town in reference to sidewalks and where necessary.
On motion. of C.W.Fiske, seconded by James L. McIntosh and
unanimously carried, the Auditor-Treasurer was directed to secure -
prices on Street Markers for the town. .
On motion of Joseph L. Oliver, seconded by C.W.Fiske and .
unanimously carried, the following resolution was adopted:
WHEREAS, there is no bridge or ferry across the Potomac
River between Point of Rocks, Maryland, and the Chain Bridge located
a short distance above Washington, D.C. ; and .
WHEREAS, the distance by highway on either side of the Potomac
River between Point of Rocks, Maryland, and Chain Bridge is approximately
forty miles; and
•
WHEREAS, the river constitutes an econimic barrier and a c6n-
tinuous obstacle to trade and commerce between the said states; and -
business and social intercourse between the people living on either
side of said river with the people on the opposite sides of said river
are reduced to a minimum as a result of there not being a bridge across - .
said river between said points; and the progress of the communities on
both sides of said river between said points is retarded because the
community and. business activities on either side are practically shut
off from the community and business activities on the other side; and
WHEREAS, if a brideg were constructed across said river at
White's Ferry- or in the vicinity thereof the distance between Leesburg,
Virginia, and Baltimore, Maryland, would be shortened approximately
twenty miles by highway, and the distance between-Leesburg and various
other points in Maryland would be reduced and the same would encourage
and facilitate more trade and commerce between the people of Virginia
and the people of Maryland and also induce more social intercourse be-
tween the people of the two states; and
WHERE• AS, the cost of doing business under existing conditions
would be reduced and substantially to the people. of both states and it
is apparent that the volume of business between the two states would 111
, be increased;. and •

WHERE• AS, it is apparent that the economic benefits which would "
result to the. two states from the construction of said brideg would far
outweigh the costs of constructing the bridge and the said states, there-
: fore, cannot afford to permit such an obstruction to progress to con-
tinue by failing to construct same;
_ . NOW,. THEREFORE, BE IT RESOLVED, by the Council of the Town of
Leesburg, in Virginia, that the Highway Commissions of the States of •
Virginia and Maryland, be and they- are hereby urged to take immediate
steps to construct a bridge across the Potomac River. at. White ' s Ferry or
in the vicinity-thereof as may be. determined to be most feasible; and . -
that a copy of this resolution be transmitted to the Chairman of said
Highway Commissions. •
A proposal from the Old Dominion Appliance Company far renting
the Town Hall auditorium was presented to the Council and after some
consideration the proposal was turned over to the Building Committee
for further study and report back to the Council.
There being no further business, on motion duly made, seconded
and unanimously carried, the Council adjourned.

. At a regular meeting of the Mayor and Town Council of the Town
of Leesburg, in Virginia, held in the Council Chamber on Monday, March
11, 1946 at 7:30 o'clock P.M. , there were present: E. N. Bradfield,
Mayor, George E. Ward, Recorder, C . W. Fiske, James- L. McIntosh, Joseph

The minutes of the last meeting were read and upon motion of
C. W. Fiske, seconded by J. H. Turley and unanimously carried they
were approved as read.
The 'Auditor-Treasurer read his monthly statement for the month
of r'ebruary, 1946, and presented the current bills and upon motion of
J. H. Turley, seconded by C. W. Fiske and unanimously carried, the fol-
lowing resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir-
' - ginia that the Auditor-Treasurer be, and he is hereby authorized and
directed to pay the following bills:

A. T. Elgin,• 'jr. appeared before Council and complained
•
of the excessive speed of automobiles on East Market street and •
asked that a 255mile speed limit sign at the eastern corporate
limits.. .The mayor instructed the Auditor-Treasurer to have the '
siad sign erected.
On motion of C.W.Fiske, seconded by Thelma J. Smoot and
unanimously carried, the Auditor-Treasurer was instructed to have
the town toilets cleaned and repainted by Clarence B. James for the
sum of $36.00.
The Auditor-Treasurer reported that he had secured prices
on street markers at the rate of $5.50 each according to instructadns
II issued at the rebruary meeting of Council. No action taken.
On motion' of J.L.Mclntosh, seconded by 'J.L.Oliver and unani-
mously carried, the Auditor-Treasurer was authorized and directed to
havee laid a 2-inch water line to the copporate limits on the Water-
ford road. • '
A delegation of business men appeared before Council and asked
that the new parking ordinance be rescinded, and that a traffic con-
trol light be placed at the corner of King and Market streets. Council
man Fiske offered a motion, seconded Councilman J.L.Mclntosh, to elim-
inate parking restrictions on Market street between King and Church .
' street and on King street between Market and Cornwall street. The vote
was; For,. Fiske and acIntosh. Against: Oliver, Smoot, Turley. (Rollins
not voting) .
On motion of C.W.Fiske, seconded by J.L.Oliver and unanimosly

carried Section 7 of the new Parking Ordinance was rescinded.
On motion of C. W. Fiske,seconded by Thelma J. Smoot and unani-
mously carried, the following resolution was adopted: .
BE IT RESOLVED, by the Council of the town of Leesburg in Vir-
ginia, that the Virginia State Highway Department be requested to have
a Traffic Control light erected at the intersection of King and Market
streets in Leesburg.
On motion of J.H.Turley, seconded by C.W.Fiske and unanimously
carried, the following resatution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in' Vir-
ginia, that the Building Committee. be and they are hereby authorized,
instructed and directed to rent the auditorium and hall in the Town
Hall building to the Old Dominic* Appliance Company for an annual
- 1/4:r • rental of $360.00 payable monthly, for a period of two years; all
improvements to said property to be made at the expense of the new
lessors and with the further understanding that if and when the Old
Dominion Appliance Company desires to terminate their contract, the
present renter, Mr. nenjamin T. Pitts is to be offered first refusal.
The• Finance Committee presented the proposed budget for the
fiscal year beginning July 1, 1946, and ending June- 30, 1947,. and
upon motion of Joseph L. Oliver , seconded by James L.. McIntosh and
unanimously carried, the following resolution was adopted:
WHEREAS, the Auditor-Treasurer has-- this day presented to the
Council a budget showing the annual receipts and disbursements for the
year 1945 and the estimated receipts and disbursements for the fiscal
year beginning July 1, 1946, and ending June 30, 1947,
Now,• THEREFORE, BE IT RESOLVED, by the Council of the Town of
Leesburg, in Virginia, that the Auditor-Treasurer be, and he 'is hereby
instructed and authorized to have the aforesaid budget published once
in a newspaper published in the said town.
BE• IT FURTHER RESOLVED, by the Council of the Town of Leesburg,
in Virginia, that there will be a. meeting of the said .Council, in
the Council Chamber of the Town Hall Building, in the Town of Lees-
burg, Virginia, at 8.00 P.M. , on Motday, April 15,. .1946, for the pur-
pose of giving any citizen of the Town of Leesburg the right to ap-
pear before Council and state his views on the aforesaid proposed
budget. .
.e IT FURTHER RESOLVED, that due notice be published once in
a newspaper published in the Town of Leesburg, of said meeting/

At a reguler meeting of the Mayor and Tow* Council of the
Town of Leesburg, in Virginia., held in the Council Chamber on Mon-
day, April 8, 1946 at 8;00 o'clock P.M. there were present: E.N.
Bradfield, Mayor, ueorgd E. ward, Recorder, C.W.Fiske, James L.
McIntosh, Joseph L. Oliver, J.H.Turley1 Thelma J. Smoot and L.C.
Rollins.
The minutes of the last meeting were read and upon motion
of•C.W.Fiske, seconded by Joseph L. Oliver and unanimously carried
they were approved as read.

A delegation of business men of the town, headed by H.C.
Littlejohn, spokesman; appeared before Council and presented a
petition signed by business men and citizens of the town protesting
the present parking regulations and asking that they be rescinded.
In speaking on the petition Dr. Littlejohn urged immediate action
on the part of Council. At this point the Mayor had the Recorder
read'correspondence between himself and the State Highway Department
regarding the installation of a traffic control signal light at the
intersection of King and Market streets and also a letter from the
