Lowenbach, Or. Mayor, ueorge E. Ward, necorder, C .W.Fiske, E.H.James, J.L.Mclntosh, J.L.Oliver and Thelma J. Smoot, Councilmen. The. purpose of the meeting was to consider and award, if satis- factory, contract for resurfacing Town Parking Lot. Tae following bids having been opened at 11:00 A .M. in accord- ' ance with published notice, were read to .Council by Warren C . Perroiv, Consulting Engineer: • Bowerman Bros. , Berryville, va.- - - -$12,401.58 Black Top Roads Co, Washington, D.C. $10,367.50 J. S. McCandless, Middleburg, Va. $ 9,347.50 Mr. Perrow explained to Council the variances if the several bids submitted. On motion of J.L.Oliver, seconded by C.W.Fiske and unanimously .. carried, all bids presented were declared rejected, and the engineer instructed to advertise for new bids, the sane to be opened at the office of the Auditor-Treasurer at 12 noon, September 10, 1948. C.W.Fiske, seconded by E.H.James and unanimously carried, they were approved as read. The Mayor announced the resignation of A.S.Jenkins as a member of the Planning Commission for the Town of Leesburg and that he had appojinted H. I . Tiffany to fill the vacancy. The Auditor-Treasurer read his monthly report for the month of August , 1948, and presented the current bills and upon motion of J.L. McIntosh, seconded by C.W.Fiske and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the Auditor-Treasurer be , and he is hereby authorized and . Titus, member of Council, and submit to council at their next meeting. 'The Mayor appointed C . W. Fiske and E. H. James as members of the committee. On motion of J.L.Mclntosh, seconded by J.L.Oliver and unanimously carried the following resolution was adopted: WHERF.AS,the Sinclair nefining Company, , located on route 15, in tine Southern suburbs of Leesburg, has this date filed with Town Council a- written application to connect. with the Town sewer, properly • executed according to a twon ordinance governing non-residents; THEREFORE, BE IT RESOLVED, that the said Sinclair Refining Com- pany be and they are hereby granted permission to connect with the Town sewer. The Mayor read to Council the regular monthly report of the Police Department as submitted by Acting Town sergeant, F.L.Huber. • On motion of C.W.Fiske, seconded by E.H.James and carried by a 4 to 1 vote, Mrs . Smooting voting against, the following resolution was adopted: BE IT RESOLVED, by the, Council of the Town of Leesburg, in Vir- ginia, that Officer F.L.Huber be and he is hereby elected and appointed Acting, Sergeant of Police at an annual salary of $2160.00, effective as of September 1, 1948, said salary to be payable monthly, or semi- monthly, as preferred. • On motion of. C.W.Fiske, seconded by J.L.Mclntosh and carried by a 4 to 1 vote, Mrs. Smoot voting against, the following resolution s - " - was adopted : • • • BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the salary of Officer Jack C . VonBerg be increased from $1920.00 per year to $1980.00 per year. . On motion of C.W.Fiske, seconded by J.L.Oliver and carried by a 4 to 1 vote, Mrs. Smoot voting against, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia , that the Mayor and Police Committee be given the authority to appoint an additional Police Officer at an annual salary of $1920.00. On motion of C.W.Fiske , 'seconded by J.L.Mclntosh and carried by a 4 to 1 vote, mrs . Smoot not voting, the following resolution was adopted: • BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that Acting Sergeant F.L.Huber, be- and .he is hereby granted the sum of $20.00 per month for the use of his personal automobile while on official police duty for the Town of Leesburg, in Virginia . On motion of E.H.James, seconded by C .W.Fiske, and unanimously carried, the following resolution was adopted: • • BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir • - ginia, that -the Auditor-Treasurer be and he is hereby authorized and directed to pay to each Official and each Councilman attending the Convention of the League of Virginia Municipalities, the sum of $35.00. • '4' 6 Bids having been called for the resurfacing of the Than Parking Lot and opened at 12 noon on September 10, 1948 in accordance with published notice, and after full discussion by Council it was decided! to use the 2-course paving with low curb. The following three bids for this type of improvement were then read and explained to Council: Blacktop. Rhads Co. , v!ashington, D.C . -$9,639.05 ' ' Bowerman Bros . , Berryville, Va. 8)775.31 Altizer & Wilson, Purcellville, Va. - - - - - -- 8,148.30 On motion of C .W.Fiske, seconded by E.H.James and unanimously carried, the following resolution was adopted: BE ITVRESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the contract for paving the Town Parking Lot with 2-course paving, with low curb, be awarded to Bowerman Brothers, Berryville, Va. , at a bid of. $8, 795.31. There being no further business , on motion duly made, sefonded and carried, the Council adjourned. Approved: Ail Recorder. % elt Ma or. Regular October 11, 1948 At a regular meeting of the Mayor and Town Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Monday, Oct- ober 11, 1948 at 7:30 o' clock P.M. there were present: Maurice R. Lowa- bach, Jr. Mayor, ueorge E. Ward, xecorder, C .W.Fiske, E.H.James, J.L. McIntosh, J.L. Oliver and Thelma J. Smoot, Councilmen. The minutes of the last meeting were read and upon motion of ' J.L.Oliver , seconded by C .W.Fiske and unanimously carried, they were approved as read. _ The Auditor-Treasurer read his monthly report for the month of September, 1948, his Quarterly report for the quarter ending Septem- ber 30, 1948 and upon motion of E.H.James, seconded by C .W.Fiske and • unanimously carried the following resolution was adopted: • WHEREAS, the Auditor-Treasurer has this day presented to the Council of the Town of Leesburg, in Virginia, a quarterly statement of all receipts and an analysis of all disbursements for the months of July, August and September, 1948; NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the said quarterly report of the Auditor- Treasurer be and it is hereby approved and accepted by said Council; • BE IT FURTHER RESOLVED, by the Council that the Auditor-Treas- urer be and he is hereby authorized and instructed to have a copy of the said quarterly report published once in a newspaper, published in said town and also post a copy of said report in front -of the Court House in the said town. . The Auditor-Treasurer presented the current bills and upon motion of C .W.Fiske, seconded by J.L.Oliver and unanimously carried the following resolution was adopted: BE IT RESOLVED, .by the Council of the Town of Leesburg, in Vir- ginia, that the Auditor-Treasurer be, and he is hereby authorized - and directed to pay the following bills: • Virginia Electric & Power Co . • Mayor ' s Office & Fire House $ 2.20 ueneral Pumping 44.38 Harrison Pumping - 8.75 ' `„ Disposal Plant .36 • Whiteway Lighting - 20.660 Street Lighting - 158. 11 $234.62 ST.• C & P Telephone Co.
