THE. NEED FOR FOOTPATHS.
5. AT THIS TIME THE DISCUSSION TURNED TO CONTEMPLATED YARROW POINT
STREET IMPROVEMENTS, AND WALKWAYS. JOHN HELSELL AND CURT CliUVE.R
HAVE GIVEN CONSIDERABLE TIME TO DETERMINING A SOLUTION TO THIS
PROBLEM AND MR. HELSELL READ A REPORT PREPARED BY HE A14D 'L%iR_ CRUVE.R
TO THE COUNCIL. REPORT ATTACHED.
OUR TOWN ENGINEER COMMENTED THAT HE: HAD DISCUSSED MOST OF THIS WITH
MR. HELSELL AND THAT HE AND MR. CRUVER HAVE DONE A FINE JOB IN MAKING
A THOROUGH STUDY OF THE SITUATION. MR. SPARROW FEELS THAT THE
REPORT IS ACCURATE AND THAT IT PROPOSES A DESIRABLE, AND WORKABLE
PROGRAM.

ROBERT MORROW PROPOSED THE SUBJECT OF A GENERAL OBLIGATION BOND ISSUE,
FOR THE NEXT ELECTION. IT WAS DISCUSSED AS TO AMOUNT, HOW MANY YEARS
IT SHOULD RUN, ETC, A MOTION LiAS MADE BY JOHN HELSELL THAT THL
TOWN OF YARROW POINT SUBMIT A 055,000.00 GENERAL OBLIGATION BOND
ISSUE TO THE RESIDENTS AT THE ELECTION ON NOVEMBER 6, 1962.
THE MCTION PROPOSED BY JOHN HELSEL READS AS FOLLOWS "ORDINANCE m77,
AN ORDINANCE OF THE TOWN OF YARROW POINT, WASHINGTON, PROVIDING
FOR THE SUBMISSION TO THE QUALIFIED ELECTORS OF THE TOWN AT A
SPECIAL ELECTION TO BE HELD THEREIN ON THE 6TH DAY OF NOVEMBER, 1962,
OF THE PROPOSITION OF WHETHER OR NOT THE TOWN SHOULD ISSUE AND SELL
ITS UNLIMITED TAX LEVY GENERAL OBLIGATION BONDS IN THE PRINCIPAL
SUM OF $55,000 FOR THE PURPOSE OF PROVIDING FUNDS TO PAY THE; COST
OF GRADING, PATTING AND IMPROVING STREETS AND ARTERIALS AND INSTALLING
PEDESTRIAN PATHS WITHIN THE TOWN." SHELDON DUNNING SECONDED AND
THERE WAS NO DISCUSSION. A POLL OF THE COUNCIL DISCLOSED UINANIMOUS
ACCEPTANCE.
THE ATTORNEY .FOR THL TOWN WAS INSTRUCTED TO CONSULT BOND CONSUL.
6. SIDE SEWERS NOT CONNECTED. AFTER DISCUSSION AMONG THE COUNCIL
THE TOWN ATTORNEY WAS INSTRUCTED TO BRING LEGAL ACTION THROUGH OUR
MUNICIPAL COURT UPON THOSE NOT CONNECTED ON YARROW POINT WHO HAVE
NOT BEEN GIVER A TIME EXEMPTION. THIS INCLUDED THE SEWER ON THE
HARLAN PROPERTY.
7. THE ATTACHED LIST OF VOUCHERS IWERE APPROVED FOR PAYMENT.
8. ROBERT MORROW COMPLIMENTED JOHN HELSELL ON HIS INTEREST AND
SUCCESSFUL ENDEAVORS WITH THE. STATE HIGHWAY DEPARTMENT HHICH
APPARENTLY NOW ASSURES US OF A FOOTPATH ALONG THE NEW FREEWAY.
9. THE MAYOR HEAD A REPORT FROM MIKE .FALK ON WATER ACTIVITIES
AND THE PATROLLING OF SAME AROUND YARROW POINT.
10. THE MAYOR READ A REPORT FROM KEN DAY ON POLICE ACTIVITIES

IT IS RECOMMENDED THAT THE INITIAL STEP IN THE FOOT
PATH PROGRAM BE THE INCORP❑RATION OF A 6 FOOT WIDE PATH ON THE WEST
SIDE OF 92NO N. E., EXTENDING FROM THE FOUNTAIN SOUTH TO 32NO N. E.
AND INTERSECTING WITH THE SCH❑❑L FOOT PATH TO BE CONSTRUCTED BY THE
STATE. ADJACENT TO THE NEW HIGHWAY.
IT IS FURTHER RECOMMENDED THAT THE CONSTRUCTI❑N OF
THIS PATH BE MADE A PART OF THE FINAL STREET IMPR❑VEMENT PROGRAM ON
92NO N. E. IT IS BELILVED THAT THIS STREET IMPROVEMENT PROGRAM
SHOULD PROVIDE THE FOLLOWING:
1. CONSTRUCT ST❑RM SEWERS IN ACCORDANCE WITH THE
COMPREHENSIVE STREET PLAN.
2. WIDEN EXISTING HIGHWAY BY 4)� FEET ON EACH SIDE.
(2}6 FEET OF DRIVING SURFACE PLUS 2 OF THICKENED EDGE.)
3. GRADE AREA ON BOTH SIDES OF HIGHWAY TO A DISTANCE
OF 20 FEET FR❑M THE CENTER LINE. THIS SHALL INCLUDE FILLING OF THE
PRESLNT DITCH.
4. CONTOUR TH@ BANK WITHIN THE RIGHT ❑F WAY TO
EFFECT AN ATTRACTIVE TRANSITION TO THE ROAD GRADE.
5. SURFACE A 6 FUOT WIOL PATH ON THE, WEST SIDE WITH
BLACKT❑P.
6. CONSTRUCT A BARRIER ON THE. WEST SIDE BETWEEN
PATH AND ROADWAY SUCH AS LOW ATTRACTIVE FENCE DR EXTRUDED CURSING
(80 GLNTS A FOOT.
7. FROuIDE BUS LOADING AREAS ON WEST SIDE.
B. MOVE MAIL BOXES TO 16 TO 18 FEET FROM CENTER
LINE OF ROAD ON EAST SIDE.
THE F❑LLOWING CONSIDERATIONS LED TO THE CUNGLUSIONS
PRLSE.NTED ABOVE:
1. IT I5 BELIEVLD THAT THL REQUIREMENT FOR WALKING
AND BICYCLE PATHS IS GREATEST ON 92ND DUE T❑ THE FACT THAT IT IS THE
MAIN ARTERIAL USED WHOLLY OR IN PART BY NLARLY ALL RESI❑ENTS FUR .
AUTOMOBILE TRAVEL TO AND FROM HOMES. BY ITS NATURE IT IS CONDUCIVE
TO HIGHER SPEEDS THAN ALL OTHER ROADS IN THE COMMUNITY WITH THE
POSSIBLE EXCEPTION OF POINTS DRIVE.
2. IT IS NOW USED, AND WILL IN THE FUTURE BE USED,
BY THE MAJORITY OF CHILDREN FOR T RAVLL TO AND FROM BUS STOPS.
3. THE WEST SIDE APPEARS MORE LOGICAL FOR THE
FOLLOWING REASONS:

A. APPROXIMATELY 5 OF 6 CHILDREN SERVED BY
SUS STOPS ON 92NO WILL LIVE ON THE WEST SIDE OF
92ND. THEREFORE, THE NUMBER OF STREET CROSSINGS
REQUIRED WILL BE MINIMIZED.
9. THL L❑CATION ON THE WEST SIDE WILL AVOID A
MAJOR CROSS —OVER IN CONNECTING WITH THE NLW PATHWAY
TO THE SCHOOL.
C. IF THE FOOT PATH IS BUILT WITHOUT THE ROAD
IMPROVEMENT THL COST OF A PATH ON THE WEST SIDE
AT ROAD LEVEL WOULD BE APPROXIMATELY 2/3 THAT OF A
PATH ON THL EAST SIDE FOLLOWING EXISTING CONTOURS.
A PATH ON THE EAST SIDE AT ROAD LEVEL IS NOT PRACTICAL
UNLESS IT IS INCORPORATED IN THE STREET IMPROVEMENT
PROGRAM.
4. IT IS BELIEVED THAT THE PATH MUST BE WELL GRADED,
WELL SURFACED AND AS CONVENIENTLY LOCATED AS PMSIBLE TO ASSURE ITS
USE BY BOTH BICYCLE AND FOOT TRAFFIC.
5. IT IS BELIEVED THAT THE MOST IMPORTANT SAFETY
CONSIDERATION IN REGARD TO PLACEMENT OF THL PATH IS THAT UNIMPAIRED
VISIBILITY OF TRAFFIC ON THE PATH BE PROVIDED FOR DRIVERS.
G. IN VIEW OF CONSTRUCTION AND MAINTENANCE COST
CONSIDERATIONS RND REASONS EXPRLSSED IN (4) PauO (5) ABOVE, IT IS
BELIEVED THAT THE PATH SHOULD BE LEVEL WITH THE ROAD GRADE.
7. THE SIX FOOT WIDTH WAS CHOSEN TO ENCOURAGE TWO—
WAY PEDESTRIAN AND BICYCLE TRAFFIC.
6. THE ADDITIONAL LEVEL AREA ON THE EAST SIDE IS
PROPOSED FOR THE U5E OF LOCAL HOUSE TO HOUSE TRAFFIC WHERE THE
DISTANCE TO BE TRAVELLLD DOES NOT WARRANT CROSSING AND RE —CROSSING
THE STREET.
9. IT IS FELT THAT MARKED CROSSWALKS SHOULD NOT BE
RELIED UPON BY PARENTS OR CHILDREN AS A GUARANTEE OF SAFETY AND
THAT TRAFFIC ON YARROW POINT WILL NEVER BE HEAVY ENOUGH TO MAKE THEM
A NECESSITY. TO PLACE A CROSSWALK AT ANY INTERSECTION OTHER THAN A
NATURAL FOUR—WAY INTERSECTION WILL ONLY FOOL THE AUTOMOBILE AND
GIVE A FALSE SENSE OF SECURITY TO THE CHILDREN.
ID. THE PATHWAY PROJECT, AS PART OF THE ROAD IMPROVE-
MENT PROJECT, WILL BE A RELATIVELY SMALL EXTRA COST (APPROXIMATELY
S5,000.00). HOWEVER, IF THE PATHS ARE CONSTRUCTED FIRST, STREET
IMPROVEMENTS, SUCH AS WIDENING OR PROVIDING STORM SEWERS, WOULD NOT
ONLY BE ADDITIONAL IN COST, BUT WOULD PROBABLY NECESSITATE DESTRUCTION
AND REBUILDING OF THE EXISTING PATHWAYS IN MANY PLACES.
11. IF THE PATHWAYS AND ROAD IMPROVEMENT CAN BE
COMBINED CONSIDERABLE SAVINGS SHOULD ACCRUE SINCE HEAVY, LABOR—
SAVING MACHINERY WILL BE USED FOR THE PROJECT.
12. THE IMPROVEMENT OF 92NO IS A MAJOR PORTION
OF THE ENTIRE ROAD IMPROVEMENT PRUGRAM AND AS SUCH SHOULD BE
ACCOMPLISHED AS SOON AS POSSIBLE TO AVOID THE RISING COSTS OF
CONSTRUCTION WORK.
13. IT IS BELIEVED THAT IN ACCORDANCE WITH EXISTING
PROVISIONS FOR OFF STREET PARKING IN THE YARROW POINT ZONING LAWS NO
PARKING. ON EITHER SIDE OF 92ND N. E. SHOULD BE TOLERATED WITH THE
EXCEPTION OF OCCASIONAL PARTIES WHERE ON STREET PARKING IS NECESSARY
AND CAN BE OVERLOOKED. PARKED AUTOMOBILES CONSTITUTE A HAZARD TO
VISIBILITY.
14. THE ROAD IMPROVEMENT COUPLED WITH SURFACED
PATHS SHOULD CONTRIBUTE IMMENSELY TO THE ATTRACTIVENESS OF OUR
MAIN ARTERIAL SINCE THE DITCH WILL BE FILLED AND ADJOINING LAWNS
OR LANDSCAPING CAN BE NEATLY BLENDED INT❑ THE EXISTING PATHWAY OR
ROADWAY. THIS IS NEARLY IMPOSSIBLE WITH THE EXISTING WEEDFILLED DITCH.
15. THE COST OF DITCH MAINTENANCE WILL BE REDUCED.
16. THE EXISTING CONCRETE ROAD HAS SUFFERED FROM
THE INSTALLATION OF SEWERS AND WILL NEED RESURFACING IN THE NEXT
FEW YEARS.
17. SINCE IT IS GENERALLY AGREED THAT THE EXISTENCE
OF AN ATTRACTIVE PATH WILL NOT ELIMINATE ALL FOOT AND BICYCLE TRAFFIC
FROM THE ROADWAY, GREATER PROTECTION SHOULD BE OFFERED TO THOSE
OCCUPYING THE ROADWAY AND SHOULDERS. IT SHOULD BE NOTED THAT THE
ROADWAY DEVELOPMENT PLAN PROPOSED ABOVE ALSO CONSIDERS THE SAFETY
OF THOSE NOT ON THE PATHWAY BY THE FOLLOWING PROVISIONS.
A. 2)6 FEET OF EXTRA DRIVING SPACE FOR BETTER
DRIVER CONTROL WHEN PASSING OTHER AUTOS.
B. 7Y2 FEET WIDE LEVEL AREA ON EAST SIDE OF ROAD
THEREBY ENCOURAGING GREATER CLEARANCE BETWEEN
AUTO AND'FOOT TRAFFIC.
C. GREATER VISIBILITY BY CLEARING AND GRADING
EXISTING RIGHT OF WAY,
18. IT I5 AGREED THAT -THE MAXIMUM PRACTICAL EDGE
DISTANCE BETWEEN THE ROADWAY ANO THE WALK SHOULD HE MAINTAINED
WHEREVER POSSIBLE; HOWEVER, A LOW BARRIER CAN BE SUBSTITUTED FOR
EDGE DISTANCE.
19. THE COST OF THE ENTIRE PROJECT (PATHWAYS AND
ROAD IMPROVEMENTS) IS APPROXIMATELY SG5,000.00. THE OTHER $10,0013.❑❑
IS PRESUMABLY AVAILABLE OUT OF THE SURPLUS ON HAND. THE EXTENT OF
THE 1962 SURPLUS, IF ANY, CANNOT BE PRLSENTLY ASCERTAINED, ALTHOUGH
THERE IS AN INDICATION THAT THERE WILL NOT BE AN APPRECIABLE SURPLUS.
20. IF THE RESIDENTS OF YARROW POINT ARE UNWILLING
TO IMPOSE A BOND ISSUE OR LEVY UPON THEMSELVES IT IS BELIEVED WISE
TO BUILD A PATH ON THE WEST SIDE AND TO INCORPORATE THE ROAD WIDENING,
INCLUDING THE RAISED EDGE, ON TfHE WEST SIDE ONLY, SINCE THIS CAN BE
DONE FOR APPROXIMATELY $15,000.00.
IT IS CONSIDERED UNWISE TU BUILD THE FOOT PATH
WITHOUT MAKING THE ROAD IMPROVEMENTS REQUIRED ON THE WEST SIDE SINCE
THE EXISTENCE OF THE FOOT PATH WOULD SERIOUSLY HAMPER ROAD WIDENING.
IT IS LIKELY THAT THE PATH WOULD BE DAMAGED AND MIGHT'REQUIRE RE-
INSTALLATION. FUTURE IMPROVEMENTS ON THE EAST SIDE COULD BE MADE
WITHOUT DETRIMENT TO THE WORK PREVIOUSLY FINISHED ON THE WEST SIDE.

OF $56.0OPER EACH $1,000.00 OF ASSESSED VALUATION BASED ON A TOTAL
ASSESSED vALUE OF $966,993.00 (1961).
A GENERAL OBLIGATION BOND OVER A TEN YEAR PERIOD
WOULD INCREASE THL PRESENT TAX LEVY BY 7 MILLS. THIS AMOUNTS TO AN
INCREASE IN TAXES OF SLIGHTLY LESS THAN 10% FOR TEN YEARS BASED ON
THL EXISTING TUTAL MILLAGE OF 77.
