HomeMy Public PortalAbout09-10-2018 COW Minutes *01,,Atioe 94/./20/1 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on September 10, 2018 In the Boardroom Mayor Collins called the meeting to order at 7:07 p.m. Board Present: Mayor Collins, Trustee Newton, Trustee O'Rourke, Trustee Wojowski, Trustee Bonuchi, Trustee Lamb, and Trustee Larson. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Jon Proulx, Planning Director; Ken Goska, Building Official; Traci Pleckham, Management Services Director; and John Konopek, Police Chief There were approximately 50 persons in the audience. Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop held on August 27, 2018. Second by Trustee O'Rourke. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS No Comments. TRUSTEE COMMENTS Trustee O'Rourke: • Stated that he has received some resident concerns regarding traffic and speeding on Creekview Drive and requested an updated traffic study. • Asked for an update on the Olsen Property on Route 30. Mr. Proulx stated that any development of the property needs site plan review and the applicant is currently working on a site plan. No formal application has been received by Village staff PUBLIC COMMENTS The following people expressed concern regarding the Seefried proposal: Jennifer Milkeris, Shannon Abbatacola, Greg Gawron, Desiree Dernooij, Kelly Weeks, Andi Vanderhoek, Ann Marie Pedraza, Brooke Hopkins, Jackie Cartner, Elizabeth McCollom, Jessica Mellen, Rita Ascencio, Joe Brender, Peter Pedraza, Jim East, and Kathleen Capezio. Mr. Ryan Irvine encouraged Diageo to be a good neighbor. WORKSHOP 1) SEEFRIED PROPERTIES DISTRIBUTION CENTER (PC CASE #1810- 071818.AAJREZ/SU/SPR Mr. Mike Martin, attorney for Seefried, gave an introduction of the project. Mr. Martin stated that the applicant is proposing a$50 million project that will provide for approximately 400-500 construction jobs and approximately 200 permanent jobs. The project consists of a 1.5 million square foot warehouse and distribution center on approximately 137 acres, located northwest of the intersection of Steiner Road and 143rd Street. The warehouse and distribution center will be utilized by Diageo. The Village's Comprehensive Plan identifies this parcel as light industrial and designates 143rd Street as a major arterial. The project would generate approximately $1.5 million in tax revenue annually. The applicant is proposing to extend 143rd Street to the western property line as well as to extend water and sewer. The applicant is also proposing to contribute $300,000 towards a traffic signal on 143rd Street and Meadow Lane and contributing $150,000 towards mitigation. Village of Plainfield Meeting Minutes— September 10, 2018 Page 2 Mr. Gian St. Angelo, Vice President, Customer Logistics, Diageo, reviewed the history of Diageo and pointed out that Diageo participates in the U.S. Environmental Protect Agency's SmartWay Program and all carriers used by Diageo are mandated to use the program. There was some general discussion regarding the project. Trustee Wojowski expressed concern the total buildout of corridor, the mitigation funding not being enough, and traffic accidents. Trustee Lamb stated that he too felt that the mitigation funding would not be sufficient. Trustee O'Rourke expressed concern regarding sound. Trustee Larson stated that we need to know how to best address mitigation and would like to see data on safety. Trustee Newton questioned the safety of the shuttle trucks. Mr. Dave Reife, Seefried, reviewed the design of the building and pointed out that it will be LEED Certified. Mr. Reife reviewed the truck traffic within the facility and stated that there will be a guard and signage directing the trucks to Ridge Road to access I-80. Mr. Tim Sjogren, Kimley-Horn, reviewed shuttle truck traffic, reduction of trucks on Route 59 and Route 126, and capacity of existing roadways. There was some further general discussion regarding the proposal, extension of 143rd Street west to Ridge Road, and mitigation. Administrator Murphy stated that staff will work with the residents that abut 143rd Street regarding types of mitigation and continue working with the applicant. Mayor Collins read the reminders.
