OCTOBER 25, 1962
Mayor Tyrell called the Special Meeting of the City Council
to order and asked for the call of the roll.
Roll Call:
PRESENT: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell
ABSENT: Councilmen-None
ALSO PRESENT: City Attorney Shatford and City Manager Wooliett
RESOLUTION MO. 62 -247:
City Attorney Shatford presented Resolution No. 6 ?. -24:7 and
read title as follows: A RESOLUTION OF THE CITY OF TEMPLE CITY VACAT-
ING LIGHT AND AIR EASEMENT NOT USED FOR CVER FIVE YEARS FOR THE PUR-
POSE FOR WHICH DEDICATED. He explained the adoption of this vacation
was in conjunction with the tract requirements in connection with the
zone change tentatively approved last May at the first reading of
the ordinance grentinc the zone chance to the Weber Development Co.
subject to provisions of which this is one. Councilman Merritt moves,
to adopt Resolution No. 62 -247, Councilman Fitzjohneseconded. There
followed considerable discussion with roll call vote as follows:
AYES: Councilmen - Dickson, Fitzjohn, Merritt, Nunamaker, Tyrell
NOES: Councilmen -None
ABSENT: Councilmen -None
ORDINANCE NO. 62 -79:
City Attorney Shatford read title to Ordinance No. 62 -79
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY GTING
A CHANGE OF ZONE OF CERTAIN REAL PROPERTY LOCATED BETWEEN OLIVE AND
GREEN AND ARDEN AND GLICKMAN FROM A -1 -1 TO R -1 -5000. He explained
this was the second reading of this ordinance the first having been
last May with final adoption held over until all conditions imposed
in granting the change had been complied with. At this time all re-
quirements have been met andthis zone chance should be finally approv-
ed. Also to assist the developer the City Attorney read Ordinance
No. 62 -79 in full in order that this might be adopted as an urcency
ordinance due to the fact that it concerns itself with preservation
of public peace, health and safety as it concerns itself ∎,:' t." the im-
mediate installation of sewer and street drainage facilities. Coun-
cilman Nunamaker moved to adopt Ordinance No. 62 -79 as an urcency or-
dinance, Councilman Fit:,_john seconded, roll call vote as follows:
AYES: Councilmen- Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell
NOES: Councilmen-None
ABSENT:. Councilmen-Hone
City Manager'.loolLett read a letter from the County Engineer
which included reports of the Superintendent of Streets, Planning
Commission, and Flood Control Engineer, together with agreements and
bonds which are transmitted for Council approval and acceptance. The
County Engineer recommends as follows:
1. Approval of the Map.
2. Acceptance of streets, easements, and abandonment of access
rights as offered for dedication on said map.
3 . That the Mayor and City Clerk be authorized to j o i n in the
execution of the owners' certificate on this map. The City
has easements as shown on said map.
4. Approval and acceptance of the following work agreements and
bonds after their First being examined and approved by the
City Attorney. ~
An agreement to install sanitary sewers as required
by the subject tract, and a surety bond in the amount
of $13,000.00 executed by J. B. ',eber Development Co.,
Inc. and Fireman's Fund Insurance Company.
An agreement by J. B. Weber Development Co., Inc.
guaranteeing setting of survey monuments, tie points and

and furnishing tie notes, and a surety bond in the amount
of $2,010.00 executed by J. B. Weber Development Co., Inc
and Fireman's Fund Insurance Company.
Councilman Merritt m :ved to approve the recommendations as listed by
the County Engineer, Councilman Nunamaker seconded, roll call vote as
follows:
AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell
NOES: Counc i imen -None

ORDINANCE NO. 62 -97:
City Attorney Shatford read title to Ordinance No. 62 -97
AN ORDINANCE OF THE CITY OF TEMPLE CITY PROVIDING FOR A CHIEF EXECUTIVE
I N EMERGENCY SITUATIONS PURSUANT TO GOVERNMENT CODE SECTION 3871.
He explained that due to the Cuban crisis the past week -end it was
felt that some sort or organization should be provided regarding some
type of control in periods of great emergency. This Ordinance sets'
forth according to the Government Code, Section 38791 and Section
36802 provide the Mayor shall act as Chief Executive, in his absence
the Mayor Pro Tempore only until the Mayor returns. If both are
unavailable the remaining members of the City Council may determine
by lot if they cannot agree who shall act as Mayor. There followed
a lengthy discussion by the Councilmen. Councilman Dickason moved to
table Ordinance No. 62 -97 until the next Council meeting cnNov. 12,
for further study, Councilman Fitzjohn seconded, roll call vote as
follows:
AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker
NOES: Councilman- Tyrell
ABSENT: Councilmen -None
The City Attorney cave a detailed explanation regarding what this ordi-
nance would do and the Government Code of the State which covers it.
Also the reasons involved for such an ordinance to be considered and
adopted. Also this is in order with the Civil Defense national plans
for emergency if attacked. Although the tension has eased up a bit it
was -Felt this together with other Civil Defense measures should be
acted upon.
The City Council discussed different aspects of Civil De-
fense regarding emergency supplies, fall -out shelters, equipment that
might be needed, preservation and control of medical and food supplies
and items concerned with Civil Defense. Reicia,
City Manager ;�.°oollett advised regarding identification cards
for the staff and City officials and it was agreed these should be
arranged for at once and that each should carry the picture of the in-
dividual to whom it was issued. Councilman Nunamaker moved to approve
this, Councilman Fitzjohn seconded, roll call vote as follows:
AYES: Councilmen- Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell
NOES: Councilmen-None
ABSENT: Councilmen -Pone
City Treasurer Griesmeyer spoke reca riling the preservation
of records and advised there was space available at the bank vault
should the Council so desire. Main problem is when closed on Friday
night the vault cannot be opened before Monday morning. He also re-
commended when moving to the library building that the Council consi-
der the installation of a vault to protect the records within the
City Hall and where they would also be available at all times.
Councilman Fitzjohn moved to adjourn, Councilman Nunamaker second-
ed and carried. Council adjourned at S:L.5 . M. until the regular
meeting of the Council on November 12, 1562, at City Hall at 7:30 P.M,
