' SDar� On motion of J.L.Mclntosh, seconded by Emerson H. James and unnnimoualy carried the following resolution was adopted: BE IT RESOLVED, by the Council of " the Town of Leesburg, in • Virginia, that a7rate of $1.00 per load for dumping septic tank waste into the town sewer be charged Mr. .John Higdon, or any other qualified contracting firm:approved by the auditor- .reasurer. On motion of Louis T. Titus, seconded by J.L.Mclntosh and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the Street Committee be and they are hereby authorized and directed to employ Warren C, Perow, Engineer of Richmond, Va. to establishproper grade levels for curbs and sidewalks and storm water drainage for a sum not to exceed $2750.00. The Mayor asked Council to consider the installation of Park- ing Meters in the business section of the town for a trial period of six months. The -Auditor-TreasUrer read his monthly report for the month of January, 1948 , and presented the current bills, and upon motion of C .W.Fiske, senonded by J.L.Oliver" and unanimously carried, the follow- ing resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg,- in Vir- ginia, thattthe Auditor-Treasurer be , and he is hereby 'authorized and directed ta pay the following bills: Va. Titus, seconded by C .W.Fiske and unanimously carried, the matter of equipping the small town truck with a- heater, siren and spotlight was referred-to the Police Com- mittee for study and purchase of said equipment if necessary. ' On motion of C .W.Fiske; seconded by Emerson H. James and carried by a 5 to 1 vote , Mrs. Smoot not voting, the following.Ordi- nance was enacted: BE IT ORDAINED, by the Council of the Town of Leesburg, in Virginia, that it shall be unlawful and constitute a misdemeanor to park or caue to be parked any automobile, truck, wagon or any vehicle, except for the purpose of loading or unloading such automobile, truck, wagon or vehicle, on the West side of Liberty street between Loudoun and -e-uiuwail streets. -- rna� ter Anyone found guilty and convicted of violation of this Ordi- nance shall be fined not less than one dollar ($1.00) nor more than five dollars ($5.00) . This Ordinance shall become effective as of the date suitable permanent signs have been placed along the aforesaid streets. (A copy of this Ordinance may be f ound'in the current Ordinance book) . . • un motion of C. W . Fiske, seconded by 'J. L. Olive$, 'the fol- " lowing resolution was offered for adoption: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that Parking Meters be placed in the four business blocks, between Loudoun and Cornwall streets on King street and between Church and Wirt streets on Market street, for a trial period of aix months from installation. The Mayor explained to Council that 'he had made a poll of the businessi 'Wfected and that the results showed 40 in favor of Parking Meters, 8 opposed to Parking Meters and 10 non-committal. Ten were not contacted. After a thorough discussion of the resolution by Council • business men present, the Mayor -asked for a poll of the Council. Coun- cilmen Fiske and Oliver voted Aye , with Councilmen McIntosh, Titus, • Smoot and .lames voting Nay. The Mayor declared the resolution defeated.
