Hayes, Jr. , Director of Fire Marshalls, Richmond, Virginia Dear Mr. Hayes: In accordance with your instructions I have • made• a careful inspection of the above. caption building and -submit the following report: • This is a brick and frame 3-story building with metal roof built about 1885: The first floor is used for town purposes with 2 rooms rented to the Old Dominion Appliance Company- and a small office is used •by a plumber. • The second floor was formerly used as a movie Theatre. The third floor is not used. There is a fire escape on the north side and the south side of the building; both fire' escapes are in good condition. • I submit the following recommendations that should be made befdre the second floor is used for a place of public gathering: Exit lights should be placed over doors lead- ing 'to fire escapes, 4 fire extinguishers should be purchased placOng one at top of stairway on second floor, the other I/ three should be placed in room of public gathering on second floor. All exit doors should be eglipped with panic locks. The old way of heating by stoves should be eliminated and 'install steam radiation -heat at a central point. The Balcony on second floor should be eliminated. The 'Basement should be cleaned up and kept clean. However I found upon -this inspection that all doors swing outward according to the State Law. • Mr. Hayes, after the above recommendations are carried out this building will be in excellent shape. • Respectfully submitted, Aubrey J. Bell, Deputy State Fire Marshall 420 • A letter from Mrs.'Beulah N.
