HomeMy Public PortalAbout19910214CCMeetingTybee Island, Georgia February 14, 1991 The Tybee Island City Council held its regular monthly meeting on Thursday, February 14, 1991 at the Tybee City Hall, with Mayor Charles J. Hosti presiding. The following members of council were present: William C. Walsh, James P. Locklear, John 0. Youmans, James C. Brown, L. Jefferson Dukes and Paul Jackson. Thomas J. Mahoney, the City Attorney was also present. The meeting began with an Invocation by Councilman Locklear followed by the Pledge of Allegiance led by Mayor Hosti. Mayor Hosti then asked for a moment of silence for Johnny Solomon, Orvill Rosen and the servicemen in the war. Mayor Hosti called the meeting to order and opened the Public Hearing on a variance request by Mr. Joseph Connor of #15 11th Street. Mr. Connor then told council what he is requesting and the reasons. This is a hardship request. Mr. Jim Kluttz who usually speaks against any variance spoke for this request, stating that this is a old Tybee house that was built before any zoning ordinances were in effect. He said that these old houses add character to the island and owners should be allowed to fmprbve them. No one was present to speak against the variance. Mayor Hosti said that he had talked with Mr. Tony Feadon, a neighbor who has no objection to the variance. A letter from Mr. Burke Day stating that he was not opposed to the variance was also read. Mayor Hosti then closed the Public Hearing. Mr. David deBorde was the first visitor to speak to council. He questioned the abandoned vehicles on the island and requested that the Mayor and Council ask the city attorney to look at the present ordinance and try to put some teeth into it. The Mayor said he would refer it to the city attorney. Mary McAfee asked about the . striping of Jones Avenue. The Mayor stated that yes we are going to strip Jones Avenue in the near future. Mr. Ted Solomon asked that the city do a proclamation for the 8th Infantry for March 9th. He noted that Mayor Hosti has the longest record of service in the local Legion. Attorney J. B. Blackburn, representing Mr. N. Patel, talked about his clients concern about changing of 14th Street to a one way going west, it would hurt the businesses on 14th Street. Mr. Christopher Solomon also spoke against the one way street. Mayor Hosti said he is concerned about the traffic and noise problems. Mayor Hosti opened meeting for business legally presented. Mayor Hosti recognized the following citizens for outstanding service to the city: Ted Solomon, Don Harris, Louise Sasser, George McDonald, Chief V. A. McCusker, John Jarvis, James LaFavor, Mary McAfee and Cathy Edwards of Captains Row. Tybee Island, Georgia February 14, 1991 Page 2 The State of the City Address was the next item on the agenda. Mayor Hosti said that he was not going to talk of all that has happened in the past year because of the Tybee News article from the Mayor's Desk stated most of the past year events. The Mayor said that we need to watch our spending very carefully. The Mayor spoke on the resurfacing of the Parking Lots, the 18th Street Drainage, 15th Street Drainage, sewer lines caving in on 2nd Street and Jones Avenue, 10th Street, 11th Street, the ISO insurance rating on fire insurance, the parking meters are going to be put up in a few days and he invited the public to come down and enjoy Tybee Island. Councilman Jackson so moved to accept the minutes from the January Council meeting. Councilman Brown seconded. The vote was unanimous. Bills for the month of January were approved as follows: General Government $19,784.93 Police 35,569.89 Parking 1,731.80 Recreation 1,361.07 Fire 2,994.36 First Response 1,207.41 Public Works 19,636.79 Sanitation 21,003.44 Water /Sewer 13,147.98 The motion was made by Councilman Jackson and seconded by Councilman Locklear. The vote was unanimous. Councilman Dukes said that he was going to ask the council to approve an expenditure of $2,400.00 for the Booton Computer Plan but will wait because we need to defer every bit of spending that we can at the present. Councilman Locklear noted that the tuition for the school is free, and not to wait to long, as we might have to pay tuition next year. Councilman Dukes then gave reports on the Science Center, Schoolhouse, Recycling and the Planning Commission tour of city owned buildings. Councilman Locklear made a motion to accept the contract with Fire Suppression Management Consultant for assistance with the ISO rating in the amount of $1,500.00 and to move $1,000.00 from Line item 1627 Contingencies to Line item 717 Evaluation Fees. Councilman Jackson seconded. The vote was unanimous. Mr. Cecil Johnson has requested that the city build a road 15 feet wide by about 40 feet long for access to his property. Councilman Youmans recommended to deny the request as that Mr. Johnson has access to 10th Street already. The vote was unanimous. Councilman Youmans then moved to buy a Jeep and a Truck with bed for the Public Works Department. Councilman Dukes seconded. The vote was unanimous. Tybee Island, Georgia February 14, 1991 Page 3 Councilman Youmans moved to purchase a striping machine in the amount of $1,362.50 noting that the money would come from the same line item as the jeep and truck. Councilman Jackson seconded and the vote was unanimous by council. Councilman Brown announced that the beach rules and regulation posters were ready to be distributed to the businesses on the island. He said that volunteers will meet at the Fire Station on March 9th at 10 A.M. He said that Mr. Alvin Carter of Spanish Moss donated the posters. Councilman Brown then made a motion to purchase parking meters in the amount of $5,799.80. Councilman Locklear seconded with council voting unanimously. Mayor Hosti said to enjoy this spending because we are starting the austerity programs again this year. The next item to come before council is the variance request by Mr. Joseph Connor, PIN # 4- 7 -1 -4. Councilman Jackson moved for approval with Councilman Locklear seconding. Councilman Dukes said that the Planning Commission had a thorough discussion on hardships and that the hardship has to be shown. He said that improvement is something we would all like to do to our homes. Councilman Youmans stated that he agrees with what Mr. Kluttz said earlier. The vote was 4 (four) in favor of granting the variance and 2 (two) opposed (Brown,Dukes). Mayor Hosti said that Ms. Jean Davis a former councilperson was in the hospital with a stroke. Councilman Locklear announced a Youth Arts and Crafts Show to be held in the City Hall on March 9, 1991. Mrs. Fripp announced that a $1,000.00 donation from the Sam's Club Foundation was received for use for Environmental purposes. A letter from Cruzin Curtoms requesting to hold a car show on April 6 and 7th. Councils decision was that Mrs. Fripp write to Cruzin Curtoms and inform them that they might be able to use Memorial Park as car shows have been held there before. A copy of this letter will be sent to the Chamber and to the Police Department. City Attorney explained the GMA Retirement Ordinance changes to Council. This is the 2nd reading. Councilman Youmans moved to adopt the ordinance with Councilman Walsh seconding. The vote by Council was unanimous. City Attorney Thomas Mahoney read the Turtle Ordinance for the first time. Councilman Dukes said that this ordinance should go before the Planning Commission first since it has to do with zoning and land use, and that we should not act upon it at this meeting. 1 Tybee Island, Georgia February 14, 1991 Page 4 Mayor Hosti announced that a Public Meeting will be held on Saturday, February 16th at 10 a.m. to discuss the one way streets. As there was no further business Mayor Hosti adjourned the meeting. 040 At.- _4(: Mayor Charles Hosti
