a nuisance and asked that the town take some- definite action to abate this condition. After a thorough discussion by council and upon motion of Cpuncilman C .W. Fiske, seconded by Councilman J.L.McIntosh and unanimously carried, the following resolution was- adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Town Attorney be, and he is hereby autorized and instructed to frame and have ready for adoption at the next meeting of the Council on August 13, 1945, a proper Ordinance which would prevent such nuisances in the future and would apply towards the • abatement of nuisances by padlock proceedure. The Auditor-Treasurer read his monthly report for the month of Julie, 19455, • his Quarterly- report for the quarter ending June 30, 1945 and .his Annual statement for the fiscal year ending June 30, 195 andnupon motion: of Councilman J.L.Oliver, seconded by CouncilmAn C. W.Fiske and unanimously carried the following resolution was adopted: • WHEREAS, the Auditor-Treasurer has this day presented to the Town of Leesburg, in Virginia, a quarterly statement of all receipts. and and analysis of all disbursements for the months of April, May and June, 1945; • • NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the said- quarterly report of the Aud- itor-Treasurer be and it is hereby approved and accepted by said Council; BE IT FURTHER RESOLVED, by the Council that the Auditor- Treasurer be and he is hereby authorized and instructed to have a • copy of the said quarterly report published once in a newspaper published in said town and also post a copy of the said report in front of the court house in the said town. • • The Auditor-Treasurer presented the current bills and upop motion of Councilman J.L.Oliver, seconded by Councilman C.W.Fiske and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, -in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills: Virginia Electric & Power Co .
