At a regular meeting of the Mayor and Town council of the Tin of Leesburg, in Virginia , held in the Council Chamber on Mon- day, may 12, 1947 at 8:00 o' clock P.M. , there were present: E.N. Bradfield, mayor, veorge E. Ward, Recorder, C . W. Fiske, Jas . L. Mc- Intosh, J. L. Oliver , L. C . Rollins, Thelma J. Smoot and J. H. Turley, i:ouncilmen . The minutes of April 14, April 28 and May 5, 1947 were read and upon motion of Thelma J. Smoot, seconded by C . W. Fiske and unanimously carried they were approved as read. IIThe Auditor-Treasurer read his monthly statement for the month of .April, 1947 and presented the current bills, and upon motion of C .W.Fiske, seconded by J•.L.Oliver and unanimously carried the followm • ing:resolution was adopted: ' BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the Auditor-treasurer be, and he is hereby authorized and' directed to' pay the following bills : Va. McDonald, chief of the Leesburg Fire Company, ap- • peared before Council and asked the use of the Town Parking Lot for h the Fireman' s Carnival, to be held June 28 through July 5, 1947. Un motion of L.C.Rollins, seconded by C .W.Fiske and unanimously . carried, the request was granted. ' Mr. James di Zerega, local manager of the Virginia Electric & Power Company presented to the Council a Supplemental Agreement for the purchase of street and highway lighting service, , traffic lighting service and miscellaneous light and power service from the . Virginia Electric & Power Company, a copy of which said agreement is attached to and made a part of these minutes, The Mayor. then stated that the proposed agreement for the purchase of electric service was, in his opinion very advantageous to the Town. Thereupon a general discussion: ensued, and upon motion of Thelma J. (or supplemental agreement) , On motion of Thelma J. Smoot, seconded by J. L. Oliver, and voted upon: Aye, Smoot, Oliver, McIntosh, Fiske; Nay: Turley; Not Voting, Rollins2 an Ordinance regulating Zoning in the 'Town of Leesburg was passed. (A copy of this Ordinance may be found on page 59 in the current Ordinance book) An invitation was extended to the Mayor 'and Council by the Leesburg Garden Club to visit -the homes in Leesburg on Saturday, May 17, 1947. -- - ' un motion of .Jas. L. McIntosh, seconded by- C .W.Fiske and unanimously carried, the Mayor was authorized and directed to ap- point a Committte of- two to investigate the matter of a new truck for the Town, with power to purchase if necessary. The Mayor ap- pointed .Jas. L. McIntosh and C .W.Fiske as the Committee. The Town Hall Building Committee through the Mayor re- ported that a representative from the National RecreatiOnEl As- sociation of New York, N.Y. had been in Leesburg and had gone over the matter of converting the Town Hall into a Community Center. Upon motion of ThelmR J . Smoot, seconded by Jas. L. Mc- . intosh and unanimously carried the mayor was authorized, instruct- ed and directed to appoint a five-man board of citizens of the Town, to be known as a Board of Recreation. Upon the secdnd_reading of the Telephone Franchise:Ordi- , . nance now under consideration, discrepancies were found to exist • with the one now in force, and upon motion of C .W.Fiske, s econded by Jas. L. McIntosh and unanimously carried, the Town Attorney was instructed to render an apion on same. An application from Lr. H C,, ittlect2h,a_to conneft his residence adjoining the Corporatc$imiflrreferred to the Sewer Committee for consideration and reccomendation. Letters of resignation from Roger F. Powell, Town Serg- eant and S. C. Bell, Night watcman, effective June 1, 1947, were read to Council. No action taken. There being no further business, on motion duly made, seconded and carried, the Council adjourned.
