Smoot not voting, the Town agreed to pay one year 's membership dues for Acting Town Sergeant F.L.Huber in the State Police Chiefs Association at $10.00 per year. The Mayor read to Council the regular monthly report of the Police Leartment as submitted by Acting TaNn Sergeant, F.L.Huber. Councilman Fiske reported to Council having conferred with the Postal inspector relative to postal delivery service in Leesburg. The possibility of bringing Natural Uas to Leesburg was brought to the attention of Council and after some discussion, the mayor appointed Councilmen Patton and James to investigate the matter further. The Committeefrom the American Legion again appeared before coucil relative to exclusive use of the Town hall Auditorium. Fol- lowing a lenghty discussion, Mayor Lowenbach appointed Councilman Patton to serve temporarily with the Buildiiig._Cotmittee to prepare a formal proposal for consideration of council: There being no further business, on motion duly made, seconded and carried, the council adjourned. Regular April 11, 1949 • At a regular meeting of the Mayor and Town Council 'of the Town of Leesburg, in Virginia, held in the Council Chamber on Monday, April 11, 1949 at 7: 30 o'clock P.M. there were present: Maurice RL Lowenbach Jr. Mayor, ueorge E. ward, Recorder, C .W.Fiske, E.H.James, J.L.McIn- tosh, J.L.Oliver, Francis L. Patton and Mrs . Thelma J. Smoot,- Coun- cilmen. The minutes of the last meeting were read and upon objection of Mrs . Thelma J. Smoot the following corrections were made: In the fourth line of the last paragraph (re Committee from American Legion) end sentence,with_ word Committee; then strike out the remaining words of the paragraph,.."to prepare a formal proposal for consideration of council" . . UpOn motion of C .W.Fiske, yset'onded by E.H.James and unanimously carried, the minutes were then approved as corrected. The Auditor-Treasurer read his monthly report for the month of March, 1949 and his quarterly report for the quarter ending March 31, 1949 and upon motion of Mrs . Thelma J. Smoot, seconded by C .W.Fiske, and unanimously carried, the following resolution, was adopted: • WHEREAS, the Auditor-Treasurer has this day presented to the t: .• Council of the Town of Leesburg, in Virginia , a quarterly statement 'r.; of all receipts and an analysis of all disbursements for the months i,r:, January, February and March, 1949; NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the said quarterly report of the Auditor- 476 • Treasurer be and it is hereby approved and accepted by said Council; BE IT FURTHER RESOLVED, by the said Council that the Auditor- Treasurer be and he is hereby authorized and directed to hace a copy of the said quarterly report published once in a newspaper, published in said town and also post a copy of the said report in front of the Court House in said town. The Auditor-Treasurer presented the current bills and upon motion of E.H.James, seconded by C .W.Fiske aid unanimously carried the • following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the Auditor-Treasurer be, and he is hereby authorized and directed to pay the following bills: Virginia Electric & Power Co. Patton, seconded by E.H.James and unanimously carried the following resolution was adopted: - • WHEREAS, the Auditor-Treasurer has this day presented to the Council a budget showing the annual receipts and disbursements for the . fiscal year 1948 and the estimated receipts and disbursements . for the fiscal year beginning July 1, 1949 and ending June 30, 1950, NOW, THEREFORE, BE IT RESOLVED,, by the:•Council of the Town of 41 ( - Leesburg, in Virginia, that the Auditor-Treasurer be, and he is here- by authorized, instructed and directed to have the aforesaid budget published once in a newspaper published in said town. • BE IT FURTHER RESOLVED, by the Council of the Town of Lees- .burg, in Virginia, that there will be `a meeting of the said Council in the Council Chamber of the Town Hall Building, in the 'Town of Leesburg, in Virginia, at 8L00 o'clock P.M. on Monday, April 25, 1949 for the purpose of giving any citizen of the Town of Leesburg the right to appear before Council and state his views on the aforesaid budget. • - BE IT FURTHER RESOLVED, that due notice be published once in a newspaper, published in said town of Leesburg, of said meeting. The Mayor announced to Council the resigpation of Acting Town sergeant F.L.Huber, effective as of April 1, _1949 and read to Council the regular monthly report of the Police Department. On motion of C .W.Fiske, seconded by J.L.Mclritosh and unani- mously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- Virginia, that the resignation of Acting Town Sergeant F.L.Huber, ten- dered March 16, 1949, be accepted, as of March 31, 1949. 'Onmotion of J.L.Mclntosh, seconded 'by C .W.Fiske and unanimously carried, the following resolution was adopted: - • BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir=- ginia , that Officer Jack C. Vonierg be and he is hereby elected and appointed Acting Town sergeant of Police, at a monthly salary of $180.00, effeftive as of April 1, 1949 ; said salary to be payable monthly, or semi-monthly, as preferred. On motion of C .W.Fiske, seconded by E.H.James, and unanimously carried., the following resolution was adopted: BE IT RESOLVED, by the council of the Town of Leesburg, in Vir- ginia, that Mr. Samuel C . Bell be and he is hereby elected and appoint- ed Police Officer for the Town, at a monthly salary of $160.00, ef- fective as of April 1, 1949 ; said salary to be payable monthly, or semi-monthly, as preferred. , bnlmotion of J.L.Oliver, seconded by C.W.Fiske and unanimously carried, the-Auditor-Treasurer was authorized, instructed and directed to purchase trousers and caps for the three Police officers of the town. The matter of purchase of an auxiliary motor for No. 3 Pomona pump was discussed but no action taken. Francis L. Patton of the committee appointed by the Mayor on March 14, to investigate the possibility of bringing Natural Gas to . Leesburg, reported that todate he had been unable to gain any infor- mation on the matter. The Mayor announced that several Parking Meter Salesmen would meet with the street Committee in the Council Chamber on Wednewday, 13i' 1949 .at 7:30 o ' clock P.M. and that all members of Council were invited to be present . Patton of the Sanitation and Sewer Com- mittee reported that progress continued to be good with those propertie • not now connected with the twon sewer, ardnvhat they were being con- nected in compliance to letters sent out by the Mayor recently.
