Smoot and unani- mously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the town of Leesburg in Vir- ginia, that the Virginia State Highway Department be requested to have a Traffic Control light erected at the intersection of King and Market streets in Leesburg. On motion of J.H.Turley, seconded by C.W.Fiske and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in' Vir= ginia, that the Building Committee. be and they are hereby authorized, instructed and directed to rent the auditorium and hall in the Town 4 Hall building to the Old Domino*. Appliance Company for an annual • l h rental of $360.00 payable monthly, for a period of two• years; all • -it ' improvements to said property to be made at the expense of the new k lessors and with the further understanding that if and when the Old Dominion Appliance Company desires to terminate their contract, the present renter, Mr. Benjamin T. Pitts is to be offered first refusal. The• Finance Committee presented the proposed budget for the fiscal year beginning July 1, 1946, and ending June- 3O, 1947,. and upon motion of Joseph L. Oliver, seconded by James L.. McIntosh and unanimously carried, the following resolution was adopted: WHE• REAS, the Auditor-Treasurer has- this day presented to the Council a budget -showing the -annual- receipts and disbursements for the year 194.5 and .the estimated receipts and disbursements for the fiscal year beginning July 1, 1946, - and ending June 30, 1947, Now,• THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg., in Virginia, that the Auditor-Treasurer be, and he 'is hereby instructed and authorized to have the aforesaid budget published once in a newspaper published in the said town. McIntosh, Joseph L. Oliver, J.H.Turley� Thelma J. Smoot and L.C. Rollins. The minutes of the last meeting were read and upon motion of•C.W.Fiske, seconded by Joseph L. Oliver and unanimously carried they were approved as read. Dr. A delegation of business men of the town, headed by H.C. Littlejohn, spokesman; appeared before Council and presented a petition signed by business men and citizens of the town protesting the present parking regulations and asking that they be rescinded. In speaking on the petition Dr. Littlejohn urged immediate action on the part of Council. At this point the Mayor had the Recorder read'correspondence between himself and the State Highway Department regarding the installation of a traffic control signal light at the intersection of King and Market streets and also a letter from the 403 American Automobile Association regarding the result of a survey they had recently made of the traffic and parking situation in Leesburg, in which they stated that in their opinion the new traffic- and parking regulations were satisfactory. Others in the delegation also spoke briefly, urging the rescinding of the parking ordinance. At this point (8:30) the Mayor declared a 10-minute recess. At 8:55 the Council reconvened. On motion of C .W.Fiske, secondd by James L'. McIntosh and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- 1 ginia, that all parking restrictions on Market street, between King and Church streets except in front of fire plugs , Alleys, P.O.Building and Bus stops, be and theyx are hereby rescinded. On motion of James L. McIntosh, seconded by C .W.Fiske and unanimously carried, the following resolution was adopted: • BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that all parking restrictions on King street, between Market and Cornwall streets, except in front of fire plugs and alleys, be and they are hereby rescinded. On motion of James L. McIntosh, seconded by C.W.Fiske, and carried::bjrya 4-2 vote; For, ,McIntosh, Fiske, Turley, Rollins; Against, Smoot and Oliver, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that all parking restrictions on King street between Market and Loudoun streets, except in front of fire plugs and alleys, be, and they are hereby rescinded. On motion.. of C .W.Fiske, seconded by James L. McIntosh and unani- mously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ' . ginia, that all parking restrictions on the North side of Markey street, between King and Wirt streets, except in front of fire plugs and alleys, be and they are hereby rescinded. J Councilman Oliver offered a motion, seconded by Councilman Smoot that there be no parking at any time on the South side of Market street, between King arra Wirtm streets; however at this point, Council- man Mcintoeh offered a substitute motion, seconded by Councilman Fiske that all parking-restrictions on the South side of Market street, be- tween King and Wirts streets, except in front of Bus stops, fire plugs, Alleys and the Theatre. The vote on this motion was as follows: For: Fiske, McIntosh, Rollins; Against: Smoot, Oliver and Turley. The Mayor bilks the tie-vote, by voting NO, thereby defeating the motion. The original motion was then put to a vote and resulted as follows: For: Oliver) Smoot, Turley; Against: Fiske , McIntosh, Rollins. The Mayor broke the tie-vote by voting YDS, which resulted in the following reso- lution being adopted: . )" . Oh motion of C.W.Fiske, seconded by J.H.Turley and unanimously carried, the .following resolution was adopted: • "WHEREAS, it is of grave concern to the people of this community that electric- service shall not be discontinued because of disagreements between management and employees; and . "WHEREAS, the recent threatened strike of the employees of the company supplying electric-power in this area constituted a serious menace to the health, safety and comfort of the people; and "WHEREAS, it is our opinion that the Hon. William M. Tuck, Governor of the- Commonweqlth of- Virginia, was a dominant figure in im- mediatelyo .instituting action that was -largely responsible for avoidance of the strike .. "NOW, THEREFORE, BE IT RESOLVED, that the Council of the Town of Leesburg, in Virginia, expresses to His Excellency, the Governor of the Commonwealth of Virginia , full approval of his courageous, able and effective action directed toward averting the electric power strike • 404 which would have been so destructive and disastrous to persons and propertg in the area served by the power company. West side of Wirt street between Cornwall and North streets . 2. East Market street from Harrison street to corporate limits eastward. / 3. Recorder Approved: . - Mayo Regular May 13, 1946 At a regulular meeting of the Mayor and Town Council of the Town of Leesburg in Virginia, held in the Council Chamber on Monday, May 13, 1946 at 8:00 o' clock P.M. , there were present: E.N.Bradfield, Mayor, George E. Ward, Recorder, C.W.Fiske, James L. McIntosh, Joseph L. Oliver, L.C .Rollins, Thelma J. Smoot and J.H.Turley, Councilmen: The minutes of the last meeting were read and upon motion of J.H.Turley, seconded by C.W.Fiske and unanimously carried, they were approved as read. The Mayor presented and read to the meeting an agreement for - the purchase of street and highway lighting service, traffic lighting service and miscellaneous light and power service from the Virginia Electric and Power Company, a copy of which said agreement is attached IIto and made a part of these minutes, and the Mayor then stated that the proposed agreement for the purchase of electric service was, in his opinion very advantageous to the Town. Thereupon a general discussion ensued, and upon motion of Joseph L. Oliver, seconded by J.H.Turley and unanimously carried, it was "Resolved, that the proposed agreement for the purchase of street and highway lighting service, traffic lighting service, and mis- cellaneous light and power service from the Virginia Electric and Power Company by the Town of Leesburg, Virginia, be and it hereby is approved. "Resolved Further, that the Mayor of the Town of Leesburg be and he hereby is authorized and directed to execute and deliver the said agreement on behalf of the Town, and the Recorder of the said Town be and he hereby is authorized and directed to affix the seal of the Town to the said agreement and attest the same ."
