C. W. Fiske of the Light Committee reported that the Committee
had had installed four temporary lights in the twon. parking lot and
one light over the Town Office door.
On motion of Joseph L. Oliver, seconded by C.W.Fiske and-unani-
mously carried the following Ordinance was passed:
�BE IT ORDAINED, by the Council of the Town of Leesburg, in Vir-
ginia, that the ordinances relating to traffic regulations passed
on the 22nd day of November, 1937, recorded• in the Current Record
Book, beginning- at page -99,, be and the same are hereby repealed-
and rescinded. .
• On motion of Joseph L. Oliver; seconded by C.W.Fiske and unaai- .
mously carried, an ordinance'was passed regarding•the regulating
of traffic -and parking. A copy of this ordinance may"betfound in the
current ordinance book.
• The Mayor reported members of the 'sown Zoning Commission. had
been duly sworn in and the Commissionmorganized.
-On motion of J.H.Turley, seconded by C.W.Fiske and unanimously
carried a vote of thanks was extended the C & P Telephone Co. of
Virginia' for supplying the Zoning Commission 10 maps of the -town.
On motion of C.W.Fiske, seconded by Thelma J. Smoot and unani-
mously carried the Auditor-Treasurer was ordered to have published
in both newspapers of the town a copy of the Parking Ordinance
passed this date.
Town Sergeant Roger F. Powell requested permission froth the-
Council to file in the name of the Town of Leesburg, through'the
Virginia Association of Police Chiefs for a gas mask, gas. grenade*,
shot gun and machine gun'. '

A letter from Alexander V. Rogovenke of Denver, Colorado was `
read to the Council explaining a painting of General George C.
' Marshall forwarded to Mayor. E.N.Bradfield. Mayor Bradfield then ex-
hibited the painting to Council: No action was taken. -
' There being no further business, on motion duly made, seconded
- and unanimously carried, the Counciadjourned.

At a regular meeting of the - Magr and Town Council of the
Town of Leesburg, in Virginia, held in the Council Chamber on Mon-
day, k'ebruary. 11, 1946 at 7E30 o 'clock P.M. , Caere were present:
E.N.Bradfield, Mayor, Ueorge E. Ward, Recorder, C.W.Fiske, James L.
McIntosh) Joseph L. Oliver, Thelma J. Smoot and J.H.Turley Councilmen.
The minutes of the last meeting were read and upon motion of
C.W.Fiske, seconded by Joseph L. Olive_r, and unanimously carried, they
were appi•oved as read.

• A• delegation of members from Loudoun Post 1177, Veterans of
Foreign wars, headed by Rev. C.W.Caulkins and Commander James diZereg
appeared. before Council and asked that they be permitted to hold a
carnival in the town without the payment of the regular tax fee.oOn
motion of C.W.Fiske, seconded by James L. McIntosh and unanimously
carried the following resolution adopted:
BE IT RESOLVED, by the, Council of the Town of Leesburg, in Vir-
ginia, that the veterans of Foreign Wars, Post No. 1177, be and they
are hereby granted permission to exhibit a carnival within the corp,
orate limits for a period of 12 days, April 29 to May 11, 1946
without being.required to pay the..license tax imposed by the• Tax

Ordinance of the Town. .
Benjamin Bridggs of the Loudoun- County- Board of Supervisors,
appeared before Council and asked if the Town of Leesburg would pay
half of the cost of $635.00, to electrify the Town Cloek in the County
Court House building. No action was taken for want of more information
as to whether the works installed would be new or •old ones now in use.
Mr. James B. Anderson, Secretary of the Leesburg Volunteer
Fire Company was present and recognized and presented to the Council
the names of the newly elected officers and members of the Company
for the year 1946.
The Auditor-Treasurer read his monthly statement for the month
of oanuary, 1946 and presented the current bills and upon motion of
J. H. Turley, seconded by Joseph L. Oliver and unanimously carried,
-the following resolution was adopted: •

On motion of C. W. Fiske, seconded by Thelma J. Smoot and
unanimously carried, the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir-
ginia, that the State Highway Department be requested to surface the •
streets of the Town of Leesburg, and that the said Town of Leesburg
hereby guarantees full reimbursement for all costs pertaining to said
surfacing work, and
BE IT FURTHER RESOLVED, that said surfacing work be done by
the State Highway Department during the summer season of 1946, at the
convenience of the said Department.
On motion of Joseph L. Oliver, seconded by C.W.Fiske and unani-
mously carried the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg,• in Vir-
ginia, that the Auditor-Treasurer be and he is hereby authorized and
directed to erect a concrete block curbing for approximately 300 feet
on North Wirt, street. . .

town in reference to sidewalks and where necessary.
On motion. of C.W.Fiske, seconded by James L. McIntosh and
unanimously carried, the Auditor-Treasurer was directed to secure
prices on Street Markers for the town.
On motion of Joseph L. Oliver, seconded by C.W.Fiske and
unanimously carried, the following resolution was adopted:
WHEREAS, there is no bridge or ferry across the Potomac -
River between Point of Rocks, Maryland, and the Chain Bridge located •
a. short-distance above Washington, D.C . ; and
WHEREAS, the distance by highway on either side of the Potomac
River between Point of Rocks, Maryland , and Chain Bridge is approximately
forty miles; and
•
WHEREAS, the river constitutes 'an econimic barrier and a con-
tinuous obstacle to trade and commerce between the said states; and
business and social intercourse between the people living on either
side of said river with the people on the opposite sides of said river
are reduced to a minimum as a result of there not being a bridgeacross
said river between said points; and the progress of the communities on
both sides of said river between said points is retarded because the
community and. business activities oneither side are practically shut
off from the community and business activities on the other side; and
WHEREAS, if a brideg were constructed across said river at
White's Ferry- or in the vicinity thereof the distance between Leesburg,
Virginia, and Baltimore, Maryland, would be shortened approximately
twenty miles by highway, and the distance between-Leesburg and various
other points in Maryland would be reduced and the same would encourage
and facilitate more trqde and commerce between the people of Virginaa
and the people of Maryland and also induce more social intercourse be-
tween the people of the two states; and
WHERE• AS, the cost of doing business under existing conditions
would be reduced and substantially to the people- of both states and it
is apparent that the volume of business between the two states would
be increased;. and
WHERE• AS, it is apparent that the economic benefits which would
result to the. two states from the construction of said brideg would far
outweigh the costs of constructing the bridge and the said states, there-
fore, cannot afford to permit such an obstruction to progress to con-
; tinue by failing to construct same;
_ • NOW,.• THEREFORE, BE IT RESOLVED, by the Council of the Town of
Leesburg, in Virginia, that the Highway Commissions of the States of
Virginia and Maryland, be and they are hereby urged to take immediate
steps to construct a bridge across the Potomac River. at, White ' s Ferry or
in the vicinity thereof as may be determined to be most feasible; and
that a copy of this resolution be transmitted to the Chairman of said
Highway Commissions.•

A proposal from the Old Dominion Appliance Company for renting
the Town Hall auditorium was presented to the Council and after some
consideration the proposal was turned over to the Building Committee
for further study and report back to the Council.

and unanimously carried, the Council adjourned.
