/Regular August 8, 1949 •
At a .regular meeting of the mayor and Town Council of the Town
of Leesburg, in Virginia, held in the Council Chamber on Monday,
August 8, 1949 at 7: 30 o 'clock P.M. , there were present: Maurice R.
Lowenbach, .Or. mayor, ueorge E. ward, recorder, C .W.Fiske, E.H.James,
J. L. McIntosh, J. L. Oliver and Thelma J. Smoot, Councilmen. .
The minutes of the last meeting were read and upon motion of
C. W. Fiske, seconded by Thelma J. Smoot, and unanimously carried, •
they were approved as read.
The Auditor-Treasurer- read his monthly report for the month of
July, 1949, and presented the current bills and upon motion of C . W.
Fiske, seconded by J. L. McIntosh and unanimously carried the fol-
lowing resolution was adopted: .
BE IT RESOLVED, by the Council of the Town of Leesburg, in
Virginia, that the Auditor-Treasurer be, and he is hereby authorized •
and directed to pay the following bills :

On motion of J.L.Mcintosh, seconded by C .W.Fiske and unani-
mously carried, the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir-
ginia, that the Town of Leesburg turn over to the State highway
Secondary System one-quarter mile of streets, beginning at the corner
of Market and Ayre streets, thence ohe block North to West Cornwall
street and extending East on Cornwall street fora total distance of
one quarter mile .
On motion of Mrs, Thelma J. Smoot , seconded by C. W. Fiske and -

unanimously carried the Light Committee was directed to confer with
the proper officials of the Virginia Electric & rower Company, rel-
ative to the danger of falling wires, poles, etc . at the Softball
Field on the High School Athletic grounds.
On motion of C . W. Fiske, seconded by E. H. James, and unani-
mously_ carried, the following resoultation was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir -
ginia, that Roscoe B. Rhoads, Auditor-Treasurer, and Raymond L. Hough,
Pumping Station Operator, be given the choice of taking a vacation,
' or pay at the regular rate , in lieu thereof.

On motion of J. L. McIntosh, seconded by J . L. Oliver and unani-
mously carried, the following resolution was adopted:
. BE IT RESOLVED, by the Council of the Town Of Leesburg, in Vir-
ginia, that the Auditor- of Public Accounts be, and he is hereby re-
quested to make the necessary turnover, as of the close of business
August 31, 1949, to a newly appointed Auditor-Treasurer and that the
Town of Leesburg will pay the Commonwealth of Virginia for making
said turnover.
• On motion of Mrs. Thelma J. Smoot , seconded by C . W. Fiske and
unanimously carried, the Street Committee was directed to to contact
tree trimmers employed by the Virginia Electric & Power Company, rel-
. ative to inspection and trimming of any dangerous trees in the town.
On motion of J. L. McIntosh, seconded by C . VT. Fiske, and car-
ried by a 4 to 1 vote, Mrs . Smoot voting against, the Auditor-Treasurer
was authorized and directed. tp proceed to have erected a 4-foot wire
fence at the South end of the Municipal Parking Lot.
On motion of Mrs. Thelma J. Smoot, seconded by C . W. Fiske and
unanimously carried, it was ordered that notices be printed and mailed
to owners of vacant lots, requesting them to clean up their premises .
A letter from Warren C . Perrow, Consulting Engineer, relative to
I' the ,installation of a strom water drainage system in the Town of
' Leesburg at an approximate cost of $160,000 was read to Council. After
some discussion and on motion of C .W.Fiske seconded by Thelma J.
Smoot and unanimously carried it was agneedthat• Council meet with Mr.
Perrow at some future date and fully discuss the matter.
On motion of J.L.Oliver, seconded by C .W.Fiske and unanimously
carried, the following resolution was adopted:
4FTHEREAS, ueorge E. Ward, dr., C .A.English Cole and C .P.Conrad,
Judges of the Town Election held on June 14, 1949, have certified
that M. R. Lowenbsch, or. received' 346 votes for Mayor, James di
Zerega 105 votes far Mayor, Horace Hallett received 329 votei for
xecorder, C .W.Fiske received 329 votes for Councilmen, A.T.Elgin, Jr.
redeived 113 votes for Councilman , E.H.James received 198 votes for
Councilman Red Kline received 108 votes for CouncilmanLee Keyes
received 185 votes for Councilman, J.L.Oliver received 264 votes for
Councilman, F.L.Patton received 319 votes for Councilman, Frank Raflo
received 227 votes for Councilman, Morton Riddle,III, received 159
votes for Councilman, Thelma J. Smoot received 195 votes for Coun-
cilman, J.H.Turley received 15$ votes for Councilman, George E. Ward
received 154 votes for Councilman, Dick Houchins received� 1 vote for

CouncilmanW .J.Cox received 1 vote for Councilman, James -McIntosh
received 2 votes for Councilman, James di Zerega received 3. votes for
Councilman, Sue Whitmore received 1 vote for Councilman, Wase Cunning-
ham received 1 vote for Councilman, Bush Hall received 1 vote for
Councilman.
NOW, THEREFORE, BE IT_ RESOLVED, by the Council of the Town of
Leesburg, in Virginia , that the following persons be and they are
hereby declared to have been duly elected for the term beginning
September 1, 1949, and ending August 31, 1951: M.R.Lowenbach, Jr. ,
Mayor, Horace Hallett, Recorder, C .W.Fiske, E.H.James, J.L.Oliver,
Francis L. Patton, Frank Raflo and Thelma J . Smoot, Councilman.
There being no further business, on motion duly made, seconded
and carried, the Council adjourned.
