IIRegular January 10, 1949 At a regular meeting of the Mayor and Town Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Monday, January 10, 1949 at 7:30 o'clock P .M. there were present: Maurice R. Lowenbach,Jr Mayor, C .W.Fiske, E.H.James, J.L.Mclntosh, J.L.Oliver, rrancis L. Patton and 'Telma J. Smoot, Councilmen. On motion duly made, seconded and. unanimously carried, J. L. McIntosh was elected Recorder pro-tern. The minutes of the last meeting were read and upon motion .of C .W.Fiske, seconded by J.L.Oiiv.er and unanimously carried they were approved as read. The Auditor- reasurer read his monthly report for the month of December, 1948, his quarterly report for the quarter ending Lecember 31, 1948 and his annual statement for the calendar year ending Lecember 31, 1948, and upon motion of Thelma J. Smoot, seconded by rrancis L. Patton and unanimously carried, the following resolution was adopted: WHEREAS, the Auditor-Treasurer has this day presented to the Council of the Town of Leesburg, in Virginia, a quarterly statement of IIall receipts and an analysis of all disbursements for the months of Oct- ober, November and December, 1948; NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the said quarterly report of the Auditor- Treasurer be and it is hereby approved and accepted by said Council; BE IT FURTHER RESOLVED, by the said Council that the Auditor- ' Treasurer be and he is hereby authorized and directed to have a copy of the said quarterly report published once in a newspaper, published in said town and also post a copy of the said report in front of the Court House in the said twon. On motion of E.H.James, seconded by C .W.Fiske _and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills : Virginia. Rodrick, Dist. - 54.82 • Leesburg Ice & Fuel Co. - 16.12 va.-Carolina Chemical Corp. - 13.88 Old Dominion Appliance Co. - .3.90 Noyes Motor Co . 10.20 Neptune meter Co. 86.45 County of Loudoun - 41.47 $4023.21 On motion of C .W.Fiske, seconded by E.H.James and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer be and he is hereby authorized instructed and directed to refund Robert Wiley, the sum of $49.58 for the construction of 39-2/3 square yards of sidewalk and curb at 111-113 West Royal street. The Mayor read to.Council the names of all Officers and all members of the Leesburg Volunteer Fire Department for the year 1949 which he stated had been handed him by the Fire Department. The Mayor also read to Council the regular monthly report of the Police Department as submitted by Acting Town Sergeant, F.L.Huber. On. motion of C .W.Fiske, seconded by J.L.Oliver and unanimously carried, the following resolution was adopted: ' V mar S, the Council of the Town of Leesburg, in Virginia, is of the opinion that the town is in the need of postal delivery service and that the United States rostoffice Department should be requested to furnish postal delivery service in the twon provided it is entitled to the same under the regulations of said department; and WHEREAS, the Council is of the opinion that the United States Postoffice Department should be requested -to investigate the matter of free delivery postal service within the town to see if the twon is entitled to the same and if it is to furnish the same as soon as convenient: NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg, it} Virginia, that the United States Postoffice Depart- ment be, and it hereby is, requested to investigate to see if the Town of- Leesburg is entitled to free postal delivery service, and if it is) to furnish the same when it is possible to do so; and BE IT FURTHER RESOLVED, that the Recorder send a certified copy of this resolution to the Postmaster Ueneral of the United • States and also a certified copy to W .G.Whitmore, postmaster, Leesburg, Virginia . • Mayor. The matter of providing additional traffic control at the corner of King and market streets during fires which would necessitate fire trucks passing through that inersection was brought to the attention of Council by Councilman Smoot and after some discussion CouncilmanFiske of the Fire Committee, was designated to discuss the matter—further with the Fire gepartment . Councilman Patton of the Sanitation and Sewer Committee re- ported ..mss. that in response to letters recently sent out by Mayor Lowen- back', that 'steps are being made to connect with sewer system.
