Regular February 14, 1949 At a regular meeting of the Mayor and Town Council of the Town of Leesburg, in Virginia , held in the Council Chamber on Monday, February 14, 1949 at 7: 30 o' clock P .M. there were present : Maurice R. Lowenbach, Jr. Mayor, ueorge E. ward, necorder, C .W.Fiske, E.H.James, James L.Mclntosh, Joseph L. Oliver and Thelma J . Smoot , Councilmen. The minutes of the last meeting were read and upon motion of C .W.Fiske , seconded by E.H.James and unanimousoy carried they were approved as read. The Auditor-Treasurer read his monthly report for the month of January, 1949 and presented the current bills and. upon motion of J.L.Mclntosh, seconded by J.L.Oliver and unanimously carried the fol- lowing resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the Auditor-Treasurer be, and he is hereby authorized and directed to pay the following bills : • Virginia Electric & Power Co. (Audit) 164.28 • Noyes Motor Co. __1142 $717.69 The Mayor read to Council the regular monthly report of the Police Department as submitted by Acting Town Sergeant , F.L.Huber. • The Mayor read to" Council a letter from the U.S.Postoffice Department acknowledging receipt of resolution adopted by council January 10, 1949 and stating that a survey would be made on the • possibility of postal delivery service in Leesburg. Councilman Fiske of the Fire Committee reported that he had talked with the Fire 'department relative to having someone on duty at the intersection of King and market streets when fire trucks are passing through in case of fires. The Fire Department would have some- one on duty at the corner of Loudoun and King streets and the Town would assume respmnsibility at King & Market streets . ° e. On motion of C .W.Fiske, seconded by E.H.James and unanimously .i;+y:.= carried, the Auditor-Treasurer was authorized and directed to have ' two (2) temporary "No Parking" signs placed on East market street in front of•the VEPCO building and the driveway to the Postoffice. vn motion of C .W.Fiske, seconded by Thelma J . Smoot and unani- - mously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that -the Auditor=Treasurer be and he is hereby authorized 474 • instructed and directed to have the roof of. the reservoir at the Town Pumping Station repaired, and/or replaced at the earliest conveniences. A committee from the American region, with ueorge Hammerly and E.B .White as spokemen and a committee fron the Boy Scouts appeared be- council arra asked that council grant them free use of the 'town Hall Auditorium as a meeting place for the American Legion and Boy Scouts ; the Legion agreeing t'o clean up and paint the room, provdAng the Town would repair the roof and ceiling. After much discussion, the matter was referred to the BuildingLCBttittee,tand :r.eport at the next meeting of council. March 14, 1949 At a regular meeting of the Mayor and Town Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Monday, March 14, 1949. at 7: 30 o'clock P.M. there were present: Maurice R. Lowenbach, Jr. Mayor, C .W.Fiske, E.H.James, J.L.Mclntosb , J.L.Oliver, Francis L. Patton and Thelma J. Smoot, Councilmen. In the absense of Recorder "eorge F. Ward, councilman J .L.Mclntosh was elected to serve as Recorder rro-tem. . The minutes of the last meeting were read and upon motion duly made, seconded and unanimously carried, they were approved as read. On motion of C .w.Fiske, seconded by J .L.Oliver and voted favor- ably upon by Councilman Fiske , Oliver and Patton; opposed by Coun- cilman James, McIntosh and Smoot; Mayor Lowenbach acting as tie- breaker,. voted for the following resolution which was adopted: BE. IT RESOLVED, by the Council of the Town of Leesburg, in Virginia., that Parking Meters be placed in the four business blocks of the Town, between Loudoun and Cornwall Streets on King Street and betwwen Church and Wirt Streets, on Market Street, for a trial period of six months from installation. On motion of Mrs . Thelma Smoot, seconded by C .:i.Fi ske and unanimously carried it was ordered that the shrubbery to be planted in the beds of the Municipal rarking Lot be purchased from Mr, ur.egg at. Hill Top wardens, Purcellville, Va . On motion of Francis L. Patton, seconded by Lirs . Thelma J. Smoot and uanimously carried, a vote of thanks was extended to the Leesburg Darden Club for their assistance in planning the planting the beds at the Municipal Parking Lot .
