Mr. George Hammerly, representing the Garrett Insurance Agency, appeared before Council and suggested the possibility of re- ducing the Insurance Classification of the Town of Leesburg from that of "Class 3" to ,H "Class 2" . The Mayor appointed Roscoe B. Rhoads, Auditor-Treasurer, to investigate the matter further with Mr. riammerly. The Mayor read to Council the regular monthly report of the Police Department as submitted by Town Sergeant J.A.Thompson. The report and recommendation of the Board of Zoning Appeals on the appeal of Leesburg Laundry, Inc. and J.T.Hirst & Co. Inc . , to change their places of business from the "Business" District to the • "Industrial" District was received and accepted by Council and filed with the records of the twon. On motion of C.W.Fiske, seconded by J.L.Oliver and unanimously carried, Council set Wednesday, *June 9th, 1948 at 8 o'clock P.M. as the date for a public hearing on the report of the hoard of Zoning Appeals. On motion of C .W.Fiske, seconded by E.H.James, and unani- mously carried, an OrdiAance- was enacted by Council referring the- appeal of W.J.Hay to change from residential district to industrial district a 'certain portion of the property located on East South street bounded on 'the Bast by the property of Thompson, and _on the west by Leesburg Grain & meed Company, located between South and Alco streets. A copy of this ordinance may be found in the current ordinance book. On motion of Thelma J . Smoot, seconded by E.H.James and unani- mously carried the Auditor-Treasurer was authorized and directed to purchase a •Gardenaid power mower with 32-inch cutter bar from Gill Bros. hardware for the sum of $350.00. An Ordinance permitting out-of-town residents to. connect to the Town Sewer system was again presented to Council and after some discussion; on motion of Louis T. Titus, seconded by C.W..Fiske and carried by 'a vote of 4 to 2; 'Ayes, Fiske, Oliver, Titus, Smoot; Nays, McIntosh and games, Council voted to go into Executive Session. All except members of the council were requested to retire. While in exec- utive session further discussion of the ordinance ensued, but no action was taken. the council agreed to resume regular session-and- on motion of C.W.Fiske, seconded by E.H.James and carried Py a 4 to 2 vote; Ayes, Fiske, McIntosh, Oliver, James; ways, Titus, Smoot, Council...enacted' an Ordinance permitting out-of-town residents to connect to the Town Sewer System. Lowenbach, or. Mayor ) C .W.Fiske, E.H.James, J.L.Mclntosh, J.L.Oliver, Thelma J . .Smoot, Louis T . Titus, Coencilmen. On motion -duly made, seconded and unanimously carried, Louis T. Titus was elected to serve as Recarder pro-tem. On motion duly made, seconded and unanimously carried the minutes of the last meeting were approved as read. E.B.White, representing the Veterans of Foreign Wars, Yost No. 1117, appeared before Council and asked thattkley be permitted to hold their carnival in the town during the week of April 14, 1948 to April 19, 1948 without the regular payment of the tax fee. On motion. of C.W.Fiske, seconded by E.H.James and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg,. in • 457 - Virginia, that the Veterans of r'or4ign wars, Post No. 1117, be aid they are hereby granted permission to exhibit a carnival within the corporate limits of the town during the week of April 14-Apri1• 19, . 1948) without being required to pay the license tax imposed by the Tax Ordinance of the Town. The Auditor-Treasurer read his monthly report for the month of May, 1948,; and ,resented the current bills, and upon motion of E.H.James, seconded by Thelma J . Smoot and unanimously carried,the following resolution was adopted: . . Co. appeared before Council and advised that his company was making all possible effort to improve the electric service in Leesburg by the construction of of a. new tie-in line between Lees- burg and Purcellville. Ward, Recorder, is authorized and requested to execute a certified copy of this resoluticn to be mailed to the Auditing Department of the Commonwealth of Virginia. II . On motion of Louis T. Titus, seconded by C.W.Fiske, and unanimoully carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in 458 Virginia, that the meeting time for said Council be changed .from 8:00 o'clock P.M. to 7;30 o' clock P. IA? , the year round, all other resolutions previously adopted are hereby rescinded. On motion duly made, seconded and carried unanimously, Monday, June 28, 1948, at 7: 30 P.M. was set as the date for a public hearing on the report of the board of Zoning Appeals, relative to the appeal of Leesburg Laundry, Inc. and J.T.odc Co. Inc . Councilman J.L.Oliver presented for the consideration of the Cpuncil a blueprint of the new plans for the reconstruction of the municipal Parking Lot. On motion of E.H.James, seconded by Thelma J. Smoot and unanimously carried, the plans were approved as presented. On motion of J.L.Mcintosh, secpnded by Lotis T. Lowen- bach, Jr. Mayor-, C .W.Fiske, E.H.James, J.L.Mcintosh, J.L.Oliver and Thelma J . Smoot•, Councilmen. On motion of C.W.Fiske , seconded by E.H.James and unanimously carried, J.L.Mcintosh was elected Recorder- pro-tem. • • Mr. J. S. Board, Resident Engineer of the Virginia Depart- ment of Highways presented to the Council a copy of Senate Bill 234, Chapter 507, which makes provision for giving to each incorporated town of 3500 or- less population a total of two miles of existing streets with a privilege of adding one-quarter of a mile annultly to the Sate highway secondary System. tie also presented a• plat in dup- licate showing the present Secondary Street System the town. On motion of C .W.Fiske, seconded by E.H.James and unanimously carried, the following resolution was adopted: • WHEREAS, the Commonwealth of Virginia through the "apartment of highways ha.s. agreed to give each incorporated town of 3500 or less population a total of two miles of existing streets with the privilege of adding one-quarter of a mile annually to the State Highway Secondary System in accordance with Senate bill 234, Chapter 507. WHEREAS, it is the desire of this Council that said streets be added to the State Highway Secondary System. WHEREAS, the Town of Leesburg now has 0.85 miles of road in • the State Highway Secondary System as follows: Route T 698 0.34 Miles • Route T 773 0.43 " Route T 1001 0.0 " NOW, THEREFORE, BE IT RESOLVED, -that this Council does hereby request the Department of Highways to add the following streets to the State Highway Secondary System ( a total of 1.40 miles) to makeup the two and one-quarter miles due as of July 1, 1948, in accordance with the Senate Bill: •• • Loudoun St. from WCL of Leesburg to intersection Route 7 (Fayette street) 0.66 Mi. Wirt St. from 1 1001 (Cemetery) to Route 7 (Market street) 0.30 Mi.
