Chairperson called the meeting to order at 6:33 p.m.

Commissioner Sumrall moved, and Commissioner Meyring seconded the motion to
approve the Agenda. Motion carried: 6-0.

a. Major Subdivision — Final Plat
The Willows at Grand Park - Filing No. 1
The Willows at Grand Park - Filing No. 2
The Willows at Grand Park - Filing No. 3
The Willows at Grand Park - Filing No. 4
Commissioner Smith moved, and Commissioner Quinn seconded the motion to open the public
hearing on Major Subdivision — Final Plat; The Willows at Grand Park - Filing No. 1; The Willows
at Grand Park - Filing No. 2; The Willows at Grand Park - Filing No. 3; The Willows at Grand
Park - Filing No. 4. Motion carried: 6-0.
Proof of publication was entered into the record.
TP Trotter briefed the Commission on the status of the Final Plat submittal. Nine conditions
were outlined and discussed;
1. Add dimensions of rear setbacks to all final plats. Clarify side setbacks as discussed.
2. MPEI needs the following language on the four final plats for the Willows:
o Perpetual non-exclusive 10 -foot utility easements are hereby granted
and shall apply upon, across, above, over, under, and through the

utility easements shown on this plat for the purpose of ingress to and
egress from, and the installation, repair, replacement, operation and
maintenance of all utility lines and equipment. Any construction and
placement of lines, equipment, or structures or changes in grade shall
comply with the standards of all utility providers utilizing the
easements.
o The Town of Fraser hereby agrees above ground utility equipment shall be
allowed in the Fraser Town right-of-way as depicted on this plat when placed a
minimum of 2' behind the sidewalk.
3. Clarify and simplify plat note #12.
4. On all plats, delete reference to "Portion of Town of Fraser Improvement Agreement
Reception # 2009-001742 to be defined by separate document."
5. Snow storage tracts are referenced incorrectly on several of the plats.
6. Submit for review and approval any and all required off-site easements (snow storage,
water/sewer service lines).
7. Submit for review and approval Subdivision Improvement Agreement.
8. All revised engineering documentation must address all comments in the JRS memo
dated June 11, 2014 and is subject to review and approval by the Town Engineer. Final
plats will not be scheduled for Town Board review until such time as these documents
have been reviewed and approved by the Town Engineer.
9. All revised legal documentation must address all comments in the CMW memo dated
June 12, 2014 and is subject to review and approval by the Town Attorney. Final plats
will not be scheduled for Town Board review until such time as these documents have
been reviewed and approved by the Town Attorney.
Commissioner Sumrall moved, and Commissioner Quinn seconded the motion to close the
public hearing on Major Subdivision — Final Plat; The Willows at Grand Park - Filing No. 1; The
Willows at Grand Park - Filing No. 2; The Willows at Grand Park - Filing No. 3; The Willows at
Grand Park - Filing No. 4. Motion carried: 6-0.
Commissioner Smith moved, and Commissioner Sumrall seconded the motion approve
Resolution 2014-06-01 approving the Major Subdivision — Final Plat; The Willows at Grand Park
- Filing No. 1; The Willows at Grand Park - Filing No. 2; The Willows at Grand Park - Filing No. 3
with the following conditions:

Discussion Items
a. Community Trails Plan
TP Trotter updated the Commission on the status of the trails plan and proposed
signage. The project is moving forward with sign placement beginning in July.
Commissioner Smith moved, and Commissioner Meyring seconded the motion to
recommend approval of the Community Trails Plan to the Town Board. Motion carried:
6-0.

Commissioner Sumrall moved, and Commissioner Smith seconded the motion to
