On motion of C . W. Fiske , seconded by Emerson W. James and
unanimously carried, the following resolution was adopted:
BE IT RESOLVED, by the council of the •--own of Leesburg, in Vir-
ginia, that resolutions o$ respect on the death of Charles F. Harri-
son, former Mayor of Leesburg, be drawn up and submitted. at the
next meeting oft Council.

On motion of Thelma J. Smoot, seconded by James L. McIntosh
and unanimously- carried, the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in
Virginia, that the Town agrees to- pay for electric- current used in
' the Christmas lighting system to be set up by the Lions Club.
On motion of J. L. Oliver, seconded by James L. McIntosh and
unanimously carried, Councilman C .W.Fiske, together with Town Serg-
eant J. A. Thompson, were instructed and directed to have an Ordi-
nance prepared concerning the registration of Bicycles in the town .
There being no further business, on motion duly made, seconded
and unanimously carried, the Council adjourned at 9:12 P. M.

At a regular meeting of the Mayor and Town Council of the
Town of Leesburg, in Virginia, held in the Council Chamber on Monday,
November 10, 1947 at 7: 30 o'clock P. M. , ere were present: Maurice
R. Lowenbach, �r. Mayor , ueorge El Ward, Recorder, James L".• McIntosh,
Emerson H. James, oJ. L. Oliver, Thelma J . Smoot and Louis T. Titus ,
Councilmen.
The minutes of the last meeting were read and uponemotion_ of
•J. L. Oliver, seconded by Louis T. Titus and unanimously carried,
they were approved as read. . .
. The Auditor-Treasurer read his monthly report for the month
October, 1947, and presented the current bills, and upon motion of
Everson A. James, seconded by J. L. Oliver and unanimously carried,
the following resolution was adopted:
BE IT RESOLVED, by the -Council of the Town of Leesburg, in
Virginia, that the Auditor-Treasurer be, and he is hereby authorized
and directed to pay the following bills :

un motion of J. L. Oliver, seconded by Thelma J. Smoot
and unanimously carried, the following Resolutions of xespect
were adopted;
RESOLUTIONS OF RESPECT
WHEREAS, Almighty God, in his infinite Wisdom, has seen fit
to take from us, our honored citizen and former Mayor, Charles
Fauntleroy Harrison; and
WHEREAS, Charles Fauntleroy Harrison has exemlified the .
•
highest ideals of citizenship; has given of his time and talents
far worthy causes in our community; has, from 1913 to 1917. and again
from 1923 to 1935, as honorable Mayor, served most faithfully and
conscientiously in the interest of the people and has most willingly
assumed the responsibilities placed upon him as a public_ official;
now
THEREFORE, BE IT RESOLVED, That the Leesburg Town Council
expresses its profound sorrow in the death of Honorable Charles
Fauntleroy Harrison, former Mayor of the Town of Leesburg, in
Virginia.
BE IT FURTHER RESOLVED, That as a mark of r4spect to the
memory of the deceased, the Leesburg Town Council desires to take
this opportunity to pay proper•tribute to his high character, .
•
Sterling qualities and valuable public service.
BE IT FURTHER RESOLVED, That the Recorder transmit a copy
of these resolutions to the family of the deceased; that a copy
be spread upon the minutes of the Council and that a copy be pub-
lished in the local newspapers.

On motion of J. L. McIntosh, seconded by Louis T . Titus and
unanimously carried, the mayor and the Auditor-Treasurer were auth-
orized and directed to purchase a filing cabinet for use in the
Town Office at a reasonable price.
• Auditor-Treasurer Roscoe B. Rhoads reported to Council on
the meeting of the First Highway Commission Conference held at
Lexington, Va. which he and Mrs. Thelma J. Smoot attended.
The Mayor read to Council the regular monthly report of the
Police Department as presented by Town Sergeant, J.A.Thompson.
On motion of J.L.Oliver , seconded by Thelma J. Smoot and .'
unanimously carried, the Tawn agreedtto pay one year' s membership
dues fbr Town Sergeant J.A .Thompson in the State Police Chiefs
Association at $10.00 per year.
The Mayor reported to Council that E.M.Phiilips, recent
purchaser of the Hume property.where the Town trash is dumped,-
had asked for a sunstantial raise over the present contract with.
the town. After discussion, .the matter •eras referred to the Trash
Committee with instructions to wotk out the best possible deal
with Mr. .Phillips for a period of one year.
The Mayor reported that he had been- in contact with three
Engineers relative to preparing plans and establishing proper grade
levels for curbs and sidewalks ,- one of whom had been here and

had goneeover the .proposed plan. Further action deferred.
On motion of J. L. McIntosh, seconded by Louis T. Titus
and unanimously carried, the Town agreed to pay $1.25 per square
yard towrds the construction of the sidewalk in front of Noyes
Motor Co. on the corner of Market and Liberty streets as approved
by the Street Committee. •
The Council discussed the proposed Ordinance &ffecting
out-of-town residents who wished to connect with the Town Sewer.
No action taken.
On motion of Louis T. Titus, seconded by J. L. McIntosh
and unanimously carried, the following resolution was adopted:
BE IT .RESOLVED, by the Council of the Town of Leesburg, in
Virginia, that .the Auditor-Treasurer and the Police Department be
and they are hereby authorizeccg directed to place or have placed
or erected, "NO PARKING AT ANY TIME" signs on the South side of
Loudon street between King and Wirt streets beginning Friday after
6 P.M. and ending Saturday after midnight for a. trial period be-
ginning November 15, 1947 and ending December 13th, 1947 or until
such time as may be fixed by the Council.
On motion, of J. L. Oliver , seconded by Louis T. Titus and
unanimously carried, the following resolution was adopted:

BE ITRESOLVED, by the Council of the Town of Leesburg, in
Virginia, that .the Auditor-Treasurer and the Police Department be
and they are hereby authorized,. instructed and directed to place or
have placed or er4cted, "NO PARKING AT ANY TIME" signs on the West
side of Wirt street between Cornwall and Loudoun streets beginning
Friday after 6 ,P.M. and ending Saturday after midnight for a trial
period beginning November 15, 1947 and ending December 13, 1947 or .
until such time as may, be fixed by the Council.
The Council discussed at length improvements to the town
parking lot, including the planting. of trees but no action taken.
There being no further business, on motion duly made,
seconded and unanimously carried, the Council adjourned.
