The following three bids for this type of improvement were then read and explained to Council: a Blacktop. Rhads Co. , w ashington, D.C . $9,639.05. Bowerman Bros . , Berryville, Va. - 8,75.31 . ' Altizer & Wilson, Purcellville, Va. - - - - - -- 8,148.30 On motion of C .w.Fiske, seconded by E.H.James and unanimously carried, the following resolution was adopted: BE ITS/RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the contract for paving the Town Parking Lot with 2-course paving, with low curb, be awarded to Bowerman Brothers, Berryville, Va. , at a bid of. Regular October 11, 1948 At a regular meeting of the Mayor and Town Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Monday, Oct- ober 11, 1948 at 7: 30 o' clock P.M. there were present: Maurice R. Lown- bach, Jr. Mayor, ueorge E. Ward, necorder, C .W.Fiske, E.H.James, J.L. McIntosh, J .L. Oliver and Thelma J. Smoot, Councilmen. • ' The minutes of the last meeting were read and upon motion of J.L.Oliver , seconded by C .W.Fiske and unanimously carried, they were approved as read. • The Auditor-Measurer read his monthly report for the month of September, 1948, his Quarterly report for the quarter ending Septem- ber 30, 1948 and upon motion of E.H.James, seconded by C .W.Fiske and unanimously carried the following resolution was adopted: WHEREAS, the Auditor-Treasurer has this day presented to the Council of the Town of Leesburg, in Virginia, a quarterly statement of all receipts and an analysis of all disbursements for the months of July, August and September, 1948; NM, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the said quarterly report of the Auditor- - Treasurer be and it is hereby approved and accepted by said Council; BE IT FURTHER RESOLVED, by the Council that -the Auditor-Treas- urer be and he is hereby authorized and instructed to have a copy of the said quarterly report published once in a newspaper, published in said town and also post a copy of said report in front -of the Court House in the said town. . Patton, Attorney-at-Law, appeared before Council representing Mr. Gordon warner, and asked that the Town en- force a town ordinance prohibiting out-of-town trucks from coming into the town and peddling coal without a town license. Upon motion of J.L.Oliver, seconded by C .W.Fiske and unanimously carried, Council agreed to take the matter up with the Town Attroney. Mr. C . F. McDavid, of Neer & Cooley' s Garage, appeared before • Council and requested that the 18-inch retaining wall, separating the Municipal Parking Lot and the property of the J.D.Lambert Estate, be not built more than six (6) inches high so as to afford the said Neer & Cooley Garage ingress and egress to said property. Upon motion of C .W.Fiske, seconded by E.H.James and unanimously carried, the matter was tabled. Dr. Charles G. Souder, Town Health Officer, appeared before Council and requested that Council take immediate steps to enforce the Ordinance requiring connection to the town sewer system. Upon motion of C .W-.Fiske , seconded by Thelma J. Smoot and unanimously carried, Council voted approval of Dr. Souder ' s request and re- ferred the matter to the Sanitation and Sewer Committee for en- forcement with instructions to be as lenient as possible with those where enforcement would work an undue hardship. • The Manor read to council the regular monthly report of the Police Department as submitted by Acting Tarn Sergeant, F.L.Huber. On motion of C .?i.Fiske , seconded by E.H.James and unanimously carried, the following Resolutions of respect were adopted: • "Resolutions on the death of Louis T. Titus, member of the Council for the Town of Leesburg, in Virginia" . • WHEREAS, the Mayor and members of the Council of the Town of Leesburg, in Virginia, were deeply distressed at the death on the 5th day of September, 1948, of Louis T. Titus, meffiber of the Council of the Town of Leesburg, in Virginia; and WH WAS, Mr. Titus, a lifelong resident, served the Town as Recorder from the 1st day of September, 1937, until he entered into_' -S; - the military services of his country in World War II; and WHEREAS, on returning to civilian life,- Mr. Titus was elected as a member of the Council of this Town for the term beginning Sept- ember, - l947; and 11 WHEREAS, in his official duties with the Town, the chief am- bition of Mr. Titus, evidenced by his voiced sentiments and shown by his recorded votes, Was to give the people a good, sound, eco- nomical and progressive Town government; and WHLaEAS, in the death of Mr. Titus , the citizens - of the Town have lost a valuable servant, and his colleagues in the Town Council have lost a wise counsellor, a genial companion, and a faithful friend. NOWT THEREFORE, BE IT RESOLVED, that the Mayorand the members of the Council of the Tarn of Leesburg, in Virginia , hereby express their sorrow at the death of Louis T. Titus , and extend their sin- cere sympathy to his family in their bereavement ; and 4. 67 BE IT FURTHER RESOLVED, that the Recorder of the Town of Lees- burg, in Virginia, is directed to send a suitable copy of this reso- lution to the members of Mr. Titus ' family and a copy be spread upon the. minutes of the Council and that a copy be published in the local newspapers." ‘-Leesburg Town Council. Smoot and unanimously carried, the following Ordinance was enacted: BE IT ORDAINED, by the Council of the Town of Leesburg, in Virginia, that Francis L. Patton be, •and he is hereby appointed a member of Town Council for the Town of Leesburg, in Virginia, to fill the unexpired term of the late Louis T. Titus. Recorder3uvorge E. Ward, presented to Council a detailed re- port of the 4-21-Ch annual convention of the League of Virginia Munici- palities held at Old Point Comfort, Va. on beptember 19, 20, 21, 1948 which Mayor Lowenbach, Auditor-Treasurer Rhoads , Councilwoman Smoot and -Recorder ward attended as delegates from the Town of Leesburg. There being no further business, on motion duly made, seconded • . and carried, the Council adjourned.
