Regular April 14, 1947
At a regular meeting of the Mayor and Town Council of the Town
of Leesburg, in Virginia, held in the Council Chamber on Monday, April 14,
1947 at 8:00 o' clock P.M. , there were present: E.N.Bradfield, Mayor , George
E. Ward, xecorder, C . W. Fiske, J.. L. McIntosh, J. L. Oliver, L. C . Rollins,
Thelma J. Smoot and J. H. .Turley, Councilmen.
- The minutes of the last meeting were read and upon motion of C .W.
Fiske, seconded by J.L.Oliver and unanimously carried they were approved

The Auditor-Treasurer read his monthly statement for the month of
' March, 1947, his quarterly report for the quarter ending March 31, 1947
and upon motion of J.L.Oliver, seconded by C .W.Fiske and unanimously
carried, the following resolution was adopted:
_WHEREAS, the Auditor-Treasurer has this day presented to the
Council of the Town of Leesburg, in Virginia , a quarterly report of
all receipts and an analysis of all disbursements for the months of
January, L ebruary and March, 1947;
NOW, THEREFORE, BE IT RESOLVED, by the Council• of the Town of
Leesburg, in Virginia, that the said quarterly report of the Auditor-
Treasurer be and it is hereby approved and accepted by said Council;
BE IT. FURTHER RESOLVED, by the said. Council that the Auditor-
Treasurer be and he is hereby authorized and directed to have a copy
of the said quarterly report published once in a newspaper, published
in said Town and also post a copy of the said report in front of the
Court House 'in the said Town.
On motion of C .W.Fiske , seconded by J.L.Oliver and unanimously
carried, .the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir-
ginia,: that the Auditor-Treasurer be and he is hereby authorized and
directed to pay the following bills: •

On motion of C . W. Fiske, seconded by J. H. Turley,- and unani-
mously carried, the following Ordinance was adopted:
AN ORDINANCE GRANTING A FRANCHISE TO -
IT'S SUCCESSORS AND ASSIGNS, TO USE THE STREETS AND OTHER
PUBLIC PLACES OF TEE TWON OF LPFSBURG, VIRGINIA, FOR IT'S POLES, WIRE,
CONDUITS, CABLES AND FIXTURES.
Be it ORDAINED by the Council of the Tann of Leesburg, Loudoun
County, Virginia, that
its successors and assigns, for a period of thirty (30) years be and
is hereby authorized and empowered to construct, maintain and operate
its posts, poles, conduits, mar_holes,. ducts, cables , wires and all '
other necessary overhead and underground apparatus on, over, along,
in, under and through the streets, alleys, highways and other public
places within the limits of the Town of Leesburg, in the County of
Loudoun, and State of Virginia; and to use the property of -other com-
panies and permit other companies to use its property upon such ar-
rangements as the two companies may agree; PROVIDED:
SECTION 1. That all poles erected by said Company shall be
neat and symmetrical, and shall be so located as in no way to inter-
fere with the safety or convenience of persons traveling on or over
the said streets, alleys, highways and other public places; and in
the installation and maintenance of its underground system, said Com-
pany shall not open or encumber more of any street, alley, .-highway - -
or other public place than will be necessary to enable it to perform
the work with proper economy and efficiency.
SECTION 2. That the erection of poles and construction of
conduits, under the provisions of this ordinance, shall be subject
to the supervision of the Chairman of the Street Committee or some
other representative appointed by said Council, and said Company
shall replace and properly relay any sidewalk or streetb pavement
which may have been displaced or damaged by it in the construction
and maintenance of its system.
SECTION 3. That space, on one (1) crossarm of the poles , II
erected or in one (1) duct of the conduits constructed, under the
provisions of this ordinance, shall be reserved, free of charge, for
the purpose of carrying wires of any fire . alarm or police telegraph
system owned and maintained by said Town, provided the said wires are
p.laced-5and maintained in such a manner as be prescribed by the said
Company, and in no case to carry electric light or high-tension
currents.
SECTION 4. That the said Company shall maintain its lines in
good and safe order and condition.; and shall at all times fully in-
demnify, protect and save harmless the said Town from and against all
claims arising. from the erection, construction or negligent main-
tenance of its said lines.
SECTION 5. That nothing in this ordinance shall be construed
to grant unto the said Company any exclusive right to prevent a grant
of similar privileges to other companies.
SECTION 6. This ordinance shall be in force from its passage.

BE IT RESOLEVED BY THE COUNCIL OF, THE TWON OF I.FFSBURG, LOU-
DOUN COUNTY, VIRGINIA, that the annexed Ordinance, entitle"AN ORDI-
NANCE GRANTING A FRANCHISE TO ITS SUC-
CESSORS AND ASSIGNS, TO USE THE STREETS AND OTTER PUBLIC PLACES OF
THE TOWN OF LRESBURG, VIRGINIA, FOR ITS -POLES, WIRES, CONDUITS, CABLE
AND FIXTURES," be advertised once a week for four successive weeks in
the Loudoun Times-Mirror, a newspaper published in the Town of Lees-
burg, Virginia, and having a general circulation in the Town of Lees-
, burg; and that said advertisement, shall invite bids for the franchise
proposed to be granted in said Ordinance, which bids are to be in
writing and delivered to the presiding officer of the Town in open
session, to be held in the Council Chamber, Leesburg, Virginia, on

the 9th day of June, 1947, at 8:00 o' clock, P.M. , the right being re-
served to reject any and all bids.
BE IT FURTHER RESOLVED, that the invitation for bids to be pub-
lished with said Ordinance shall be as follows:
The Town of Leesburg, Loudoun County, Virginia, hereby in-
vites bids for the franchise proposed to be granted in the following
Ordinance, duly passed by the Council and approved by the Mayor on
the 14th day of April, 1947, which bids are to be in writing and de-
livered to the presiding officer of the Council of said Town in open
session, to be held in the Council Chamber in said Town on the 9th
IIday of June, 1947, at 8:00 o'clock, P .M. , the right being reserved
to reject any and all bids.
BE IT FURTHER RESOLVED, that the successful bidder shall pay
the cost of advertising the franchise.

mously carried the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir-

The Finance Committee presented the proposed budget for the
fiscal year beginning July 1, 1947, and ending June 30, 1948, and upon
•motion of C .W.Fiske, seconded by Thelma J. Smoot and unanimously car-
ried the - following resolution was adopted:

WHEREAS, the Auditor-Treasurer has this day presented to the
Council a budget showing the annual receipts and disbursements for the
year 1946 and theestimated receipts and disbursements for the fiscal
year beginning July 14 1947, and ending June 30, 1948,
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of
IILeesburg, in Virginia, that the Auditor-Treasurer be, and he is hereby
instructed and authorized to have the aforesaid budget published once
in a newspaper published in the said Town.
BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg,
in Virginia, that there will be a meeting of the said Council in the
Council Chamber of the Town Hall Building, in the Town of Leesburg,
Virginia, at : 8:00 o' clock P.M. on Monday, April 28, 1947, for the
purpose of giving any citizen of the Town of Leesburg the right to
appear before Council and state his views on the aforesaid proposed
budget.
BE IT FURTHER RESOLVED, that due notice be published once in a
newspaper published in the Town of Leesburg, of said meeting.
The matter of sewerage connections in the Town of Leesburg
was thoroughly discussed by Council but no action taken. s

The Town Hall Committee reported that they had been unable to
get an Architect to look over the Town Hall Building with a view of
converting same into a Community Center. The Committee was continued.
On motion of Thelma J. Smoot, seconded by J.L.Oliver and unani-
mously carried the following resolution was adopted:
BE IT'• RESOLVED, by the Council of the Town of Leesburg, in
Virginia, in session this 14th day of April, 1947, that .heartiest
congratulations be extended to the Officers and Members of the Lees-
burg Volunteer Fire Company, in their purchase of a new piece of fire
fighting apparatus for the purpose of answering County alarms.
There being no further business, on motion duly made, seconded '
and unanimously carried, the Council adjourned.

Ata Special meeting of the Mayor and Town Council of the
Town of Leesburg, in Virginia, held in the Council Chamber on Mon-
day, April 28, 1947 at 8:00 o 'clock P.M. , there were present: E.
N. Bradfield, mayor , George E. Ward , Recorder , C .W.Fiske , Jas. L.
McIntosh, J. L. Oliver, Councilmen.
The purpose of the meeting was to allow any citizen of
the Twon of Leesburg, to present their views on.the proposed
budget for the fiscal year beginning July 1, 1947 and ending June
30, 1948.
There being no one present for the aforesaid purpose,
the meeting adjourned.

At a Special meeting of the Mayor and Town Council of the .
Town of Leesburg, in Virginia, held in the Council Chamber on
Monday, May 5, 1947 at 8:00 o 'clock P.M. , there were present: E.
N. Bradfield, Mayor, George E. ward, Recorder, C .W.Fiske, Jas. L.
McIntosh, J. L. Oliver, L. C . Rollins and Thelma J . Smoot, Coun-
cilmen.
The purpose of the meeting was to allow any citizen of
the Town of Leesburg t0 present their views on the proposed Zon-
ing Ordinance. B. Powell Harrison, dr. and W.C.Whitmore, members
of the Zoning Commission were present and explained in detail the
proposed Zoning Ordiahce, to Council.
There being no one present for the aforesaid purpose, the
meeting adjourned.
