On motion of C. W. Fiske, seconded by J. L. Oliver and
unanimously carried, the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in
Virginia, that Roscoe B. Rhoads, Auditor-Treasurer, and Raymond L.
Hough, Pumping House Operator, be given thebchoice of taking a
vacation,or pay at the regular rate, in lieu thereof.
Town Seargent Thompson presented a report •of the Police
Department which was accepted by Council.
mayor Bradfield advised Council that this was his last
regular meeting with them as Mayor before retiring the first of
September and he thnaked them for the fine cooperation they had
given him during his term of office.
There being no further business, on motion duly made,
seconded and unanimously carried, 'the Council adjourned.

Special September 1, 1947
At a special meeting of the. Mayor and Town Council of the
Town of Leesburg, in Virginia, held in the Council Chamber 0n Mon-
day, September 1, 1947 at 8:00 o 'clock P. M. , there were present:
Maurice R. Lowenbach, ur. Mayor, C.W.Eiske, J.L.Mclntosh, J.L.Oliver,
Emerson H. James, Thelma J . Smoot and Louis T. Titus, Councilmen.
In the absence of necorder-Elect George E. Ward, the mayor
announced that the meeting was open for nominations of one of the
Council to serve as necprder-protem. Upon motion of J.L.Mclntosh,
.seconded by.Thelma J. Smoot, LouisiT. Titus was nominated and unani-
mously elected as '•ecorder-protem to act for this meeting.
The Mayor administered the Oath of Office to the following:
C .W.Fiske, Emersonn H. James, J.L.Mcintosh, J.L.Oliver, Thelma J.
Smoot.ad Louis T. Titus presented his oath previously administered.
The mayor then declared all Councilmen duly qualified.
Upon motion of C .W.Fiske, seconded by Emerson H. James and
unanimoulsy carried the following resolution was adopted:
BE IT RESOLVED, by the Council of the- Town of Leesburg, in
Virginia, that Stilson H. Hall be and he is hereby -elected and appointed
as Town Attorney for a period of two years beginning September 1, 1947
at an annual salary of $100.00 payable semi-annually.
• upon motion of C.W.Fiske, seconded by J.L.Oliver and unari#-
mously carried the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in
Virginia, that Roscoe B. Rhoads, •be and he is hereby elected and appoint
ed to the office of Auditor-treasurer for a period of two years, be-
ginning September l,- 1947 at an annual salary of $2,800.00, payable
monthly. •
Upon .motion of J.L.Mclntosh, seconded by J.L.Oliver and
unanimously carried,- the following resolution was adopted;
BE. IT RESOLVED, by the Council of the. Tovn of Leesburg, in
Virginia, that •James A. Thompson be and he is hereby elected and
appointed as acting -Sergeant- of Police at the weekly salary of $40.00
plus $10.00 per week- traveling expenses until such time as he becomes
a legal resident of the town.

Upon •motion of-C.W.Fiake, seconded by Emerson H. James, and
unanimoulsy carried the following resolution was adopted:

BE IT RESOLVED, by the Council of the Town of Leesburg, in
Virginia, that •F.L.Huber and Jack C . Von Berg be and they are hereby
elected and appointed as Police Officers at the annual salary of
$1,920.00. . - - --

Upon motion of Thelma J. Smoot, seconded by a. --,� and
unanimously carried the following resolution Was adopted: -
BE IT RESOLVED, byi -.the Council of the Town of Leesburg, in Vir-
gin$la, that Raymond L. Hough be and he is hereby elected and appointed
as 'superintendent of the Water and Sewer Departments at the annual
salary of $2,100.00 payable monthly.
The Mayor read the following Committee appointments:
FINANCE: McIntosh and Tits.
BUILDING: Smoot and James.
STREETS and LIGHTS: Oliver and Fiske .
SANITATION and SEWER: James and Titus.
WATER and POWER: Fiske and Oliver. II'
TRASH: Titus and Smoot. • -
FIRE: Fiske and James.
LABOR: Oliver and the Mayor.
POLICE: McIntosh and Fiske .
Councilman r'iske made a few remarks of welcome to Mayor Lowen-
bach to which the Mayor appropriately responded.
Upon motion duly made, seconded and carried, the council ad-
journed at 8:45 P.M.

September 8, ,1947 at 8:00 o'clock P.M. , there were present: Maurice
R. Lowenbach, ,Jr. Mayan, George .E. Ward., Recorder, C.W.Fiske, Emerson
H. James, 4as. L. McIntosh, J.L.Oliver, Thelma J . Smoot and Louis T.
Titus , Councilmen.
The minutes of the last meetings were read and upon motion
•of C.W.Fiske, seconded by Emerson H. James and unanimously carried,
they were approved as read.
'1;he 'Mayor read to Council the regular monthly report of .
the Police Department as presented by Town Sergeant J.A.Thompson.
The Auditor-Treasurer read his monthly statement for the
month of August , 1947, and presented the current bills, and upon
motion of C .W.Fiske , seconded by J.L.Oliver and unanimously carried,
the 'following resolution was adopted:
_ BE .IT RESOLVED, by the Council of the Town of Leesburg, in
Virginia, that the Auditor-treasurer be, and he is hereby authorized
and directed to pay the following: bills :
