Smoot and : unanimously carried the Mayor was directed to appoint. a committee to work. out colet q details for a public hearing on the proposed "Subdivision .0 " , •at which time officials of other county towns would be invited to attend. The 'mayor appointed Mrs. Thelma J. Smoot, C.W.Fiske and .oscoe B. Rhoads. On motion of Louis T. Titus, seconded by C'.W.Fiske and unani- mously carried the following Ordinance-was enacted; BRIT ORDAINED, by. the Council of the-Town• of Leesburg, in Vir.. ginia, that it shall be unlawful and constitute a- misdemeanor to park or, cause to be parked any automobile, truck, wagon or any vehicle, except for the purpose of loading or unloading such automobile, trtck wagon or vehicle, on the- South side of Loudoun Street between King and Wirts Streets and on the west side of wirt Street between Lou- doun and Cornwall Streets. Anyone found guilty and convicted of violation of this Ordi- nance shall be fined not less that one dollar ( L.00)nor more than five dollars ($5.00) . This Ordinance shall become effective as of the date suitable permanent signs have been placed along the aforesaid streets. (A copy of this Ordinance may be. found in the current Ordinance book) . On motion ofmC.W.Fiske, seconded by Emerson H. James and car- -, ried by a 5 to. 1 vote, Mrs. Smoot voting "against" , the following resolution was. adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the Auditor-Treasurer and the Police Department be and they, are hereby authorized, instructed and directed to place or have- placed or. erected, "NO PARKING AT ANY TIME" signs on the West side of Liberty Street between Loudoun and Cornwall Streets, for a trial period of thirty days, beginning December 10, 1947. On motion .of Mrs. Thelma J. Smoot, seconded by Emerson H. James II and unanimously carried, it was ordered that Mr. Stilson, H. Hall, Town Attorney .and. Delegate to the General Assembly, be invited to meet with Council at their next .meeting on January 12, 1948 and discuss the Legislative Program of, the League of Virginia Municipal- ities. • The report of the Twon Audit was distributed to members of the Council. After a discussion of a general clean-up of the Council Chamber the matter was referred to the Building Committee. The Auditor-treasurer read his monthly report for the month of December, 1947, his quarterly report for the quarter ending. Decem- ber 31, 1947, and his annual statement for the calendar year ending December 31, 1947, and upon motion of J.L.Oliver,. seconded by Louis T. Titus and. unanimously carried, the following resolution was . 446 adopted: . WHEREAS, the Auditor-Treasurer has this day presented to the Council of the Town of Leesburg, in Virginia, a quarterly statement of all receipts and an analysis of all disbursements for the months •of Oct- ober, November and December, •1947; • - • • NOW, THERERORE,• BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the said quarterly report of the Auditor- Treasurer be and it is hereby approved and accepted by said Council; BE IT FURTHER RESOLVED, by the said Council that the Auditor-. Hanback appeared before Council and complained about the all-night parking of trucks owand by Loudoun Distributing , Co. and operated by mr. francis L. Patton on West North •street and unnecessary noises caused by starting oP motors in the early hours of the morning. The Mayor and Council informed Mrs. Hanback that a 1 further investigation would be made.. • A letter was read to Council from Mrs . Mary Fendall Harrison expressing appreciation of the resolution od respect recently passed by Council upon the death of former mayor Charles N. Harrison. The Mayor read to Council the regular monthly report of the Police Department as submitted by Town Sergeant J.A.Thompson. The Mayor read to Council the names of all Officers and all members of the Leesburg Volunteer Fire Department for the year 1948 which he stated had been handed him by the Fire 'department. 44.7 The Mayor reported that permanent "No Parking" signs had been erected on West Loudoun and Nortem in streets. $batli On motion of J.L.Mclntosh, seconded by Emerson H. James and unanimou&ly carried the following.resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that a'rate of $1.00 per load for dumping septic tank waste • into the town sewer be charged Mr. John Higdon, or any other qualified contracting firmapproved by the auditor-Ireasurer. On motion' of Louis T. Titus, seconded by J.L.Mclntosh and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the Street Committee be and they are hereby authorized and directed to employ Warren Cr Perow, Engineer of Richmond, va. to establish proper grade levels for curbs and sidewalks and storm water drainage for a sum not to exceed $2750.00. The Mayor asked Council to consider the installation of Park- ing Meters in the business section of the town for a trial period of six months.
