Upon motion of Thelma J. Smoot, seconded .by e, O.q and
unanimously carried the following resolution was adopted: ,
BE IT RESOLVED, by1.-.the Council of the Town of Leesburg, in Vir-
gin$ta, that Raymond L. Hough be and he is hereby elected and appointed
as -Superintendent of the Water and Sewer Departments at the annual
salary of $2,100.00 payable monthly. •
The Mayor read the following Committee appointments:
FINANCE: McIntosh arid Tits.
BUILDING: Smoot and James.
STREETS and LIGHTS: Oliver and Fiske . .
SANITATION and SEWER: 'James and Titus. '
WATER and POWER; Fiske and Oliver. • II-

TRASH: Titus and Smoot. '
FIRE: Fiske and James.
•LABOR: Oliver and the Mayor. -
POLICE: McIntosh and Fiske .
Councilman r'iske made a few remarks of welcome to Mayor Lowen-
bach to which the Mayor appropriately responded.
Upon motion duly made, seconded and carried, the council ad-
journed at 8:45 P.M. -

At a regular meeting of the Mayor and Town Council of the
.
Town of Leesburg, in Virginia, held in the Council Chamber on Monday,
September 8, .1947 at 8:00 o'clock P.M. , there were present: Maurice
R: Lowenbach, ,Jr. Mayor, George .E. Ward., Recorder, C.W.Fiske Emerson
H. James, 4as. L. McIntosh, J.L.Oliver, Thelma J . Smoot and Louis T.
Titus , Councilmen.
The minutes of the last meetings were read and upon motion
•of C.W.Fiske, seconded by Emerson H. James and unanimously carried,
they were approved as read.
The :Mayor read to Council the regular .monthly report of
the Police Department as presented by Town Sergeant J.A.Thompson.
The Auditor-Treasurer read his monthly statement for the
month of August , 1947, and presented the current bills, and upon -
motion of C .W.Fiske , seconded by J.L.Oliver and unanimously carried,
the 'following resolution was adopted: .

A letter from Thomas R. Alexander was read to Council, asking
. that hhe amount of his contract for hauling slops be raised from $50.00
per month to $100.00 per month. After discussion of same and upon
motion of J.L.Oliver, seconded by J.L.Mclntosh and unanimously carried
the matter was referred to the 'Trash Committee with power to work out
a satisfactory agreement with Mr. Alexander.
On motion of C .W.Fiske, seconded by Thelma J. Smoot and unani-
mously carried, the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir-
ginia, that the Auditor-Treasurer be and he is hereby authorized and
directed to pay to each Official and each Councilman attending the
Convention of ;the League of Virginia' oj
Municipalitits, the sum $25.00.
On motion of J. L. McInto4 econded by Louis T. Titus/and
unanimously carried, the Street C mmittee was authorized to contact
a competent engineer to prepare plans/and establish proper grade levels
for curbs and 'sidewalks in the twon.
Mayor Lowenback advised Council of a contemplated courtesy drive
IIagainst traffic violations.
On motion of C.WFiske, seconded by Louis T. Titus and unani-
mously carried, a request to use the Town Hall building as a meeting
place for Boy :Scouts, was referred to the Building Committee with in-
structions to report back to Council. .
On motion of Thelma J . Smoot, seconded by Louis T. Titus and
unanimously carried, the mayor was authorized, instructed and directed
to write a letter to the County Supervisors .requesting them to have
containers placed in the-Court house yard for the collection of trash.
`ihere, being. no further business, on motion duly made, seconded
and carried, the council adjourned.

At a regular meeting of the n+ayor and Town Council of the Town
of Leesburg, in Virginia, held in the Council Chamber on Monday, Oct-
ober 13, 1947 at 7:30 -o' clock P.M. , there were present: Maurice R.
Lowenbach, dr. Mayor, C .W.Fiske, Emerson H. James, James ,L. McIntosh,
J. L. Oliver, Thelma 4 . Smoot and Louis T. Titus,'-Counculmett.
The Mayor appointed Louis T. Titus, Recorder Pro-tem.

'David M. McDonald, Fire Chief of the Leeshurg Volunteer Fire
Companyitappeared before Council and presented to the. town a ,check
in the amount of $195.00 for out-of-town fires from July 1, 1946 to
April 7, 1947. He also asked Council for a new over-head door at
the gire House. The matter was referred to the Tire Committee.
