Special September 1, 1949
At a Special meeting of the Mayor and the Town Council of the Town of Lees-
burg, in Virginia, held'in the Councul Chamber on Thursday, September 1, 1949 at
7:30 o'clock P. M. , there were present Maurice R. Lowenbach Jr; Mayor, C. W. Fiske
J. L. Olver, Emerson H. James, Frances L. Patton, and Frank Raflo, Councilmen.
The Mayor administered the Oath of Office to the following: C. W. Fiske, J. L.
Oliver, Emerson H. James Frances L. Patton, and Frank Raflo Councilmen and Horace
M. Hallett Recorder. The Mayor then declared all to be duly qualified.
Upon motion of C. W. Fiske, seconded by Emerson H. James and unanimoulsy carr-
ied the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, •in Virginia, that
Stilson H. Hall be and he is hereby elected and appointed as Town Attorney for a
period of Two years beginning September 1, 1949 at an annual salary of $100.00 pay-
able semi-annually.
Upon motion of Frances L. Patton and seconded by Frank Raflo and unanimoulsy
carried the following resolution was adopted: '
BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that Roscoe
. B. Rhoads, be and he is hereby elected and appointed to the office of Auditor- Trea-
aurer for a period of two years, beginning Septemberl, 1949 at an salary of $3250.00
payable monthly.
• Upon motion of C. W. Fiske, seconded by J. L. Oliver and unanimoulsy carried
the following resolution was adopted:
BE IT RESOLVED ,by the Council of the Town of Leesburg, in Virginia that Raymond
L. Hough be and he is hereby elected and appointed as Superintendent of the Water
and Sewer Departments at an annual salary of $2400.00, payable monthly.
Upon motion of C. W. Fiske, seconded by Emerson H. James and unanimoulsy carried
the following resolution was adopted:
BE IT RESOLVED, by the Council of Leesburg, in Virginia that iMaurice Cornell,
William Hamilton, and Samuel C. Bell be and they are herebyelected and appointed
as Police Officers at an annual salary of $1920.00 pay able monthly.
Mayor Maurice R. Lowenbach Jr., read a letter of resignatiion.from Roscoe B.
Rhoads, Ruditor-Treasurer. No action was taken in regards to this matter.
Upon motion of C.W.Fiske that the Councdil..wilhe Town of Leesburg in Virginia

express their gratitude to Mr. Rhoads for ou work for the Town of Leesburg during
the past twelve years. Frances L. Patton ask that Mr. Fiske's motion be amended to:
That the Council cf t}e Town of Leesburg in Virginia draw up a resolution 'thanking
Mr. Rhoads for his outst€4}fig to the Town of Leesburg during the past twelve years,
and that a copy of the resolution be given to the two local news papers, and a copy
be filed with the minutes of this meeting. Mayor Maurice R. Lowenbach Jr. appointed
Frances L. Patton and Frank Raflo to draw up the resolution.
• The Mayor read the following Committee appointments:

Upon motion duly made, seconded and carried, the Council adjourned at 8:00 P. M.
