Smoot, seconded by J.H.Turley aand unani- mously carried, the Auditor-Treasurer was authorized, instructed and di- rected to have the following streets scarified before resurfacing: - .. •. Harrison, E. North (1 block) , E. Cornwall (1 Block) , Slack Lane , W. Royal (1 block) , and E. South. On motion of C.W.Fiske, seconded by Joseph L. Oliver and unanimously carried, the Auditor-Treasurer was .authorized, instructed and directed to purchase a Battery Recharger at a price of $225.00. State A letter from the Virginia Highway Department was read to Council and noted that another investigation would be made relative to the install- ation of a Traffic Control Light at the corner of ging and Market streets. A letter from the nev. J.A.Welbourn was read to Council, urging the installation of a Traffic Control light at the above-naned corner. Souder newly appointed Health Officer was introduced to Council and spoke briefly about his work. He urged a cleaner town for Leesburg. • On motion of C.W.Fiske , seconded by Thelma J. Smoot and unaimously carried, the Town agreed to assume the cost of electricity required for the Christmas stteet lights. There being no further business, on motion duly made, seconded and unanimously carried, the Council adjourned. • Approved: � 4 �Eatilbe Mayor ecorder /Regular December 9, 1946 • • At a regular meeting of the Mayor and Town Council of the Town of Leesburg; in Virginia, held in the Council Chamber on Monday, December 9 , 1946 at 7:30 o ' clock P.M. , there were present: E.N.Bradfield, Mayor, George E. Ward, .Recorder, C .W.Fiske, James L. McIntosh}, Jospeh L. Oliver, Thelma J. Smoot and L.C .R011ins , Councilmen . The minutes of the last meeting were read and upon motion of C .W.Fiske, seconded by Joseph L. Oliver and unanimously carried, they were approved as read. The Auditor-Treasurer read his monthly statement for the month of November, 1946, •and presented the current bills and upon motion of Joseph L. Oliver , seconded by C .W.Fiske and unanimously carried the f oll&wing resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the Auditor-Treasurer be, aid he is hereby authorized and directed to pay the following bills : • Va. -Electric & Power Co. The matter was referred to the Building Committee for further study and consid- eration. On motion of James L. McIntosh, seconded by C .W.Fiske and unani- mously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the Auditor-'treasurer be and he is hereby authorized and directed to pay the members of the Leesburg Voluntee# Fire Department at the rate of $20.00 per annum for the year ending December 31, 1946 ; BE IT FURTHER RESOLVED, that the Auditor-Treasurer is hereby authorized and directed to deduct any taxes, water rents or other levies from the amount due each Firemen should he owe any such taxes, water rents or other levies. On motion of Joseph L. Oliver, s.edonded by Thelma J. Smoot and unanimously carried it was ordered that that lease with the Old Domin- ion Appliance Co. for two offices in the Town Hall Building, be re- newed for one year. On -motion of Joseph L. Oliver , seconded by Thelma J. Smoot and unanimously carried the following resolution was adopted: BE •IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the salary of Roscoe B. Rhoads be increased from $2400.00 to $2500.00 per year and that the salary of Raymond L. Hough be in- creased -from $1800.00 to $1900.00 per year. A letter -from the Leesburg Inn requesting permission to erect two signs, at the Eastern and Western .entrances to the Town was read to Council. No action taken. Councilman Rollins presented a request from R. Lee Rollins for a light in front of his residence on South King Street. No action taken. • On motion of Thelma J. Smoot, seconded by James L. McIntosh and ,carried, by a 3 to 1 vote (Rollins not voting) the following resolution was adopted: 41b BE IT RESOLVES, by the Council of the Town of Leesburg in Vir- ginia, that dumping on the Town Lot located at the Pumping Station be prohibited, except for non-burning materiel and that a sign to that effect be erected at the entrance to said lot. On motion of C .WcFiske, seconded by James L. McIntosh and:.unani- mously carried, the 'Auditor-Treasurer was authorized and directed to have the Town Hall auditorium cleaned up. There being no further business, on motion duly made, seconded and unanimously carried, the Council adjourned. The Auditor-treasurer read his monthly report for the month of Lecember,. 1946,, his quarterly report for the quarter ending Decem- ber 31, 1946 and his annual statement for the calendar year ending December 31, 1946, and upon motion of C .W.Fiske, seconded by Thelma J. Smoot and unanimously car Jed, the following resolution was adopted: WHEREAS, the Auditor-Treasurer has this day presented to the Council of the 'Town of Leesburg, in Virginia, a quarterly statement of all receipts and an analysis of all disbursements for the months of October, November and vecember, 1946; . NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of • Leesburg., in Virginia, that the said quarterly report of the Auditor- Treasurer be and it is hereby approved and accepted by said Council; BE IT FURTHER RESOLVED, by the said Council that the. Auditor- Treasurer be and he is hereby authorized and directed to have a copy of the said quarterly report published once in a newspaper, published in said Town and also post a copy of the said report in front of the Court House in the said Town. On motion of J.H.Turley, seconded by C.W.Fiske and unanimously carried, the following resolution was adppted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to pay- the following bills: .
