There being no further business, on motion duly made, seconded and unanimously carried, the Council adjourned. • Recorder Mayor • July 9, 1945 Regular At, a regular meeting of the Mayor and Town Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Mon- day, July 9, 1945 at 8:00 o'clock P.M. there were present: E. N. Bradfield, Mayor, George E. Ward, Recorder, C.W.Fiske, James L. Met Intosh, Joseph L. Oliver, L.C.Rollins and J.H.Turley, Councilmen. The minutes of the last meeting were read and upon motion • . of Councilman C .W.Fiske, seconded by Councilman J.L.Oliver and unan- imously carried they were approved as read. The nev . C.W.Caulkins and the Rev. T. Robert Fulton, - repre- senting the Leesburg Ministerial Union, appeared before the council and protested the existence of an objectionable condition in the • town, which they stated constituted a nuisance and asked that the town take some definite action to abate this condition. After a thorough discussion by council and upon motion of Councilman C .W. Fiske, seconded by Councilman J.L.McZntosh and unanimously carried, the following resolution was- adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Town Attorney be, and he is hereby autorized and instructed to frame and have ready for adoption at the next meeting of the Council on August 13, 1945, a proper Ordinance which would prevent such nuisances in the future and would apply towards the abatement of nuisances by padlock proceedure. The Auditor-Treasurer read his monthly report for the month of June , 1945i• his Quarterly report for the quarter ending June 30, 1945 and .his Annual statement for the fiscal year ending June 30, 195 andnupon motion of Councilman J .L.Oliver, seconded by Councilman C. W.Fiske and unanimously carried the following resolution was adopted: WHEREAS, the Auditor-Treasurer has this day presented to the Town of Leesburg, in Virginia, a quarterly statement of all receipts. and and analysis of all disbursements for the months of April, May and June, 1945; • NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the said- quarterly report of the Aud- itor-Treasurer be and it is hereby approved and accepted by said Council: BE IT FURTHER RESOLVED, by the Council that the Auditor- Treasurer be and he is hereby authorized and instructed to have a • copy of the said quarterly report published once in a newspaper published in said town and also post a copy of the said report in front of the court house in the said town. • 1' The Auditor-Treasurer presented the current bills and upon} motion of Councilman J.L.Oliver, seconded by Councilman C.W.Fiske and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, -in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills: Virginia Electric & Power Co. Fiske,. seconded by Councilman- J.L.Oliver and unanimously carried there was an Ordinance passed concerning the filling of vacancies on as the Zoning Commission of the Town of Leesburg, in Virginia. A copy. of this Ordinance may be found in the current Ordinance book. On motion of Councilman J.H.Turley, seconded by Councilman C .W.Fiske and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer be and he is hereby author- zed and instructed to have the first block of West Loudoun Street (King to Wirt) swept three times a week. On motion of Councilman C.W.Fiske, seconded by Councilman J.H,Turley and unanimously carried, the following resolution was adopted: - BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that Roscoe B. Rhoads , Auditor-Treasurer, Roger F. ' Powell, Police Sergeant, Samuel C . Bell, Night Policeman, and Raymond L. Hough be given the choice of taking .a vacation or pay at the regular rate in lieu thereof. On motion of Councilman J.H.Turley, seconded by Councilman • C .W.Fiske and unanimously carried the following resolution was adopted:' WHEREAS, C .R.Lytle, Thomas M. Fendall and Roy M. Flippo, Judges .of the Town Election held on June .12, 1945, have certified that E.N.Bradfield received 228 votes for Mayor; eorge E. Ward 223 votes for Recorder; C.W.Fiske received 214 votes for Council- man; John T. Hourihane received 126 votes for Councilman; Joseph H. Turley received 179 votes for Councilman; Arthur T . Elgin, Jr. received 57 votes for Councilman; L.C .Rollins received 152 votes for Councilman; Thelma J. Smoot received 130 votes for Councils man; Charles W. Caulkins received 120 votes for Councilman; Jos . L. Oliver received 195 votes for Councilman and James L. McIntosh received 219 votes for Councilman. WHEREAS, it appears from the report of the said Judges of Election that all of the Candidates , except John T. Hourihane • and Arthur T. Elgin, Jr.andrCharleseW. Caulkins were elected to - the respective offices for which they were candidates; NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Leesburg, in Virginia, that the following persons be and they _;re hereby declared. to have been duly elected for the term be- ginning September 1, 1945, and ending August 31, 1947; E.N.Brad- field, Mayor; George E. Ward, Recorder; C.W.Fiske, James L. Mc- Intosh, Joseph L. Oliver , L.C.Rollings Thelma- J._ Smoot and J. H. Turley, Councilmen. On motion. of Councilman J.L.Oliver, 'seconded by Councilman C .W.Fiske and unanimously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Mayor of the 'Town 'of Leesburg, be and he is hereby authorized and instructed to sigh the agreement between the Town of Leesburg, in Virginia and Charles W. Sydnor and Jos- eph J. Thompson, partners , trading as the Old Dominion Appliance Compmany for the rental of a certain store building located in 3.00 the Town Hall building, recently occupied andaused as a pool-room John F. Kincaid petitioned the Mayor and Town Council for a. permit to operate a slaughter house on South Buick street in the town of Leesburg. On motionmof Councilman J.H.Turley, seconded by Councilman C.W.Fiske and unanimously carried, the petition was ordered laid on- the table until the next meeting of the council. • - l Town Sergeant Roger F. Powell extended an invitation to the Mayor and Town Council to be present• at the next- meeting of the American Legion, Post No. 34, on July 13, at 8:00 o 'clock in the Leesburg Inn at which time Lt. Wayne C . Carr of the State Police Department would be present to present to the Town. of Leesburg a safety award denoting no traffic fatality in the Town of Leesburg for the five-year period from 1939,through 1944. McIntosh, J.H.Turley and L.C .Rollins, Councilmen. Mayor Bradfield apponted Councilmen James L. McIntosh, Recorder, Pro-tem.
