Regular June 13 , 1949 .
At a regular meeting of the Mayor and Town Council of the Town
of Leesburg, in Virginia, held in the Council Chamber on Monday, June
13, 1949 at 7: 30 o'clock P.M. , there were present : Maurice R. Lowen-
bach, Or. mayor, ueorge E. ward, ,recorder, C .W.Fidke, J.L.Mclntosh,
E.H.James, J.L.Oliver, Francis L. Patton and Thelma J. Smoot, Councilmen.
The minutes of the last meeting were read and upon objection of
• Councilman McIntosh, the following correction was made:In the 5th .line
of paragraph 14, strike out the words "unanimously carried" and substi-
tute therefor, "and carried by a 3 to 1 vote , Patton voting against" .

(re-appropriation of $25.00 to League of Virg$tnia Municipalities for
its. investigation qnd opposition to C & P Telephone Co. of Va. appli-
cation for increase in rates)
The Auditor-'treasurer read his monthly report for the month of May,
1949, and presented the current bills and upon motion of C.W.Fiske,
seconded by J.L.Oliver and unanimously carried, the following resolution
was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia
that the Auditor-Treasurer be, and he is hereby authorized and directed

• Off} motion of Francis L. Patton, seconded by Thelma J. Smoot and
unanimously carried, the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in •Vir-
ginia, that the Auditor-Treasurer be, and he is hereby authorized and
directed to reimburse Mahlon Morris in the amount of •$3.00 for the
removal of a fallen tree on South King Street.
The Mayor read to Council the regular monthly report of the Police
Department as submitted by Acting 'Town Sergeant, Jack C . Vonnerg.
CouncilmanFPatton reported to council that he had contacted the
proper officials in charge of the natural Uas line coming through this
section and that he had been advised that no. connections or tie-ins
with the line would be made for at least one year.
On motion of Francis L. Patton, seconded by Thelma J. Smoot and
carried by a 4 to 2• vote, Oliver and James voting against, the matter
of selecting the proper type of fence to be erected at the South end
of the Municipal narking Lot, was referred to the Leesburg Garden Club.

On motion of Francis L. Patton, seconded by Thelma J. Smoot and
unanimously carried, the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia,
that Warren C. Perrow, Consulting Engineer, be and he is hereby authorized
instructed and directed .to. check the existing. Storm Water Sewer and to
submit an estimate of cost, to ascertain the capacity of. said sewer and
to make recommendations and prepare plans necessary for construction of
additional storm water sewers as may be necessary.
On motion of Francis L. Patton, seconded by J.L.Mclntosh and unani-
mously carried, the following resolution was adopted:
BE IT RESOLVED, _by the Council of the Town of Leesburg, in Vir- '
ginia, that the auditor-treasurer be, and he is hereby authorized,
instructed ani directed to pay to William Hamilton, Police Officer,
five cents (5c) per mile up to 300 miles per month, for use of his
automobile, in policing the town.
On motion of C.W.Fiske, seconded by J.L.Mclntosh and unanimously
carried,_ the matter of all-night parking of trucks on King titreet and
in residential areas, was ordered laid on the table until the mext
meeting of Council.
On motion of J.L.Mcintosh, seconded by C .W.Fiske and unanimously
carriedj- it was ordered that the chairs and benches now in use at the
Church of. the Nazarene be sold to said church for the sum of $1.00.

On motion of Thelma J. Smoot, seconded by C .W.Fiske and unanimously
carried, the Trash Committee was authorized -and directed to renew
negotiations and to sigh contract with Mr. Heed Johnson for the privi-
lege of dumping trash on his property.
There being no further business, on motion duly made, seconded
and carried, the council adjourned.

At a regular meeting of the Mayor and Town Council of the Town
of Leesburg, in Virginia, held in the Council Chamber on Monday, July
11, 1949 at 7:45 o'clock P.M. there were present: Maurice R. Lowen-
bach, Jr. mayor, E.H.James, J.L.McIntosh, Francis L. Patton, J. L.
Oliver and Thelma J. Smoot, Councilmen.
In the absense of ttecorder ueorge E. ward, Councilman J. L. Mc-
Intosh wad elected to serve as "ecorder pro-tem. •
The minutes of the last meeting were read and upon motion of
J. L. Oliver, seconded by E. H. James, they were unanimously approved
as read.
.The Auditor Treasurer read his monthly report for the month 'of
June, 1949, and his quarterly statement for the quarter ending June
301 1949 qnd upon motion of E. H. James, seconded by J. L. Oliver and
carried unanimously, the following resolution was adopted:
WHEREAS, the Auditor-Treasurer has this day presented to the
Council of the Tow of Leesburg, in Virginia, a quarterly statement of
all receipts and an analysis of all disbursements for the months of
April, May, June, 1949;
NOW, THEREFORE,, BE IT RESOLVED, by the Council of 'the Town of
Leesburg, in Virginia, that the said quarterly report of the Auditor-
Treasurer be and it is hereby approved and accepted by said Council;
BE IT FURTHER RESOLVED, by the Council that the Auditor-Treasurer
be and he -is hereby authorized and directed to have a copy of the said
quarterly report published once in a newspaper, published in said town
