The regular meeting of the Bal Harbour Village Council was held
September 27, 1946 at 8:00 o'clock P. M. in the Administration Building in
the Village.
There were present the Ccl'uwin.; Ccuneilmen: mrsern. he -(es P. Graham,
Glenn n. Fessnink, Ray Semmes, Jr., J. N. Webb, (,evrge M. Whittoker. S.
Julien Soatherlend, `vapor and Village Attorney, and Mar, Wetterer, Village
Clerk, were also present.
The President of the Cekneil, Mr. Webb, announced that all members of
the Council were present and the meeting was qualified to proceed with
business.
The reeding of the minutes of the previoue ne.ting of the council, held
August 1?, N46, was dispensed with.
Mr. Webb reported that Mr. Fred F. Zurwelle had agreed to serve as
Chairman and Mr. Ah na.s P. Coogan as a member of the Board of Ap,eals under
the building Cody: Ordinance. Mr. Southerland stated that he had been unable
to get in touch with Mr. August. Geier, the third proposed member of the
Board due to Mr. Geigeft absence from the city.
The Village attorney again presented to the council the proposed
ordinance constituting a Building Code for Bad harbour Village. The pro-
posed ordinance was read in full, ,and after considera.tian it was, upon vote,
unanimou ly passed, and entitled as follows:

There was also presented to the council a proposed ordinance providing
for the registration, photographing, and fingerprinting of all ,.ersons em-
ployed in the village in certain capacities. The ordinance was read in
full, and after discussion it was, upon vote, unanimously pa::sed, entitled
as follows:

HOTELS, APARTMENT HOUSES, DELIVERY SERVICES,
RESTAURANTS, CLUBS, SOLARIUMS, NEWSPAPER

Mr. Webb brought to the attention of the meeting that Stanley Tours
had made a request for a permit to serve the Village with transportation.
The questions of whether or not the permit should be granted and the type
of permit, etc. were discussed by the council, and after consideration it
was moved, seconded and carried that action on the request of Stanley Tours
be postponed for the time being.
Mr. Webb reported that he had taken up with the Chief of Police of Surf -
side the matter of the use of the Surfside jail facilities for persons ar-
rested for violations of ordinances of the Village, and he read to the meet-
ing a letter from the Chief of Police of Surfside extending to the Village
the privilege of using the Surfside jail facilities under the circumstances
stated. After discussion it was decided that it was the consensus of
opinion of the members of the council that the Chief of Police of Surfside
had been courteous and cooperative in his offer, and that the Village Council
is appreciative thereof, and that Mr. Webb convey a message to this effect
to the Chief of Police in Surfside, Mr. Hackett. It was decided that no
official action in this connection was necessary at this time, but on motion
of Mr. Graham, seconded by Mr. Semmes, it was voted that should the occasion
arise requiring the use of jail facilities the police authorities of Bel
Harbour Village are authorized to use the facilities offered by the Chief
of Police of Surfside.
Mr. Graham brought to the attention of the council that the schedule

of meeting dates of the council is not convenient to all the members,
and after discussion, on motion of Mr. Graham, seconded by Mr. Whittaker,
it was voted that the regular monthly meeting of the council will here—
after be held on the fourth Monday of every month at R:00 P. M. in the
Village Offices in the Administration Building.
There being no further business before the meeting, on motion made,
seconded and carried, the meeting was adjourned.

The regular meeting of the Council of Bal Harbour Village was held
in the Administration Building at 8:00 P. M., October 28, 1946.
There were present Messrs. W.H. Webb, Glenn E. Massnick, and
Charles R. Graham,Councilmen; and J. Julien Southeriand, Mayor.
Absent: Messrs. Ray Semmes and George Whittaker.
Also resent were J. Julien Southerla.nd, Village Attorney and Mary
Wetterer, Clerk.
The minutes of the meeting of August 15, 1)46 were reaa and upon
motion of Mr. Graham seconded by Mr. Massnick the minutes were approved.
Likewise the minutes of the meeting of September 27, 1946 were submitted
to the Council and upon motion of Mr. Massnick seconded by Mr. Graham
the minutes were approved.
Mr. Webb then reported to the council that Village Forms had been
ordered and the first Liquor Permit had been taken out. Also that Otis
Elevator Company had taken out their permit and operating license. A
report was given also by Mr. Webb on the village, bank account.
There being no further business upon motion of Mr. Massnick, seconded
