Tybee Island, Georgia
March 14, 1991
The Tybee Island City Council held its regular monthly meeting
on Thursday, March 14, 1991 at the Tybee Island City Hall, with Mayor Charles
J. Hosti presiding. The following members of council were present: William
Walsh, Jack Youmans, James P. Locklear, James C. Brown, L. Jefferson Dukes
and Paul Jackson. City Attorney, Thomas J. Mahoney was also present.
The meeting began with an Invocation by Councilman Locklear
followed by the Pledge of Allegiance led by Mayor Hosti. Mayor Hosti asked
that there be a moment of Silence for Peace and the return of our servicemen.
Mayor Hosti then opened the Public Hearing on the Turtle Lighting
Ordinance. Mr. Mike Harris of the Georgia DNR spoke about the loggerhead
turtles beingathreatened species and strongly urged the adoption of the
ordinance. Mark Padgett, who has worked with the turtles for the past 5 years,
stated that there were problems last year with the nest. There is a one year
waiting period for compliance. He said there will be flyers and newsletters
to let the public know what is going on with the turtles. Gloria Allen spoke
for the ordinance and said let Tybee lead the way. Michael Hosti of the
Coastal PAC is supporting the ordinance. This ordinance would only effect the
lighting 6 months out of the year. John Crawford, a Tybee resident who has
worked on dark islands, stated that turtles are attractive to people: and a
healthy turtle population is a plus for the island financially. Becky Shortland
of the Georgia Conservancy also spoke in favor of the ordinance. John Jarvis
asked why not the whole beach? Mayor Hosti said that he had talked with Mike
Harris and Mark Padgett about shielding some lighting but safety of the people
comes first. Cathy Sakas said that we had borrowed the beach from the turtles
and we should try to protect them. As there was no other speakers for or against
the ordinance Mayor Hosti closed the Public Hearing.
L. Jefferson Dukes then went to the podium and stated that he appreciated
Councilman Locklear's prayer and it is good to be an American. He then presented
council with a gift made by two citizens. He thanked Mrs. Annette Bergman and
Ms. Frankie Solomon for the beautiful flag they have made for the city. Mr Dukes
explained that Tybee has existed under seven flags, the seven stripes represent
these changes of regime. The blue stands for the natural beauty of Tybee, the
circle with Tybee's logo stands for us, the people. He stated that later in the
meeting he would move for the adoption of this flag as the official flag of the
City of Tybee Island.

As there was no one else wishing to speak to council, Mayor Hosti
opened the meeting for business legally presented.
Councilman Jackson moved to accept the minutes of the February 14th
council meeting with Jack Youmans seconding. Council vote was unanimous.
The bills for the month of February are as follows:

Police 3,565.75
Parking 2,362.46
Recreation 1,047.85
Fire 1,950.07
First Response 1.99
Dept. of Public Works 90,754.46
Sanitation 18,746.57
Water Sewer 11,640.82
Councilman Locklear motioned to accept and pay the bills for the month of February.
Councilman Jackson seconded, the vote was unanimous. Councilman Youmans complimented
Councilman Locklear on his low bills.
Councilman Dukes moved for approval to spend $2,300.00 for training and
software for the SBCCI program. Councilman Locklear seconded. Councilman Youmans
questioned if it was in the budget. Councilman Dukes stated yes. Council gave
its approval unanimously.
Councilman Dukes moved that the council by resolution adopt as the
official flag of the City of Tybee Island, Georgia, that flag presented to Mayor
and Council on March 14, 1991 by Mrs. Annette Bergman and Ms. Frankie Solomon,
and that said flag be first publicly displayed as a part of the City's participation
in the 1991 Saint Patrick's Day Parade in Savannah, Georgia, on 16 March 1991.
Councilman Locklear seconded with full council approval.
Councilman Dukes made a motion that the Mayor and Council by resolution
express the gratitude the people of Tybee Island, Georgia, to Mrs. Annette Bergman
and Ms. Solomon for designing, creating and presenting to the City a flag of the
City on 14 March 1991, said flag having been adopted by the Mayor and Council on
14 March 1991 as the official flag of the City of Tybee Island, Georgia. Councilman
Jackson seconded. The vote was unanimous by council. Councilman Dukes told the
audience that Mrs. Bergman has written a book titles "Return to Tybee".
Councilman Walsh moved to deny the alcoholic beverage license of Mr.
Fred C. King because of a unfavorable report from the Tybee Island Police Dept.
Councilman Brown seconded, council vote was unanimous.
Councilman Locklear reported that the ISO inspection report is coming
along real well and that Mr. Robertson was coming down Monday. He expects the
inspection to take place before the end of April.

Councilman Locklear said that the Youth Art & Craft Show had 37
participants. , but that only 10 people came to view the show on the two
days it was open. More people need to show interest and support the youth of
Tybee. Mayor Hosti stated that the 1st Response is one of the best organizations
on Tybee and we can not give them enough praise.
Mayor Hosti gave a report on the 15th Street Storm Drainage. He stated
that two years ago the estimated price for the job was $397,000.00 but that I AM
Construction is doing the job for $130,000.00. The bill will be paid out of the
1% Road Sales Tax. Mayor also reported that the Parking Lots would open March 15,
even though they are not quite finished. Planters are to be placed along the
boundary of the parking lots. The new restrooms at the 16th Street parking lot
will be completed in about two weeks, but can be used this weekend.
Councilman Brown said that the Recreation Committee will meet to
discuss a fee schedule for use of the Buildings and Parks. Councilman Locklear
said that the Community House should be used only by Tybee people. Councilman
Brown stated that Parking decals are ready for pick up at the 16th Street Parking
booth.
Councilman Jackson made a motion to purchase a truck costing approx-
imately $11,300.00 for the Water /Sewer department. Councilman Dukes seconded.
The vote by council was unanimously in favor of purchase.
Councilman Dukes gave a report on the Marine Science Ceuter asking the
audience to read front page of Tybee News. He stated that itr- needed_ a:.setret.aryi,
Councilman Locklear said that there was am artici:kin the newsp.=per, about al%
sales tax for beach renourishment and that we should look into the possibility for Tybee.
Mayor Hosti said that he had already contacted Senator Coleman.
Councilman Locklear announced that Angela Byers will have the Cub Scouts
on Tybee. Mayor Hosti said that the school committee is still working hard to
get the school property back for Tybee.
Mayor Hosti announced that Mariann Wildi has resigned from the Planning
Commission. Councilman Dukes nominated Walter Seidel and Councilman Walsh
nominated Donald Harris. Mayor Hosti called for a vote Mr. Seidel received 4 votes
and Mr. Harris received 2. Mayor Hosti said that he was sorry that they can't
both serve and that Mr. Harris had done a fine job while he was on the board.
City Administrator Rowena Fripp then read correspondence from the
following: Katherine Bart, John Hutton, Teresa Jackson, Sonny Dixon and Motorola.
Mayor Hosti stated that council would take Motorola's request under consideration.

A Proclamation was announced for the 8th Infantry Reunion held on
March 9th and 10th at the American Legion Post 154.
The next item to come before council was the Turtle Lighting Ordinance.
Mrs. Ginger Strickland of the Planning Commission said that they tabled the
ordinance at their meeting for further study. Councilman Youmans said that public
safety comes first - we have had rape, murder and robberies on the beach with
the lights on. Councilman Locklear stated that during World War II that the whole
island was blacked out. Councilman Dukes said he is concerned because of the
zoning but that the city has the opportunity to do the right thing, some Florida
cities have already adopted an ordinance and there has been no uprising. Council-
man Dukes said that he prefers moonlight to flood lights. Councilman Locklear
made a motion to have the first reading on the ordinance with Councilman Dukes
seconding. After some discussion on the shielding of lights and different types
of lights with low sodium Mayor Hosti called for the question. The outcome of the
vote is as follows: 3 in favor, 3 against (Brown, Youmans, Walsh). Mayor Hosti
stated that at the first of the meeting he recommended sending ordinance back to
Planning Commission, the Mayor broke the tie by voting against the first reading.
Councilman Jackson said he would like to postpone the 1st Reading on
Section 6 -1 -15. He stated that Mrs. Patricia Pagan, Ms. Tanya Fossitt and Art
Harden will turn in a letter of explanation for requesting the changes.
City Attorney Thomas Mahoney explained again about the Newsome property
in Fort Screven, the former administration had voted and passed the motion
concerning the swapping of land. Councilman Dukes requested that Mrs. Fripp
write a one page brief on the subject, the Mayor agreed that this will be done.
As there was no further business to come before council Mayor Hosti
adjourned the meeting.

P R O C L A M A T I O N
WHEREAS, The Eighth Infantry is an historic and famous fighting unit of
the United States Army; and
WHEREAS, The Eighth Infantry is holding its annual reunion here on Tybee
Island on March 9th and 10th this year, thus living up to their
motto, "PATRICAL FIDELITAS ", and extending its loyalty to Tybee
Island; and
WHEREAS, Tybee Island and, more specifically, Fort Screven, was the home
of the Eighth Infantry, from 1923, when they returned here from
Germany after serving in the Army of Occupation after the First
World War, until they were sent to Fort Benning, Georgia and
the Fort turned over to the City to be sold at Public Auction
in 1945; and
WHEREAS, The City of Tybee Island is proud of Fort Screven, it National
Register listing, and its connection with the 8th Infantry; and
WHEREAS, The citizens of Tybee are always happy to welcome back again
its old friends, the 8th Infantry;
NOW THEREFORE, BE IT RESOLVED, and it is hereby resolved by the Mayor and
Council in Open Meeting Assembled that the City of Tybee Island, Georgia
does hereby declare March 9th and 10th to be "8th Infantry Days" in the
city;
AND IT IS FURTHER RESOLVED that the citizens of Tybee Island are heartily
encouraged to extend to the 8th Infantry Reunion every possible dignity,
courtesy and welcome, as befits their proud heritage and purpose.
