Lowenbach, Jr. Mayor, George E. ward, Recorder and JamesfeL. lucIntosh, Councilman. C or. / Special April 27, 1949 At a Special meeting of the Mayor and Town Council of the Town of Leesburg, 'in Virginia, held in the Council Chamber on Wednesday, April 27, 1949 at 7:30 o'clock P.M. there were present: Maurice R. Lowenbach, Jr. Mayor, C.W.Fiske, E.H.James, J. L. McIntosh, J. L. Oliver, rerancis L. Patton and Mrs. Thelma J. Smoot , Councilmen. In the absense of Recorder George E. Wand, Councilman J. L. Mc- Intosh was elected to serve as Recorder Pro-tem. The Mayor stated that the purpose of the meeting was to decide upon and select the type of parking meter to be installed in the four business blocks of the town. - Mr. A. L. MacLean,• representing the M.H.Rhodes, Inc . appeared before council and demonstrated the Rhodemaster Meter. Repre- sentatives of the Mi-Co, Mille#, Dual, Karpark and Husky park- ing meters had previously appeared before the Street Committee • and members of council and demonstrated their respective parking meters. ' The Council then discussed the merits, etc . , of the respective • meters and upon motion of Francis L. Patton, seconded by C.W. Fiske and carried by a' 5 to 1 vote , (Mrs. Smoot voting against) it was decided to eliminate automatic parking meters. By common agreement of Council, it was decided to cast secret ballots for the type:-of:.parking'nmetersttocbe purchased. The result was as follays: Miller Meter, 3; Mi-Co Meter, 1, Rhodemaster, 2. On motion of J. L. Oliver, seconded by C.W.Fiske and carried • by a 5 to 1 vote , (Mrs. Smoot voting against) , the following • resolution was adopted: • • WHEREAS, the Duncan Meter Corporation has agreed to install one hundred (more or less) Miller Parking Meters in the four busi- ness blocks of the Town, between Loudoun and Cornwall Streets on King Street and between Church and Wirt Streets on Market Street, for a six months' trial period from installation, in accordance with resolution adopted by this Council, March 14, 1949, NOW, THEREFORE, BE IT RESOLVED, by the said Council of the ' Town of Leesburg, in Virginia, that Maurice R. Lowenbach, Jr. , Mayor, be, and he is hereby authorized, instructed and directed to sign the agreement with the said Duncan Meter Corporation for the said one hundred (more or less) Miller Parking Meters, that. George E. Ward, Recorder, be and he is hereby authorized, instructed and directed to attest the same and fix the Seal of the Town of Leesburg, in Virginia , to the said agreement and that Stilson H.• Hall, Town Attorney, be, and he is hereby authorized, instructed and directed to approve the said agreement. On motion of Francis L. Patton,. seconded by E.H.James and carried by •a 5 to 1 vote , Mrs. Smoot not voting, it was agreed thatt that the parking meters would function between the hours of 9 A.M. to . 6 P.M. on week days .
