John r. Kin- caid who had previously filed a petition with the Council for a permit to operate a Slaughter House or. Soutu Buick street in the Town of Leesburg, had talked with him this afternoon and stated that if a petition were presented at this meeting opposing the granting o: said permit , then he wanted his petition withdrawn. However a petition signed by 48 citizens of the Town of Leesburg was presented and atxfhwzraniaaslzm$xennef1msathlgzTaE±anzthaflnana a*txnasxpak3ard the Mayor declared the matter closed. At the suggest- ion of Councilman J.H.Turley, the Council was polled, each member present voting against the rescinding of section three (3) of the Sanitation Ordinance. Chief D.M.McDonald, A.B.Titus and James B. Anderson, ap- pearing before the Council as .a Committee from the mire Company, asked permission to store a piece of fire fighting equipment, if and when purchased by the Leesburg Volunteer Company, in the Fire House and that all money received for fighting out-of-town fires be retained by the Fire Company. After some discussion the matter . was referred to the Fire Committee of the Town Council, with in- structions to report back to the Council. The Mayor presented and read to the meeting an agreement for the purchase of street and highway lighting service, traffic lighting service and miscellaneous light end power service from the Virginia Electric and Power Company, a copy of which said agreement is attached to and :rade a part of these minutes, and the Mayor then stated that the proposed agreement for the purchase of electric ser- vice was , in his opinion, advantageous to the Town. Thereupon a gen- eral discussion ensued, and upon motion of Councilman C.W.Fiske, sec- onded by Councilman J:H.Turley and unanimously adopted, it was "RESOLVED that the proposed agreement for the purchase of street and highway lighting service, traffic lighting service, and miscellaneous light and power service from the Virginia Electric and Power Company, by the Town of Leesburg, Virginia , be and it is hereby approved. "RESOLVED FURTHER that the Mayor of the Town of Leesburg be and he hereby is authorized and directed to execute and deliver the said agreement on behalf of the Town, and the Recorder of the said Town be and he hereby is authorized and directed to affix the seal of the Town to the said agreement pnd attest the same . " On motion of Councilman C.W.Fiske , seconded by Councilman J.H.Turley and unanimously carried , the ..uditor-Treasurer was in- structed to purchase from the Virginia Electric and Power Co. a trans- former and other control equipment necessary to operate the underground street lighting system to conform with the Municipal Electric Service Agreement , all for the sum of $356.00, installed. Mayor Bradfield advised the Council thqt through the kindness of the Rust Engineering Co. with no expense to the Town, an engineer had spent the day in Leesburg checking over the storm water drainage situation and that a complete report would follow. nn There being no further business, on motion duly mode, second) and unanmously carried, the council adjourned. i z t ARecorder '^dram ;.3a, or September 10, 1945 Regular • At a regular meeting of the Mayor and Town Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Monday, September 10, 1945 at 8:00 O 'clock P.M. there were present: E. The minutes of the last meeting were read and upon motion of C .W.Fisk , seconded by J.H.Turley and unanimously carried they were • 392 approved as read. The Mayor welcomed Mrs . Thelma J. Smoot as a new member of Council, the first woman to hold such office Znthe history of the town. The- Auditor-Treasurer read his monthly statement for the month of August, 1945 and presented the current bills and upon motion of C .W.Fiske, seconded by Joseph L. Myers & Son, to paint the town hall roof and that they would repair any leaks on the roof when painted. On • . motion of Joseph L. Oliver , seconded by C .W.Fiske and unanimously carried, the Auditor-Treasurer was instructed to have the town hall roof painted by the above named bidder. On motion of James L. McIntosh, seconded by C .W.Fiske, and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in'Virginia, that Roscoe B. Rhoads be appointed to the office of Auditor-Treasurer for a term of two years ; that Stilson H. Hall be appointed as Town Attroney for a term of two years; that Roger F. Powell be appointed as Twon Sargent for a term of tag years ; that S.C .Bell be apponted as Night Watchkan for a term of two years, that Raymond L. Hough be appointed as pumping station and dis- posal plant operator for a term of two years. On motion of C . W.Fiske, seconded by J.H.Turley and unanimously carried, the Auditor-Treasurer was instructed to get get prices on a Battery Recharger (Quick-Charge type) to be used • by the Fire Company and report back to the Council. • C. W. Fiske of the Fire Committee, reported that the Committee had met on August 14, 1945 as per instructions from Council at their meeting on August 13, 1945, and after due consideration and discussion offered several recommendations. On motion of James L. McIntosh, seconded by C .W.Fiske, and unanimously carried the •fol- lowing resolution was adopted: 93 BE IT RESOLVED, by the Council of the Town of Leesburg, in 3 Virginia, that the Leesburg Fire Company be permitted to house the equipment they propose to purchase with their own funds for the fighting of "out of town" fires in the present fire house and. that they also be permitted to retain for the upkeep and maintenance of the said equipment the funds they receive from the County of Loudoun for the fighting of "out of town" fires. The said fund to be ap- plied to this particular piece of equipment and only bills for the "town equipment" be presented to the Council for payment . The Fire Committee commends the Leesburg' Fire Company for their interest in wishinoto purchase equipment for the fighting of "out of twon" fires and their interest in improving relations between the County and the Town of Leesburg. The Committee further recommends that the No. • 2 ladder trick be removed from the fire house by the twon and the same will be used by the town as a truck for the benefit of its citizens. • Councilman Fiske brought to the attention of Council that fact that the bus traffic congestion on the corner of King and Market streets was creating quite some confusion and suggested that a committtee be appointed to meet with the Capitol Greyhound Bus Company and workm out something to improve the situation. On motion of Joseph- L. Oliver , seconded by J.H.Turley and unanimously carried the Mayor was authorized to appottt the above committee. The Mayor appointed C. W. Fiske and Mrs. Thelma J.- Smoot as members of this committee to meet the Greyhound Bus officials. On motion of Joseph L. The Auditor-Treasurer read his monthly report for the month of September, 1945- and his `•ivarterly.report ' for-the quarter ending September 29, 1945 and upon motion of C.W.Fiske, seconded by James L. McIntosh and unanimously carried; the following resolution was adopted: . WHEREAS, the Auditor-Treasurer 'has this- day presented to the Council of the Town of Leesburg, in Virginia, a quarterlystatement • of all receipts and an analysisof all disbursements for the months of July, August and September, 19451 - . NOW, THEREFORE; BE'IT. RESOLVED, by the said Council that the Auditor-Treasurer be and he is hereby authorized qnd directed to have a copy of ,the said quarterly report published once in a newspaper in said town and also post a copy of_the said report in front of the Court House in- the• said town.
