,Special April 25, 1949
At a Special meeting of the Mayor and Town Couhcil of the Town
of Leesburg, in' Virginia, held in the Council Chamber on Monday, .April
April 25, 1949 at 8:00 o' clock P.M. there were present : Maurice R.
Lowenbach, Jr. Mayor, George E. Ward, necorder an JameseL. 'ncIntosh,
Councilman.
The purpose of the meeting was to allow any citizen of :the Town
of .l4eesburg to present their views on the proposed budget for the
fiscal year beginning July 1, 1949 and ending June 30, 1950.
There being no one present for the aforesaid purpose, the meet-
ing adjourned.

At a Special meeting of the Mayor and Town Council of the Town of
Leesburg, 'in Virginia, held in the Council Chamber on Wednesday,
April 27, 1949 at 7: 30 o' clock P.M. there were present: Maurice R.
Lowenbach, Jr. Mayor, C.W.Fiske, E.H.James, J. L. McIntosh, J. L.
Oliver, rrancis L. Patton and Mrs . Telma J. 'Smoot ,- Councilmen.
In the absense of Recorder George E. Ward, Councilman J. L. Mc-
Intosh was- elected to serve as Recorder Pro-tem.
The Mayor stated that the purpose of the meeting was to decide
upon and select the type of parking meter to be installed in the
four business blocks of the town.
Mr. A. L. MacLean,' representing the M.H.Rhodes, Inc . appeared
before council and demonstrated the Rhodemaster Meter. Repre-
sentatives
of the Mi-Co, Mille$, Dual, Karpark arra Husky park-
ing meters had previously appeared before the Street Committee
• and members of council and demonstrated their respective parking
meters. •

The Council then discussed the merits, etc . , of the respective
meters and upon motion of Francis L. Patton, seconded by C.W.
Fiske and carried by a' 5 to 1 vote , (Mrs. Smoot votinflgainst) it
was decided to eliminate automatic parking meters.
By common agreement of Council, it was decided to cast secret
ballots for the type: of:pafking cttersjtorbe purchased. The result
was as follows: Miller Meter, 3; Mi-Co Meter, 1, Rhodemaster, 2.
On motion of J. L. Oliver, seconded by C.W.Fiske and carried
by a 5 to 1 vote , (Mrs. Smoot voting against) , the following
resolution was adopted:
WHEREAS, the Duncan Meter Corporation has agreed to install
one hundred (more or less) Miller Parking Meters in the four busi-
ness blocks of the Town, between Loudoun and Cornwall Streets on
King Street and between Church and Wirt Streets on Market Street,
for a six months' trial period from installation, in accordance
with resolution adopted by this Council, March 14, 1949,
NOW, THEREFORE, BE IT RESOLVED, by the said Council of the
Tot of Leesburg, in Virginia, that Maurice R. Lowenbach, Jr. ,
Mayor; be, and he is hereby authorized, instructed and directed
to sign the agreement with the said Duncan Meter Corporation
for the said one hundred (more or less) Miller Parking Meters,
that„Ueorge E. Ward, Recorder, be and he is hereby authorized,
instructed and directed to attest the same and fix the Seal of
the Town of Leesburg, in Virginia , to the said agreement and that
Stilson H.' Hall, Town Attorney, be, and he is hereby authorized,
instructed and directed to approve the said agreement .
On motion of Francis L. Patton, seconded by E.H.James and
carried by 'a 5 to 1 vote , Mrs. Smoot not voting, it was agreed
thatt that the parking meters would function between the hours of
9 A.M. to 6 P.M. on week days .

On motion of E. H. James, seconded by C .W.Fiske and carried
by a 5 to 1 vote , Mrs. Smoot not voting, Mr. George H. Hardy was
_ appointed Superintendent and Collector of monies from the parking
meters..
There being no further business, on motion duly made, seconded
and carried, the council adjourned. -

At a regular meeting of the Mayor and Town Cofincil of the Town
of-Leesburg, in Virginia, held in the Council Chamber on Monday, May
9, 1949 at 7:45 o' clock P. M. , there were present: Maurice R. Lowen-
• bath, Jr. Mayor, George E. Ward, Recorder, J.L.Mclntosh, J .L.Oliver,
Francis L. Patton and Thelma J. Smoot, Councilmen.

The minutes of the last meetings were read and upon objection
of Councilman Smoot, the following correction was made: In the second
line of the last paragraph ` `rgTdppointment of George H. lAardy as
Collector of monies from Parking Meters) add "Patton not voting" .
Upon motion of Mrs . Thelam J. Smoot, seconded by -J.L.Oliver and unani-
carried, the minutes were then approved as corrected.
The Auditor-Treasurer read his monthly report for the month of
April, 1949, and presented the current bills and upon motion of J.L.
Oliver, seconded by J.L.Mclntosh and unanimously carried the following
resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir-
ginia, that the Auditor-Treasurer be, and he is hereby authorized
and directed to pay the following bills :
