At a Special meeting of the Mayor and Town Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Wednesday, August 4, 1948 at 8:00 o'clock P.M.. there were present: Maurice R. Lowenbach, or. Mayor, C.W.Fiske, E.H.James, J.L.Oliver, J.L.Mclntosh and Thelma. J. Smoot, Councilmen. 'rhe purpose of the meeting was to allow any citizen of the Town of Leesburg to present their views on: _the proposed Subdivision Con- trol Ordinance, due notice having been given through. the press July 15 and July 22, 1948 of said meeting. . On motion of C.W.Fiske, seconded by Thelma J . Smoot and unani- mously carried, J.L.Mclntosh was elected Recorder, pro-tem. Mr. irancis L. Patton, appeared before Council and commended the body for considering a Subdivision Control Ordinance. however, he offered several suggestions with respect to. the ordinance, to be considered at a later date. Mrs. R.S.Pickens, Chairman of the Loudoun. County Planning Com- mission, also spoke in behalf of the ordinance. Mr. Horace M. Hallett, County Sanitation Officer, referred to several corrections, which were embodied in the ordinance. Miss Carol Cornwell, County Zoning.Administrator, was also present and participated in the discussion. ' August 9, 1948 At a regular meeting of the Mayor and Town Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Monday, August 9, 1948 at 7:40 o(clock P.M. , there were present: Maurice R. Lowenbach, or. Mayor, George E. Ward, Hecorder, .C.W.Fiske, E.H.James, J.L.Mclntosh, J.L.Oliver and Thelma J . Smoot, Councilmen. The minutes of the last meetings were. read and upon motion of C.W.Fiske, ,seconded by J.L.Oliver and unanimously carried, they were approved as read. The Auditor-Treasurer read his monthly report for the month of July, 1948, and presented the current bills and upon motion of C.W. Fiske, seconded by J.L.Mclntosh and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the Auditor-Treasurer be, and he is hereby authorized and directed to pay the following bills: Virginia Electric & Power Co. . _ Mayor' s Office & r'ire House $ 1.80 General Pumping - - - - - 39.12 Harrison Pumping - 7.53 Disposal Plant - .30 Street Lighting - 158.13 Whiteway Lighting 16.40 $223.28 ST C & P Telephone Co. of Va. - .25 Gill tiros . On motion of C.w.Fiske, seconded by J.L.Oliver and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that xoscoe B. Rhoads, Auditor-Treasurer, and-Raymond L. Hough, Pumping Station Operator, be given the choice of taking a vacation, or pay at the regular rate, in lieu thereof; andtthqt Acting Sergeant James A. Thompson and Policemen F.L.Huber and Jack C. Vonberg be granted a 10-day vacation, or pay at the reg- ular rate, in lieu thereof. • On motion of J.L.Oliver, seconded by Thelma J. Smoot, and unanimously carried, an Ordinance was enacted providing for the creation of a Planning Commission for the Town of Leesburg. A copy of this ordinance may be found din the current ordinance book. In accordance with the ordinance providing for a Planning Com- mission, the Mayor announced the following as members of the Planning Commission; • Francis L. Patton, Chairman (temporary) , A. S. Jenkins Mrs. Margaret 0. Frye . . E. B. White • Matthew Pulliam. • On motion of C.W.Fiske, seconded by E.H.James and unanimously - carried, an Ordinance entitled, "Subdivision Control Ordinance for the Town of Leesburg" was enacted. A copy of this ordinance may be foufd in the current ordinance book. • • .Un motion of.C.W.r'iske, seconded by Thelma J . Smoot and unani- mously carried, the following resolution was adopted: - . . RESOLVED, by the Council of the Town of Leesburg, in Virginia, that thnaks of the body be extended to Mrs. R.S.Pickens, ,Chairman of the Loudoun County Planning Commission and Miss Carol Cornwell, County Zoning Administrator, for their valuable assistance in drafting the Subdivision Control Ordinance which--was enacted August .9, 1948, for the Town of Leesburg. . BE IT FURTHER RESOLVED, that copies of this res®lution be for- warded to Mrs. Pickens and Miss Cornwell.
