BE IT FURTHER RESOLVED, that the Recorder of the Town of Lees-

burg, in Virginia, is directed to send a suitable copy of this reso-
lution to the members of Mr. Titus ' family and a copy be spread
upon the,minutes of the Council and that a copy be published in the
local newspapers."
Leesburg Town Council.
On motion of E. H. James, seconded by Thelma J. Smoot and
unanimously carried, the following Ordinance was enacted:
BE IT ORDAINED, by the Council of the Town of Leesburg, in
Virginia, that Francis L. Patton be, .and he is hereby appointed a
member of Town Council for the Town of Leesburg, in Virginia, to
fill the unexpired term of the late Louis T. Titus.
Recorder umorge E. Ward, presented to Council a detailed re-
port of the Oleen annual convention of the League of Virginia Munici-
palities held at 0ld Point Comfort, Va . on September 19, 20, 21, 1948
which mayor Lowenbach, Auditor-Treasurer Rhoads, Councilwoman Smoot
and necorder ward attended as delegates from the Tavn of Leesburg.

At a regular meeting of the Mayor and Town Council of the Town
of Leesburg, in Virginia, held in the Council Chamber on Monday, Nov-
ember 8, 1948 at 7:30 o' clock P.M. there were present: Maurice R. Low •

_ enbach, Jr. , ueorge E. ward, necorder, C .W.Fiske, E.H.James, J.L.Mc-
Intosh, J .L.Oliver, Francis L. Patton and Thelma J. Smoot, Councilmen.
The minutes of the last meeting were read and upon motion of .
C.W.Fiske, seconded by J.L.Mclntosh and unanimously carried, they were
approved- as read.
The Auditor-Treasurer read his monthly report for the month of
October, 1948, and presented the current bills and upon motion of E.H.
James, seconded by C.W.Fiske and unanimously carried, the following
resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir-
ginia , that the Auditor-Treasurer be, and he is hereby authorized and
directed to pay the following bills :

The Mayor read to Council a letter from Mrs. Margaret F. Titu ,
thanking the council for the resolutions of `respect to her late
husband councilman Louis T. Titus, adopted by Council at their meet-
ing on October 11,- 1948, a copy of which was sent to her, and also
published in the local newspapers during the week of October 11, 1948.
The Mayor read to Council the regular monthly report of the
Police Department as submitted by Acting Town Sergeant, F.L.Huber .
The Mayor read to Council a- letter from Lor. Warren C . Perrow,
Consulting Engineer, advising him of the completion of plans and his
report for the proper grade levels , sidewalk, turn and gutter. On
motion of Francis L. Patton, seconded by Thelma J. Smoot and unani-
mously carried, Council directed that a Special meeting be called for
Monday, November 15, 1948 at 7:30 o' clock P.M. atw which time Mr.
Perrow would be present to make his report and discuss the plans with
Council. At the same time the matter of laying a concrete sidewalk from
the Town Parking Lot to the corner of Loudoun and Eirt Streets would
be discussed and acted upon at this Special meeting.
=A letter of thanks to Ivr. William J. Cox for his interest
and work in overseeing the work of resurfacing the Town Parking
Lot was ordered written.
On motion of C.W.Fiske, seconded by E.H.James, and carried
by a 5 to 0 vote, Mrs. Smoot not voting, the following resolution
was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg,
in Virginia, that the salary of Roscoe B. Rhoads,, Auditor-Treasurer
• bg increased from $2800 .00 to $3000.00 per year and that the sal-
ary of Raymond L. Hough, Superintendent of the water and Sewer
Departments, be increased from $2100.00 to $2200.00 per year, ef-
fective as of November 1, 1948.
On motion of Francis L. Patton, seconded by C .W.Fiske and
unanimously carried, the following re'solution was adopted:
BE IT RESOLVED, by the Cpuncil of the Town of Leesburg, in
Virginia, that the Mayor write letters to those persons whom the
the Sewer Committee have checked and found to be not connected
with the sewer--giving those persons 30 days to contact their
local plumber and 90 days thereafter to make the connections to
the town sewer.
