Titus and unanimously carried, the Town agreed to pay $1.25 per square yard towrds the construction of the sidewalk in front of Noyes Motor Co. on the corner of Market and Liberty streets as approved by the Street Committee. The Council discussed the proposed Ordinance affecting out-of-town residents who wished to connect with the Town Sewer. No action taken. On motion of Louis T. Titus, seconded by J. L. McIntosh and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer and the Police Department be and they are hereby authorized;" 'b$irected to place or have placed or erected, "NO PARKING AT ANY TIME" signs on the South side of Loudoun street between King and Wirt streets beginning Friday after 6 P.M. and ending Saturday after midnight for a trial period be- ginning November 15, 1947 and ending December 13th, 1947 or until such time as may be fixed by the Council. • On motion of J. L. Oliver , seconded by Louis T. Titus and unanimously carried, the following resolution was adopted: • BE IT .RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer and the Police Department be and they are hereby authorized,. instructed and directed to place or have placed or erected, "NO PARKING AT ANY TIME" signs on the West side of Wirt street between Cornwall and Loudoun streets beginning Friday after 6 P.M. and ending Saturday_after midnight for a trial period beginning November 15, 1947 and ending December 13, 1947 or until such time as may. be fixed by the Council. The Council discussed at length improvements to the town parking. lot, including the planting of trees but no action taken. There being no further business, on motion duly made, seconded and unanimously carried, the Council adjourned. Police Department of the Town•of Leesburg, .would- conduct a Police .School. IIsometime after the first of January, 1948 and that any member of the Town Council would be welcome to attend and take the course. On motion of C.W.Fiske, seconded by J.L.Oliver and unanimously carried, the- following resolution was adopted: BE IT -RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the Auditor-Treasurer be, and he is hereby authorized, in- structed and directed to mark off a space of 22 Yea: in front of the office of Dr. dames T. Jackson on west Market street as parking space for his car and to place "No Parking" signs at said location. On motion of J.L.Oliver, seconded by C.W.Fiske, and unanimously carried, the following resolution was -adopted: - BE IT RESOLVED, by. the Council of the Town of Leesburg, in Vir- . ginia, that the Auditor-Treasurer be and he is hereby authorized and directed to pay the 'members of the Leesburg Volunteer Fire Department at the rate of $20.00 per annum for the year ending December .31, 1947; BE IT FURTHER RESOLVED, th&t the Auditor-Treasurer is hereby authorized and. directed to deduct any taxes, water-rents•or other levies from the amount due each Fireman should he owe any such tazes, water rents or other levies. Louis T. Titus of the Trash dommittee reported to Council -that , that Committee had reached an agreement with E.M.Phillips for the privilege of dumping trash on his property for the sum of $125.00 per year, and that the Twon Attorney would draw up a proper contract to that effect to be .signed -by Mr. -Phillips. . On motion of C .W.Fiskei seconded by Louis T. Titus and unani- mously carried, further action on the preparation of• plans for es- tablishing ,jroper grade levels for curbs and sidewalks, was deferred until the next meeting of Council. On motion of J.L.Oliver, seconded by Louis T. Titus and unani- mously carried, the Sewer ordinance-for out-of-town users was order- ed laid on the table for further consideration. 4.45 On motion of•C.W.Fiske, seconded by Thelma J. Smoot and= unanimously carried the Mayor was directed to appoint_ a committee to work. out co let details for a public hearing -on the proposed "Subdivision .C�" , at which time officials of other county . towns would be invited to attend. The 'mayor appointed Mrs. Thelma J. Smoot, C .W.Fiske- and xoscoe B. Rhoads. On motion of Louis T. Titus, seconded by C-.W.Fiske and unani- mously carried the following Ordinance•was enacted; BE- IT ORDAINED, by. the Council of the-Town- of Leesburg, in Vir- ginia, that it shall be unlawful and constitute a• misdemeanor to park or cause to be parked any automobile, truck, wagon or any vehicle, except for the purpose of loading or unloading• such automobile, track wagon or vehicle, on the South side of Loudoun Street between King and wirts Streets and on the west side of. wirt Street between Lou- doun and Cornwall Streets. Anyone found guilty and convicted of violation of this Ordi- nance shall be fined not less that one dollar (1.00)nor more than five dollars ($5.00) . This Ordinance shall become effective as of the date suitable permanent signs have been placed along the aforesaid streets. (W copy of this Ordinance may be, found in the current Ordinance book) . James and car- ried by a 5 to. 1 vote, Mrs. Smoot voting "against", the following resolution was. adopted: BE IT RESO• LVED, by the Council of the Town of Leesburg, in Vir- . ginia, that the Auditor-Treasurer and the Police Department be and they are hereby authorized, instructed and directed to place or have- placed or. erected, "NO PARKING AT ANY TIME" signs on the West aide of Liberty Street between Loudoun and Cornwall Streets, for a trial period of thirty days, beginning December 10, 1947. On motion Alf Mrs. Thelma J. Smoot, seconded by Emerson H. James ' that and unanimously carried, it was ordered mr. Stilson H. -Mall, Town Attorney .and. Delegate to the .General Assembly,. be invited to _ meet with Council at their next meeting on January 12, 1948 and discuss the Legislative Program of. the League of Virginia Municipal- ities. The report of the 'heron Audit was distributed to members of the Council. After a discussion of a general clean-up of. the Council Chambe$ the matter was referred to the Building Committee.
