HomeMy Public PortalAbout1948_12_13 . 469 Special November 15, 1948 At a Special meeting of the Mayor and Town Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Mon- day, November 15 , 1948 at 7: 30 o ' clock P.M. there were present: Maurice R. Lowenbach, ar. Mayor, George E. Ward, Recorder, C .W.Fiske, E.H. James, J .L.Mclntosh, J.L.Oliver, Francis L. Patton and Thelma J. Smoot, Councilmen% • The purpose of the meeting was to receive and discuss with Mr. Warren C . Perrow, Consulting Engineer, plans and report of grade ' • levels, sidewalk, curb and gutter construction and such other busi- ness as may come before the meeting. . Mr . Perrow presented his report and plans which were thor- oughly discussed by Council, the final disposition of which will be considered at a later date . . On motion of Francis L. Patton, seconded by Thelma J. Smoot and unanimoisly carried, the following resolution was adopted: ' BE IT RESOLVED, by the Council of the Tarn of Leesburg, in Virginia,• that a call for bids be issued for the construction of con- crete sidewalk, curb and gutter on the East side of South Wirt street, from the parking lot to Loudoun street and also for a concrete side- walk in front of the property of Erlene R. Fox on East Market street. • - On motion of J.L.Mclntosh, seconded by C .W.Fiske and unani- mously carried, the following resolution was adopted: • • BE IT RESOLVED, by the Cpuncil of the Town of Leesburg, in Virginia,- that the Auditor-Treasurer be and he is hereby authorized and directed to pay the members of the Leesburg Volunteer Fire De- partment atthe rate of $20 .00 per annum for the year ending December 31, 1948,. • BE IT FURTHER RESOLVhfl, that the Auditor-Treasurer is here- ' by authorized and directed to deduct any taxes, water rents or other levies from the amount due each Fireman should he owe any such taxes, water rents or other levies. • On motion of C .W.Fiske, seconded by E.H.James and unani- mously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia ,• that the Auditor-Treasurer be and he is hereby aubthorized instructed and directed to refund Mr. Claude Honicon the sum of $107.81 for the construction of 861 souare yds .of sidewalk, andbcurb at 326-30 North King street. Regular December 13 , 1948 II - At a regular meeting of the Mayor and Town Council of the Town of Leesburg, in•Virginia, held in the Council Chamber on Monday, uec- ember 13, 1948 at 7: 30 o ' clock P.M. there were present: Maurice R. Low- _ enbach, Jr. Mayor, George E. Ward, necorder, C .W.Fiske,E.H.James, Jas. L. McIntosh, J.L.Oliver, Francis L. Patton and Thelma J. Smoot, Coun- cilmen. The minutes of the last meeting were read and upon motion of C.W.Fiske, seconded by J.L.Oliver and unanimously carried they were approved as read. The Auditor-Treasurer read his monthly report for the month of November, 1948, and presented the current bills and upon motion of 470 C . W. Fiske, seconded by E. H. James and unanimously carried the follow- ing resolution was adopted: • BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the Auditor-Treasurer be, and he is hereby authorized and di- rected to pay the following bills: Virginia Electric & Power Co. Noyes motor Co. 63.35 County of Loudoun 232.80 Lyle Signs, Inc. - 338.48. $1936.55 The report of the Auditor of Public Accounts covering the re- ceipts and disbursements for the fiscal year, ending June 30, 1948, was distributed to Council. The Mayor read to Council the regular monthly report of the Police Department as submitted by Acting Town Sergeant, F.L.Huber. A general discussion was had by Council concerning complaints of unnecessary noises at the entrance to Jack' s Bowling Alleys at a late hour of night, and the use of firecrackers on the streets. No action was taken. On motion of Thelma J. Smoot, seconded by C.W.Fiske and unani- mously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the Auditor-Treasurer be,t and he is hereby authorized, in- structed and directed to have one (1) electric light placed on the Hos- pital Drive, within the corporate limits of the town, all costs incidental to installation of said light to be borne by the Loudoun Hospital; Inc. On motion of Francis L. Patton, seconded by C .W.Fiske and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the plans and specifications of street' gtade levels, . etc. , as prepared and presented by Mr. warren C . rerrow, Consulting Engineer, be accepted, and that the Town Council does hereby formally adopt said grade levels as standard. BE IT FURTHER RESOLVED, that the Town Attorney- be Instructed to prepare an ordinance covering the establishment of these grades as street levels, with the compliance of the citizens to these levels as mandatory. 471 There being no further business, on motion duly made, seconded and unanimously carried, the Council- adjourned. II Regular January 10, 1949 At a regular meeting of the Mayor and Town Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Monday, January 10, 1949 at 7:30 o'clock P .M. there were present: Maurice R. Lowenbach,Jr mayor, C .W.Fiske, E.H.James, J.L.Mclntosh, J.L.Oliver, i'rancis L. Patton and Thelma J. Smoot, Councilmen. On motion duly made, seconded and. unanimously carried, J. L. McIntosh was elected Hecorder pro-tern. . The minutes of the last meeting were read and upon motion .of C .W.Fiske, seconded by J.L.Oliver and unanimously carried they were approved as read. The Auditor-treasurer read his monthly report for the month of December, 1948, his quarterly report for the quarter ending December - 31, 1948 and his annual statement for the calendar year ending December 31, 1948, and upon motion of Thelma J. Smoot, seconded by rrancis L. Patton and unanimously carried, the following resolution was adopted: WHEREAS, the Auditor-Treasurer has this day presented to the Council of the Town of Leesburg, in Virginia, a quarterly statement of II all receipts and an analysis of all disbursements for the months of Oct- ober, November and December, 1948; NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the said quarterly report of the Auditor- Treasurer be and it is hereby approved and accepted by said Council; • BE IT FURTHER RESOLVED, by the said Council that the Auditor- ' Treasurer be and he is hereby authorized and directed to have a copy of the said quarterly report published once in a newspaper, published in said town and also post a copy of the said report in front of the Court House in the said twon. On motion of E.H.James, seconded by C .W.Fiske and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills : Virginia Electric & Power Co.
